Meeting of June 3, 2014

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, June 3, 2014 at 9:00 a.m.

 

The meeting was called to order by Board Vice Chair, Mike Wobbe.

The following Commissioners were present: Wobbe, Hall, Harms, Roschen. Absent: Springer

 

ROSCHEN - HARMS

Motion to approve the agenda.

HALL - WOBBE

Motion to approve the consent agenda including the following:

HALL - HARMS

Resolution No.: 2014-150

Whereas, Wayne Evers has applied for a Conditional Use Permit for a cabin on parcel 06.00025.00 located in the SW ¼ NW ¼ & W ½ SW ¼, Section 3, Township 109 North, Range 11 West; and

Whereas, The Wabasha County Planning Commission conducted a public hearing on May 19, 2014 to provide an opportunity for the public to present any testimony related to the request; and

Whereas, The Wabasha County Planning Commission discussed the matter and with a vote of 4-0 recommends to the Wabasha County Commissioners the request be approved.

Now Therefore Be It Resolved, the Wabasha County Board of Commissioners approves the Conditional Use Permit for Wayne Evers without conditions as recommended by the Planning Commission.

Wabasha County Medical Examiner, Dr. Kent Jeffery, was present to discuss a possible transition to the Southern MN Regional Medical Examiner's Office as a way for the County to meet its medical examiner needs.

 

HALL - HARMS

Resolution No.: 2014-151

Whereas, Wabasha County accepts the Communications Facility Use Agreement with the State of Minnesota, Department of Transportation, for the Alma Radio Tower; and,

Whereas, the agreement is a yearly cost of three hundred and no cents ($300.00); and,

Whereas, the monies for this will come from the 911 (290) account;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: The Chairperson of the Wabasha County Board of Commissioners along with PSAP/Dispatch Supervisor is hereby authorized to sign the Communications Facility use Agreement of the Alma Radio Tower site with State of Minnesota, Department of Transportation.

Be it Further Resolved that the yearly cost will come from the 911 (290) account.

HALL - HARMS

Resolution No.: 2014-152

Whereas, the Wabasha County entered into an agreement with the Minnesota Pollution Control Agency to administer the Minnesota Rules governing animal feedlots and manure storage areas; and

Whereas, the funding to provide those services have been withheld from the County and the County is no longer willing or able to cover the costs of administering the program rules.

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners hereby terminates the agreement with the Minnesota Pollution Control Agency whereby the County previously was delegated the administration of Rules governing animal feedlots and manure storage areas effective August 1, 2014; and directs the Environmental Services Director to provide a copy of the resolution to the Commissioner of the Minnesota Pollution Control Agency.
