Meeting of November 22, 2011

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, November 22, 2011 at 1:00 p.m.

 

The meeting was called to order by Board Chairman Norman.

 

The following Commissioners were present: Norman, Hall, Wobbe, Harms, Roschen

ResolutionNo.: 2011-246

Whereas, Wabasha County has applied to the Commissioner of Transportation for a grant for 2010 Local Road and Bridge Disaster Relief, and

Whereas, the Commissioner of Transportation has given notice that funding for this Project is available, and

Whereas, the amount of the grant has been determined to be $22,441.53, and

Whereas, the State of Minnesota requires the attached 2010 Local Road and Bridge Disaster Relief Grant Agreement be executed by Wabasha County in order to receive the necessary funds for this Project.

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that Wabasha County does hereby agree to the terms and conditions of the grant and attached Agreement #00295.

Be it further resolved that the Chairman of the Wabasha County Board of Commissioners and County Administrator are hereby authorized to execute the attached 2010 Local Road and Bridge Disaster Relief Grant Agreement #00295 on behalf of Wabasha County.

Resolution No.: 2011-247

Whereas, Wabasha County has applied for and been granted $19,248 to apply toward expenses associated with the Wabasha County Emergency Management Office through the Emergency Management Performance Grant, and

Whereas, Wabasha County Emergency Management Director, Brenda Wodele, and Wabasha County Board of Commissioners Chairman, Merl Norman, are hereby authorized to sign the Grant Agreement with the Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management, on behalf of Wabasha County, and

Now, Therefore, be it Resolved that Wabasha County enter into an Agreement with the Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management, by signing the 2011 Emergency Management Performance Grant.

Whereas, the Wabasha County Fee schedule is reviewed on an annual basis by department heads; and

Whereas, any proposed changes to fees pertaining to Government Data as outlined in the Data Practices manual were reviewed with the County Attorney's Office, and

Whereas, the updated fee schedule has been attached.

Now therefore be it resolved, by the Wabasha County Board of Commissioners that the updated Wabasha County Fees Schedule is approved and the Data Practices Manual is to be updated to reflect changes to fees related to Government Data requests.

Resolution No.: 2011-249

Whereas, the Wabasha County Planning and Zoning Office currently has a change fund in the amount of $50.00 that is used to make change for customers as needed while doing transactions with the Planning and Zoning Office, and

Whereas, during the re-model of the courthouse the Planning and Zoning Office was relocated next to the Auditor-Treasurer Office, and

Whereas, the Auditor-Treasurer Office has a change fund that is available for the Planning and Zoning Office to use eliminating the need for the Planning and Zoning Office to maintain its own change fund.

Now Therefore, be it further Resolved by the Wabasha County Board of Commissioners that the Planning and Zoning Office is to turn into the Finance Department the $50.00 kept for the change fund and it is to be receipted into the County Financial System.

Resolution No.: 2011-250

Whereas, the Wabasha County Regional Rail Authority (WCRRA) is a member of the Minnesota High Speed Rail Commission (MHSRC), and

Whereas, the WCRRA share of the 2011 budget in the amount of $2,625 has been paid from for the WCRRA

authority fund, and

Whereas, the Wabasha County Board of Commissioners has agreed to provide the financial support for the membership into the MHSRA,

Now therefore be is resolved by the Wabasha County Board of Commissioners that the Finance Director be authorized to approve an interfund transfer from the General Fund (Fund 01) to the Regional Rail Authority Fund (Fund 50) in the amount of $2,625 to cover the WCRRA's share of the 2011 budget..

Resolution No.: 2011-251

Whereas, Wabasha County is required by MN Statue M.S. 145A.04 subd.2 to appoint an agent of the Board to act on its behalf between Board meetings for Public Health purposes, and

Whereas, Judy Barton is the current Director of Public Health, and it's Official Health agent,

Now Therefore be it Resolved, by the Wabasha County Board of Commissioners that: Judy Barton be appointed the agent of the Human Services Board to act on its behalf between Board meetings as required by MN Statue M.S. 145A.04 subd.2.

Resolution No.: 2011-252

Whereas, Wabasha County is required to sign the Local Public Health Act Funding 2012 Assurances and Agreements in order to access the 2012 Local Public Health Act funding available from the Minnesota Department of Health, and

Whereas, this allocation helps support many of the mandated activities Public Health needs to do,

Now Therefore be it Resolved, by the Wabasha County Board of Commissioners that: the Local Public Health Act Funding 2012 Assurances and Agreements be approved and signed by the County Board Chair.

Resolution No.: 2011-253

Whereas, Wabasha County is required to provide Early and Periodic Screening, Diagnosis, and Treatment Administrative Services to Medical Assistance and MinnesotaCare eligible children birth through 20 years of age, and

Whereas, Minnesota Dept. of Human Services is offering a grant in the amount of $38,716 which covers the cost of this activity, and

Whereas, Wabasha County Public Health Services performs this function,

Now Therefore be it Resolved, by the Wabasha County Board of Commissioners that: the Early and Periodic Screening, Diagnosis, and Treatment Administrative Services to Medical Assistance and MinnesotaCare eligible children birth through 20 years of age grant offered by Minnesota Department of Human Services be accepted by Wabasha County Public Health Services.

Resolution No.: 2011-254

Whereas, Wabasha County Sheriff's Office is requesting authorization to purchase a Interop Consolette for Direct Communication with Pepin County on the ARMER 800mhz radio system; and

Whereas, this purchase will be made through Motorola under state contract pricing; and

Whereas, the cost incurred in this purchase is bid at $8,563.86; and

Whereas, the monies for this purchase will be paid through 911 ARMER (01-291-216) account and reimbursed through the Commissioner of Public Safety Emergency Communications networks Grant Contract #33792 (no match);

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: The Wabasha County Sheriff's Office is hereby authorized to purchase said Interop Consolette from Motorola, at a cost not to exceed $8,563.86.

Be it further resolved that: funding of this upgrade will come from the 911 ARMER (01-291-216) Account and reimbursed through Grant Contract #33792 at a no match, 100% reimbursed.

ROSCHEN - HARMS

Resolution No.: 2011-255

Whereas, on November 23, 2010, the Olmsted County Board voted to recommend creation of the Lake Zumbro Improvement District and issued a resolution and order to that effect.

Whereas, the Wabasha County Board voted to recommend creation of the Lake Zumbro Improvement District on November 30, 2010.

Whereas, on November 8, 2011, the Olmsted County Board passed a motion approving a proposed Slate of Candidates for the LID Board and appointed an Olmsted County Board Commissioner to serve as ex-officio member of the LID Board as requested.

Whereas, the Wabasha County Board would need to take action to either approve or reject the slate of proposed candidates.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that:

The Board rejects the proposed Slate of Candidates for the LID Board and appoints a Wabasha County Board Commissioner to serve as ex-officio member of the LID Board as requested.

Resolution No.: 2011-256

Whereas, the County has a personnel policies and procedure manual that is a living document and requires periodic changes and additions, and;

Whereas, the personnel policy and procedure committee has met and discussed several changes to existing policies and new policies that have not been completed in the past, and;

Whereas, the personnel policy and procedure committee recommends adoption of this revised policy as a cost containment measure.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that they adopt the following policy as written.

Resolution No.: 2011-257

Whereas, the Wabasha County Recorder's office presently serves as the State Driver's License branch in Wabasha County, and;

Whereas, this service generates approximately $14,000 annually in revenue, while providing a very convenient service for the citizens of Wabasha County, and;

Whereas, the continuation of this service through the County Recorder's Office is deemed to be in the best interest of the citizens of Wabasha County.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Driver's License Services not be eliminated, but rather retained, by the Wabasha County Recorder's Office.

Resolution No.: 2011-258

Whereas, the recent retirement of Floyd Riester has left the position of Environmental Services/Zoning Administrator vacant, and;

Whereas, it was determined that this was an essential position in Wabasha County, and;

Whereas, the Board of Commissioners authorized the County Administrator to advertise and interview for the position, and;

Whereas, interviews for this position were held on November 19th, 2011 and a recommendation made for a candidate to fill this position.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the County Administrator in his role as Human Resources Director, be authorized to offer the position to and negotiate a salary not to exceed $62,654, based upon education and experience.

(Make offer of starting at Step 3, and after six months go to Step 5. If offer rejected, make beginning-of-range offer to second candidate.)
