Wabasha County Board of Commissioners Meeting of April 5 2011
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, April 5, 2011 at 9:00 a.m. The meeting was called to order by Board Chairman Norman. The following Commissioners were present: Norman, Hall, Roschen, Wobbe, Harms WOBBE - HALL Motion to approve the agenda. Adopted Unanimously Commissioners reported on meetings they attended. Public forum comments: Fred Heaser and Bill Goede regarding Legal Services agreement for Plainview. ROSCHEN - HALL Motion to approve the consent agenda including the following:
Adopted Unanimously ROSCHEN - HARMS Resolution No.: 2011-069 Whereas, GASB Statement 51, Accounting and Financial Reporting for Intangible Assets, is effective fiscal year 2010, and Whereas, the Statement requires all intangible assets not specifically excluded by its scope be classified as capital assets, and Whereas, retroactive reporting is required for intangible assets acquired in fiscal years ending after June 30, 1980, except for those considered to have indefinite useful lives as of the effective date of this statement and those that would be considered internally generated, and Whereas, to comply with GASB 51 the attached policy has been prepared and will be implemented beginning with the County’s fiscal year ended December 31, 2010. Now Therefore, be it resolved, that the Wabasha County Board of Commissioners approves the attached Intangible Asset Policy for Wabasha County. Adopted Unanimously HARMS - HALL Resolution No.: 2011-070 Whereas, the County had the old Sheriff’s Office/Jail inspected for asbestos with positive results obtained, and; Whereas, while performing the asbestos abatement the abatement contactor found additional asbestos content that did not surface in the asbestos inspection conducted by Kane and Johnson, this additional asbestos is contained in the roofing material and needs to be abated prior to demolition, and; Whereas, the abatement contractor can perform this work for under $5,000. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the County Administrator be authorized to contract with A & F Consulting Group for the removal of the remaining asbestos to allow for the demolition of the structure. Adopted Unanimously WOBBE - HARMS Resolution No.: 2011 -071 Whereas, Wabasha County is the owner of Slope Easements over the following described properties: That part of the Northwest Quarter of Section 20, Township 108 North, Range 11 West. Shown as Parcel 18TB on Wabasha County Highway Right of Way Plat No. 40 on file and of record in the office of the County Recorder in and for Wabasha County, Minnesota; containing 0.87 acres more or less. That part of the Northwest Quarter of Northeast Quarter of Section 20, Township 108 North, Range 11 West. Shown as Parcel 21TB on Wabasha County Highway Right of Way Plat No. 40 on file and of record in the office of the County Recorder in and for Wabasha County, Minnesota; Containing 1.45 acres more or less. That part of the Southeast Quarter of Section 17, Township 108 N, Range 11 West shown as Parcel 22TB on Wabasha County Highway Right of Way Plat No. 40 on file and of record in the office of the County Recorder in and for Wabasha County, Minnesota; Containing 1.14 acres more or less. Whereas, Wabasha County does not require the above described properties for highway purposes. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County does hereby quitclaim and release any and all rights or interest it may have in the above described property pursuant to the aforementioned Slope Easement to the following current owner of record for each parcel: Lucille Rother, Parcel 18TB Donald W. Schultz and Judith A. Schultz, Parcel 21TB Plainview-Elgin Sewer District, Parcel 22TB And hereby authorizes the Chair of the Board and County Administrator to execute a Quit Claim Deed for each Parcel. Adopted Unanimously HALL - ROSCHEN Resolution No.: 2011-072 Whereas, the Wabasha County Highway Department finds it beneficial for the County to order road salt through the State of Minnesota as a Cooperative Purchasing Venture Member. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Department be authorized to order Regular Road Salt through the State of Minnesota as a Cooperative Purchasing Venture Member for the 2011/2012 winter season. Adopted Unanimously ROSCHEN - HARMS Resolution No.: 2011-073 Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby accepts the proposal of Contech Construction Products for the 2011 Corrugated Metal Culvert Materials in the amount of $34,412.48 and that the Chairman of the County Board and the County Administrator are hereby authorized to execute a Contract with Contech Construction Products for these materials. Adopted Unanimously HARMS - HALL Resolution No.: 2011-074 Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby authorizes Wabasha County Highway Department to advertise for applicants for three - 2011 Part-Time Temporary Summer Employment Positions. Adopted Unanimously Resolution No.: 2011-075 Whereas, the Wabasha County Auditor/Treasurer’s Office has restructured the office due to vacancy in the office. Whereas, after the restructuring of the office, the Auditor/Treasurer would like to eliminate one full time Deputy Auditor/Treasurer position and increase the hours of the part time Deputy Auditor/Treasurer to full time; and Now, Therefore be it Resolved by the Wabasha County Board of Commissioners hereby authorizes the Wabasha County Auditor/Treasurer to eliminate one full time Deputy Auditor/Treasurer position and increase part time Deputy Auditor/Treasurer to full time. Tabled to Next Meeting WOBBE - HALL Resolution No. 2011-076 Be it Resolved that the Wabasha County Board of Commissioners hereby authorizes signing the grant agreement for the B.W.S.R. 2011 Feedlot Clean Water Fund Grant in the amount of $128,421.00 Adopted Unanimously HALL - WOBBE Resolution No.: 2011-077 Whereas, the Wabasha County Attorney’s Office has provide prosecution services to the City of Plainview for 2008 (April), 2009 (April), 2010 (April) to April of 2011. Whereas, the City of Plainview wishes to extend the contract for one year starting April 2011. Whereas, the County Board of Commissioners, with the recommendation of the County Attorney that said contract be extended at a cost to the City of Plainview of $1,600 per month. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Chairman of the County Board and its Administrator sign said contract upon receipt from the City of Plainview. Adopted Unanimously WOBBE – HARMS Resolution No.: 2011-060 Whereas, the contract between Wabasha County and the Teamsters representing the jailers and dispatchers expired on December 31, 2010, and; Whereas, the County and Teamsters have been in negotiations since late 2010 and failed to resolve outstanding issues, and; Whereas, due to this inability to settle, the Teamsters requested State Mediation and a session was subsequently held on March 3rd, 2011, and; Whereas, this mediation resulted in a tentative agreement between Wabasha County and the Teamsters requiring approval by the County Board. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that they approve the tentative agreement reached between the Wabasha County negotiating team and the Teamsters in the Mediation session.
