Wabasha County Human Services Board

Meeting of May 27, 2014

 

The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 11 :00 a.m., May 27, 2014 in accordance with MS 402.01 to 402.l0. The previous meeting was recessed to this time and place.

 

The following members were present: Commissioners Hall, Harms, Springer and Wobbe.

Springer-Wobbe

BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda with the following changes:

1. Move the discussion item Medical Assistance Elderly Waiver Program client file update to be heard after the Consent Agenda.

Springer-Hall

WHEREAS, the Minutes of the April 22, 2014 regular board meeting have been presented for review and that no changes have been made to the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 4/22/14 through 5/27/14 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 04/22/14 through 05/27/14 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 04/22114 through OS/27114 for employees of the Departments of Public Health and Social Services as documented in the Depaliment on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 04/22/14 through 05/27/14 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies; BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

Resolution No.2014-HS022

Springer-Harms

Whereas, Wabasha County Public Health and Social Services depaliments have performed delegated functions for South Country Health Alliance since South CountlY Health Alliance began operations, and

Whereas, the CU11'ent delegation agreement has expired, and

Whereas, South Country Health Alliance has put forward a new delegation agreement with only two minor changes from the previous delegation agreement, and

Whereas, Wabasha County wishes to continue to provide these delegated functions for South Country Health Alliance;

Now therefore be it resolved by the Wabasha County Board of Human Services that they Sign the 2014 County Delegation Agreement with South Country Health Alliance.

Springer-Wobbe

Whereas, the Wabasha County Human Services Board authorized in 2010 a policy to establish the criteria used for the determination of parental fees and a general policy regarding redirect of other payments for child expenses, and:

Whereas, the Fiscal Supervisor and Collections Officer have recommended an update to this policy (5.103) to include all fees regarding out of home placements and appeal procedures and to change policy 3.220 to disregard its use for fee determination; and

Whereas, the Social Services Director recommends approval of these updates;

Now therefore be it resolved by the Wabasha County Human Services Board, that the Out of Home Placement Fee & Redirect Policy be amended to include all fees regarding out of home placements and appeal procedures and to change policy 3.220 to disregard its use for fee determination.

Resolution No.2014-HS024

Hall-Wobbe

Whereas, the Wabasha County Board and the Wabasha Human Services Board have previously approved filling the vacant Child Support Officer position; and

Whereas, the hiring committee recommended the hiring of Amy Vanwey for this position; and

Whereas, the Wabasha County Board authorized the appointment of Amy Vanwey as Child Support Officer, at pay grade E, step 1, with a start date of employment of May 28,2014;

Now therefore be it resolved by the Wabasha County Board of Human Services that Amy Vanwey be hired to fill the Child Support Officer position at pay grade E, step 1, with a start date of employment of May 28,2014.

DISCUSSION and INFORMATIONAL ITEMS

Medical Assistance Elderly Waiver Program Client File Update

The family of a resident who lost a DHS appeal regarding Medical Assistant payment of Long Term Care costs brought an appeal for compensation before the Board. After discussion no action was taken. Michael Plante will research potential liability coverage with MClT and report back to the family and the Board.

Environmental Health

Darrin Thompson reported no significant issues regarding the transfer of licensing and inspection functions back to MDH.

Social Services Update

Luke Simonett and Tammy Fiedler gave a brief update on the work of their respective teams. They reported that they will start making some minor adjustments of caseloads and work assignments between the two teams. This was previously anticipated when the development of the Home and Community Based Services team was under consideration.

John Dahlstrom discussed the status of future social services reports. Consensus from the Board was that future reports could be consolidated around the budget, trends, and/or the Human Services Performance Management System.

Human Services Performance Management Initial Report

Dahlstrom reported that Wabasha County had received its initial report from DRS. While there were some areas that needed improvement, there were no significant problems or imminent corrective actions required. Dahlstrom stated overall he was satisfied with the County's performance.

Implementation of IRS and SSA Safeguarding Requirements

Dahlstrom repOlied that Social Services will implement the mandatory visitor log requirements starting June 1st on the 1st floor. All visitors who are taken back to the secured areas must sign the visitor log, show identification, and wear a visitor badge. All visitors must be escorted by a staff person at all times when in the secured areas.

PHS/SS Miscellaneous

Dahlstrom reported that he signed an agreement with EmPower CTC to provide Rule 25 supervision for Social Worker Teryl Scharpen at a rate of $50 per hour. The total cost of this agreement is anticipated to be $600 annually.

Dahlstrom also reported that Social Services is in the process of reauthorizing GRR contracts. If any providers have questions they should be directed towards Lisa McNally.

Being no further business to come before the Human Services Board, motion was made and duly carried at 12:08 PM to recess this meeting until 1 :00 p.m. on June 24, 2014.
