The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, January 18, 2011 at 9:00 a.m. The meeting was called to order by Board Chairman Norman. The following Commissioners were present: Norman, Hall, Roschen, Wobbe, Harms
ROSCHEN - HARMS
Motion to approve the agenda, with addition of Resolution 2011-023.

Commissioners reported on meetings they attended. Board Concerns: Move start time to 1:00 p.m. for February 1, March 1, and November 1 Board meetings. Administrator’s Update: * Meeting with our five Legislators Friday, February 4, 3:00 p.m. at courthouse * Steve Kohls - set up DAC tour for the Board * Common Board – city, school and county? * Creating abstract for Public Health building, sale pending Comment during the public forum – Lisa Estenson, theft of Real property No one in attendance to conduct Regional Rail Authority meeting.

Resolution No.: 2011-017
Whereas, Wabasha County is the owner of a Flood Control Easement granted to the County on April 6, 1972, filed February 20, 1974, in Book 157 of Deeds, page 135, in and for Wabasha County, and
Whereas, Wabasha County is acting on the request of Bernard Sheehan to release and discharge to Bernard Sheehan the following property covered by this Flood Control Easement: The Northeast Quarter of the Northwest Quarter and the Southeast Quarter of the Northwest Quarter of Section 36, Township 110 North, Range 10 West. without prejudice to its rights in and to any other lands described within the Flood Control Easement, and
Whereas, no costs of recording the documents shall be paid by Wabasha County.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County does hereby quitclaim and release unto Bernard Sheehan, the current owner of record, any and all rights or interest it may have in the above described property pursuant to the aforementioned Flood Control Easement; however, the Wabasha County shall reserve all rights in its easement to the balance of the property described in Book 157 of Deeds, page 135 with the exception of the above described property.

Resolution No.: 2011-003
Whereas, the Wabasha County Auditor/Treasurer’s Office has a vacancy of a full-time position of Deputy Auditor/Treasurer-Accounts Payable with the promotion of Francie Warren to Chief Deputy Auditor/Treasurer, and
Whereas, the filling of this position is necessary for the continue, normal operation of the Department; and
Whereas, the Deputy Auditor/Treasurer – Accounts Payable position is include under 2011 AFSCME Union contact as a starting salary of $14.33 per hour; and
Whereas, the Wabasha County Auditor/Treasurer has recommended the position be advertised;
Now, Therefore be it Resolved by the Wabasha County Board of Commissioners hereby authorizes the Wabasha County Auditor/Treasurer to advertise the vacant position of Deputy Auditor/Treasurer-Accounts Payable.

Whereas, the data networking equipment serving the Wabasha County Courthouse is old and obsolete, and;
Whereas, failure of that equipment would have serious consequences for Wabasha County operations, and;
Whereas, new equipment is available that would provide higher speeds and additional capabilities, and;
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the IT Director be authorized to purchase new network switches for $14,990 plus sales tax.

Whereas, the main network file server serving the Wabasha County Courthouse is old and obsolete, and;
Whereas, failure of that server would have serious consequences for Wabasha County operations, and;
Whereas, new servers are available that would provide higher speeds and additional capabilities, and;
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the IT Director be authorized to purchase a new network server and associated software for $17,500.

Be It Resolved that the Wabasha County Board of Commissioners hereby authorizes payment from the Feedlot V Low Cost Share Fix 319 Grant for Maynard Schumacher in the amount of $2,429.79

Resolution No: 2011-021
Whereas, a letter of resignation was tendered by Full-Time Jailer Heidi Olness, and; Whereas, Ms. Olness’ resignation was effective January 14, 2011, and;
Whereas, the vacancy created by Ms. Olness’ resignation has left a void in the State Mandated number of jailers for the Wabasha County Jail.
Now Therefore be it Resolved the Wabasha County Board of Commissioners Hereby: Accepts the letter of resignation of Full Time Jailer Heidi Olness.

Resolution No: 2011-022
Whereas, a vacancy for a Jailer position has been created; Whereas, it is expected that this vacancy will be filled from an Eligibility List of applicants.
Whereas, the Wabasha County Sheriff is requesting authorization to hire a Jailer to fill this vacancy.
Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that: the Wabasha County Sheriff’s Office is hereby authorized to hire a Jailer to fill the current vacancy, effective immediately.

Resolution No: 2011-023
Whereas, the Wabasha County Sheriff’s Office has committed to the Statewide ARMER radio system, and;
Whereas, the 2008 HSEM Grant 00326 will be utilized to purchase these cross spectrum radios, and;
Whereas, this grant expires March 31, 2011 and all requirements must be met by February 28, 2011 in order to receive reimbursement (no exceptions!).
Whereas, the Sheriff requests approval for the purchase of radios under the state pricing contract with Motorola from Whitewater Wireless, Inc. not to exceed the amount of $75,000.00. (Quote #QU0000133271 in the amount of $74,943.66)
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the purchase of radios is hereby authorized and will use 911 funds (designated account number from the 2008 RRB HSEM Grant 00326 not yet established by Finance Office) for the purchase to be reimbursed by the 2008 RRB HSEM Grant 00326.
