Meeting of November 2, 2010
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, November 2, 2010 at 9:00 a.m. The meeting was called to order by Board Chairman Dwelle. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.
HALL - WINDHORST
Motion to approve the agenda. Item added: Temporary liquor permit for Mazeppa Area Jaycees for flood relief benefit.

Commissioners reported on meetings they attended. Administrator’s Update: Furniture sale - $2,000+ HRA More flood relief meetings scheduled Hwy. 11 paved late this week, Hwy. 68 open end of this week. Public forum comments were made by Brian Goihl in regard to the recycling sheds.
RIESTER - HALL
Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims Minutes: October 26, 2010

Motion was made by Windhorst and seconded by Hall to approve the 2011 State of Minnesota Board of Water and Soil Resources Block Grant Agreement.

NORMAN - HALL
Resolution No.: 2010-209
Whereas, the Human Services Board met on October 26th and reviewed the quarterly Collections report, and
Whereas, the Human Services Board was shown the work of the Collections Officer has been beneficial to Wabasha County, by recovering funds due to Wabasha County in excess of the administrative expenses needed to employ the Collections Officer as a full-time position, and
Whereas, the Collections Officer is currently hired as 20 hours per week at a salary of $16.46/hour, and an increase to status of full-time would require an additional administrative expense of approximately $15,000 + benefits; and
Whereas, the anticipated revenues recouped by the Collections Officer continue to show these revenues will continue to exceed administrative expenses;
Be It Resolved, that the Wabasha County Board of Commissioners hereby approve expanding the position of Collections Officer in the Department of Human Services to a full-time position, effective November 22, 2010.

Resolution No: 2010-210
Whereas, the Wabasha County Sheriff’s Office has received a quote from United Rental to purchase a Genie Scissors Lift to be used by the Maintenance Department; and
Whereas, the Sheriff requests approval for the Auditor’s Office to issue an Auditor’s Warrant payable to United Rental in the amount of $4,026.57 (estimated total) effective immediately:
Whereas, this equipment will be paid from the Safe Driving Class (account 01-201-210-6499).
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Auditor’s Office is hereby authorized to issue an Auditor’s Warrant to United Rental in the amount of $4,026.57 effective immediately.

Resolution No.: 2010-214
Whereas, that the Wabasha County Sheriff’s Office has received several donations,
Whereas, these donations are specifically directed for the K-9 Nationals,
Now therefore be it resolved that the Wabasha County board of Commissioners accepts the donations for the 2011 K-9 Nationals.

Describe Gift or Donation: $1,850.00 total donations to be applied toward the 2011 K-9 Nationals.
Conditions of donation N/A
Wabasha County may accept gifts for the benefit of its citizens in accordance with terms prescribed by the donor. See Minn. Stat. 465.03. However, the statute required that each gift be accepted by a resolution approved by a two-thirds majority of the governing board. Any conditions placed on the use of the gift should be fully described in the resolution.

Resolution No.: 2010-211
Whereas, HRA tendered an offer on the Public Health Building in the amount of $85,000 contingent upon final approval by the HRA board, and;
Whereas, the Wabasha County Board approved the sale contingent upon final approval of the HRA board, and;
Whereas, the HRA board has authorized purchase of the Public Health Building for the amount of $85,000.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Board Chair is authorized to sign the purchase agreement for the sale of the Public Health Building.

Resolution No.: 2010-212
Whereas, the funds are being made available through Minnesota Investment to businesses for flood relief, and;
Whereas, an agency at the County level must be designated to take and process applications for these loans, and;
Whereas, HRA has stepped forward to fulfill this role.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that HRA be designated as the agency within Wabasha County that will accept and process applications for Minnesota Investment Business Loans.

Resolution No.: 2010–215
Whereas, the following applicant wishes to have its “1 to 4 Day Temporary On-Sale 3.2 Liquor License” approved: Mazeppa Area Jaycees, at Bluff Valley Campground, Mazeppa Township, and
Whereas, the liquor license will be in effect for November 12th & 13th, 2010.
Now therefore be it Resolved by the Wabasha County Board of Commissioners hereby approves the “1 to 4 Day Temporary On Sale 3.2 Liquor License” to the Club listed above.
