Wabasha County Board of Commissioners Meeting of July 19, 2011
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, July 19, 2011 at 9:00 a.m.
The meeting was called to order by Board Chairman Norman. The following Commissioners were present: Norman, Hall, Roschen, Wobbe, Harms
HALL - HARMS Motion to approve the agenda, with removal of item: Social Services discussion in regard to shutdown. Adopted Unanimously Commissioners reported on meetings they attended. Unfinished Business: Layoff authorizations – no change for county business – state talking Update on LID presented by Michael Plante – conversation with Olmsted County Administrator's Update: Parts have been ordered for Board Room A/V update, expect installation soon Reminder to work on NIMS certifications Calls regarding getting things from the jail, no per contractor
ROSCHEN – HARMS Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims Minutes: July 5, 2011 Donation: $200 to Youthlink Mentorship Program from Goodhue County Cooperative Electric Trust Adopted Unanimously WOBBE - HALL Resolution No: 2011-145 Whereas, Deputy Andy Hamann began his employment with Wabasha County on January 20, 2006; and Whereas, Deputy Andy Hamann was involved in a severe traffic crash while on duty on December 25, 2009; and Whereas, with heavy regret, employment separation is necessary due to physical restrictions; and Whereas, this separation with Wabasha County will take effect with the pay period ending July 16, 2011; Whereas, we would like to emphasize that this separation is in good standing. Whereas, we would also like to acknowledge Deputy Hamann's 5 ½ years of dedicated service to the residents of Wabasha County. Now Therefore be it Resolved, the Wabasha County Board of Commissioners hereby accepts the employment separation of Deputy Sheriff Andy Hamann effective the pay period ending July 16, 2011. Further, the Wabasha County Board of Commissioners acknowledges Deputy Hamman's 5 ½ years of dedicated service to the residents of Wabasha County and offer best wishes to him on his future. Adopted Unanimously WOBBE - HARMS Resolution No: 2011-146 Whereas, the Wabasha County Sheriff is requesting authorization to send K-9 Deputy Jason Bade and his partner Tango, to the 2011 Region 21 K-9 Nationals; Whereas, this event will be held in Des Moines, IA from July 31st to August 2, 2011. Whereas, per County policy #202, out of state travel must be pre-approved. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: K-9 Deputy Jason Bade and partner Tango is hereby authorized to attend the 2011 Region 21 K-9 Nationals in Des Moines, IA from July 31st to August 2, 2011. Adopted Unanimously HARMS – ROSCHEN Resolution No.: 2011-147 Whereas, Wabasha County has applied to the Commissioner of Transportation for a grant for 2010 Local Road and Bridge Disaster Relief, and Whereas, the Commissioner of Transportation has given notice that funding for this Project is available, and Whereas, Wabasha County has executed a 2010 Local Road and Bridge Disaster Relief Grant Agreement as required by the State of Minnesota in order to receive the necessary funds for this Project, and Whereas, the amount of the Grant and project sites applied for under the Grant have been modified, and Whereas, the amount of the Grant, as modified, has been determined to be $433,336.96. Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that Wabasha County does hereby modify the previously executed 2010 Local Road and Bridge Disaster Relief Grant Agreement with the attached modified pages. Adopted Unanimously ROSCHEN - HALL Resolution No: 2011-148 Whereas, The County Board of Commissioners of the County of Wabasha, State of Minnesota, desire to offer for sale certain parcels (listed below) of land that have been forfeited to the State of Minnesota for non-payment of taxes; and • Parcel Number R27.01306.00, Wabasha Business Park, Sec 32 Twn 111 Ran 010, 1.77 Ac, Lot 2 Blk 2 • Parcel Number R27.01307.00, Wabasha Business Park, Sec 32 Twn 111, Ran 010, 3.40 Ac, Lot 3 Blk 2 • Parcel Number R27.01308.03, Wabasha Business Park, Sec 32, Twn 111, Ran 010, 1.35 AC, SEly 150' of Lot 4 Blk 2 Whereas, said parcels of land have been viewed by the Soil & Water Conservation District and have been classified as non-conservation lands as provided for in Minnesota Statutes 282.01. Now, Therefore be it Resolved That the Wabasha County Board of Commissioners hereby certify that all parcels of land listed above have been viewed and comply with the Provisions of Minnesota Statutes 85.012, 92.461, 282.01, Subd 8, and 282.018 and other statutes that require the withholding of tax-forfeited lands from sale. Be It Further Resolved That the Wabasha County Board of Commissioners hereby request approval from the Minnesota Department of Natural Resources for the sale of said lands. Adopted Unanimously HALL - HARMS Resolution No.: 2011-149 Whereas, the following applicant wish to have his County On Sale and Sunday Liquor License approved: Robert Nihart Reads Landing Brewing Company Pepin Township Whereas, the application have been approved by the County Attorney and County Sheriff. Wabasha County Auditor/Treasurer has received certificate of insurance and the appropriate license fee. The liquor license will run from Aug 1, 2011 to July 31, 2012. Now therefore be it Resolved by the Wabasha County Board of Commissioners hereby approves the renewal of County On Sales and Sunday Liquor License to the individual listed above, subject to the approval of the State of Minnesota Liquor Control Commissioner.
