Meeting of December 8, 2011

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Thursday, December 8, 2011 at 5:00 p.m.

 

The meeting was called to order by Board Chairman Norman.

 

The following Commissioners were present: Norman, Hall, Wobbe, Harms, Roschen

Donations made to Youthlink Mentorship Program: $20 from Rob Hart and $200 from Marlene Busch

Resolution No.: 2011-259

Whereas, the Reads Landing Sanitary and Water District has been established and

Whereas, Minnesota Statute 115 provides that the Sanitary and Water District Board Members are to be appointed

jointly by the County of Wabasha and the Township of Pepin and

Whereas, Wabasha County Board of Commissions wishes to delegate the board appointment authority

Now Therefore be it Resolved by the Wabasha County Board of Commissioners hereby delegates the appointment

authority for the Reads Landing Sanitary and Water District to the existing board members for all future board

appointment.

Resolution No. 2011-260

Be It Resolved that the Wabasha County Board of Commissioners hereby authorizes payment in the amount of

$5000.00 for the Dave Cronin project complete fix, $8,000.00 for the Maynard Schumacher project complete fix,

and $5000.00 for the Chuck Siems project partial fix for their respective feedlot projects.

HALL- WOBBE

Resolution No.: 2011-261

Whereas, Feedlot Officer Troy Dankemeyer has tendered his notice to resign effective December 7th, 2011.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that they accept this resignation with regrets effective December 7th, 2011.

HARMS -HALL

Resolution No.: 2011-262

Whereas, the recent retirement of Floyd Riester has left the position of Environmental Services/Zoning Administrator vacant, and;

Whereas, it was determined that this was an essential position in Wabasha County, and;

Whereas, the Board of Commissioners authorized the County Administrator to advertise and interview for the position, and;

Whereas, interviews for this position were held on November 19th, 2011 and a recommendation made for a candidate to fill this position.

Whereas, at the November 22nd meeting the Board authorized the County Administrator to offer the position to Kevin Krause, starting at a step 3 and moving to a step 5 after 6 months on the job.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the County Administrator in his role as Human Resources Director, be authorized to hire Kevin Krause as the Environmental Services Director/Zoning Administrator at a starting salary of step 3 with a increase to step 5 after 6 months on the job.

ROSCHEN - WOBBE

Resolution No.: 2011-263

Whereas, the Planning Commission held a public hearing on November 28,2011 and reviewed the Conditional Use Permit Application by AB'S LEASING COMPANY INC, BOX 685, PLAINVIEW MN 55964. The request is to expand a grandfathered non-conforming commercial mini self storage facility at 15113 669th St, Wabasha. The request involves the following described property:

Parcel #05.01278.00,

Lot 18 Block 3 Barton's Shiloh 2nd Addition,

Section-II Twp-ll0 Range-O 1 0 (Greenfield Township)

Whereas, the Planning Commission approved the request 5-0 and recommends approval from the County Board with the following conditions:

1 . Down lighting to illuminate all sides of the buildings as defined under the Illuminating Engineering Society of North America.

2. Establish a 6 foot chain-link fence with self locking gate around the perimeter of the facility.

Now therefore be it resolved that the Wabasha County Board of Commissioners approves the Conditional Use request with listed conditions.

Request approved with the provision that it strike the establishment of a chain-link fence.

Motion to recess to Truth in Taxation Hearing to be held at 7:00 p.m.
