The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, January 6, 2015 at 9:00 a.m.
Election of Board Chairperson and Vice Chairperson was held.

SPRINGER - KEY Motion to approve the agenda after removing Items M and N. Adopted Unanimously SPRINGER - HALL Motion to approve the consent agenda including the following: Claims Meal Vouchers Per Diems SSIS Claims Minutes: December 23, 2014 Donations of $250 from St. Mark's Episcopal Church of Lake City for the Youth Link Mentorship Program; donation of $200 from Dunn Blacktop for the National Night Out event, Sheriff's office. Adopted Unanimously SPRINGER - KEY Resolution No.: 2015-001 Whereas, the Wabasha County Board of Commissioners has advertised to accept sealed bids for the Wabasha County legal newspaper for 2015; and Whereas, the Wabasha County Board of Commissioners desires to open the sealed bids on Tuesday, January 6, 2015; and Whereas, three bids were received; the Lake City Graphic, The Plainview News and The Wabasha County Herald; and Whereas, the Wabasha Herald is the apparent low bidder of $9.70 per standard advertising unit (SAU). Now therefore be it resolved by the Wabasha County Board of Commissioners hereby accepts the bid of the Wabasha Herald as the "legal County newspaper," to include publications of the Commissioners Proceedings, the Delinquent Tax List and other notices ordered by the County Board of Commissioners as required by law for the year 2015. Now therefore be it further resolved by the Wabasha County Board of Commissioners hereby gives the Wabasha Herald until January 31st, 2015 to issue the Wabasha County a $1,000 printers bond. Adopted Unanimously KEY – GOIHL Resolution No.: 2015-002 Whereas, the Wabasha County Extension Committee has reappointed Cyndie Kahn and David Pierson to serve another three-year term, Now, Therefore Be It Resolved that the Wabasha County Board of Commissioners reappoint Cyndie Kahn and David Pierson to another three-year term on the committee. Adopted Unanimously SPRINGER – KEY Resolution No.: 2015-003 Be It Resolved, That the Wabasha County Board of Commissioners hereby approves retroactively to January 1, 2015 the payment for necessary express, freight, telephone, water, light, e-bay, expenses related to an emergency, justice center debt service payments and other utility charges to be paid on the Warrant of the County Auditor/Treasurer, upon receipt of itemized bills pursuant to MS 375.16. Be It Resolved, That the Wabasha County Board of Commissioners hereby approves retroactively to January 1, 2015 the payment for necessary charges to be paid on the Warrant of the County Auditor/Treasurer to avoid finance charges, upon receipt of itemized bills. Be It Resolved, That the Wabasha County Board of Commissioners hereby approves retroactively to January 1, 2015 the payment due to other governments and payroll deductions, to be paid on the Warrant of the County Auditor/Treasurer, upon receipt of itemized bills pursuant to MS 375.15. Be It Resolved, that the Wabasha County Board of Commissioners hereby sets the mileage reimbursement rate for 2015 at the same level as the 2015 IRS mileage rate; and (Effective January 1, 2015 the rate at 57.5 per mile) Be It Resolved, That the Wabasha County Board of Commissioners hereby approves the establishment and/or continuance of a Petty Cash Fund, pursuant to MS 375.162; and Be It Further Resolved, That Sheriff Rodney Bartsh shall be custodian of said fund. The amount of the fund shall not exceed $100.00. Whereas the County Auditor/Treasurer's Office currently maintains a checking account for the sole purpose of refunding over-payment of taxes, Be It Resolved, the County Auditor/Treasurer is authorized to maintain a checking account for overpayment of taxes and also for refunds of miscellaneous over-payments or payments made in error as required by all Wabasha County Departments. Whereas, it is in the best interest of Wabasha County to reduce administrative costs and increase departmental efficiency, and Whereas, costs are increasing to mail refunds of overpayments and return documents not processed because of underpayments, Be It Resolved, that the Wabasha County Board of Commissioners hereby authorizes the offices of the County Auditor/Treasurer and County Recorder to retain overpayments in amounts not exceeding $2.00 for services of any kind. Revenue from such overpayments shall be deposited in the General Revenue fund in a timely manner, and Be It Resolved, that the Wabasha County Board of Commissioners hereby authorizes the offices of the County Auditor/Treasurer and County Recorder to accept, at their discretion, underpayments of any kind with the deficit amount not exceeding $2.00 and to process the document or transaction regardless of the deficiency. Be It Resolved, that the Wabasha County Board of Commissioners hereby sets the maximum reimbursable meal allowance, for 2015, at $8.00 for breakfast, $10.00 for lunch and $15.00 for dinner. Be It Resolved, that any employee of Wabasha County who has funds to be deposited in a designated financial depository of Wabasha County, shall take said funds to the Office of the County Auditor/Treasurer for transfer to said depository. No employee shall personally transfer or transport funds, except for the County Auditor/Treasurer or designee thereof. Be It Resolved, that the Wabasha County Board of Commissioners hereby approves the County Auditor/Treasurer to cash checks not to exceed $2,000 to replenish the change fund. Whereas, the County Board under Minnesota Statute may authorize the treasurer or chief financial officer to perform deposit and investment functions relating to public funds. Now Therefore Be It Resolved By the Wabasha County Board of Commissioners that the following appointments and actions are hereby directed and approved: 1. That the Wabasha County Board of Commissioners hereby grants to Debbie Koenig, Finance Director, the authority to designate depositories for the County of Wabasha as provided for in Minnesota Statute 118A.02 subd. 1. 2. That the Wabasha County Board of Commissioners hereby authorizes Denise Anderson, Auditor/Treasurer, or Debbie Koenig, Finance Director to make investments of funds under sections 118A.01 to 118A.06 of Minnesota Statutes or other applicable law. Adopted Unanimously SPRINGER - HALL Resolution No: 2015-004 Whereas, the Wabasha County Board of Commissioners has approved an appropriation in the amount of $6,000.00 in the 2015 Budget to be paid to the Southeast Minnesota Narcotics & Gang Task Force, and, Whereas, the Southeast Minnesota Narcotics & Gang Task Force is requesting this amount be paid to the organization. Whereas, the Sheriff also requests approval for the Auditor's Office to cut an Auditor's Warrant not to exceed the invoice amount of $6,000.00. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Wabasha County Board of Commissioners authorizes the payment of $6,000.00 to the Southeast Minnesota Narcotics & Gang Task Force. Be it further Resolved by the Wabasha County Board of Commissioners that, the Auditor's Office is hereby authorized to cut an Auditor's Warrant not to exceed the invoice amount of $6,000.00 to the respective vendor. Adopted Unanimously SPRINGER – HALL Resolution No: 2015-005 Whereas, the Wabasha County Sheriff's Office is requesting to purchase one (1) USED vehicle for Investigations from Paul Busch Auto; and Whereas, the money for the purchase of this vehicle will come out of Capital Funds ($13,000) per 2015 budget approval and the remaining balance will come out of the Squad Replacement Fund. Whereas, the Sheriff also requests approval for the Auditor's Office to cut an Auditor's Warrant not to exceed the amount of $17,400.00 once the invoice is received. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff is authorized to purchase one (1) USED vehicle from Paul Busch Auto at a cost not to exceed $17,400.00. Be it Further Resolved by the Wabasha County Board of Commissioners that funding of the purchase for this vehicle will come from as follows: $13,000 out of Capital Funds and the remaining balance from the Squad Replacement Fund. Be it further Resolved by the Wabasha County Board of Commissioners that: the Auditor's Office is hereby authorized to cut an Auditor's Warrant not to exceed the amount of $17,400.00 to the respective vendor once the invoice is received. Adopted Unanimously SPRINGER – KEY Resolution No: 2015-006 Whereas, the Wabasha County Sheriff's Office is requesting to purchase one (1) 2014 Dodge SSV Crew Cab 4X4 at a cost of $24,947 per attached quote from Stew Hansen Dodge City Jeep of Urbandale, IA; and Whereas, the money for the purchase of this vehicle will come out of Capital Funds. Whereas, the Sheriff also requests approval for the Auditor's Office to cut an Auditor's Warrant not to exceed the amount of $26,000.00 once the invoice is received. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff is authorized to purchase one (1) 2014 Dodge SSV Crew Cab 4X4 from Stew Hansen Dodge City Jeep of Urbandale, IA at a cost not to exceed $26,000.00. Be it Further Resolved by the Wabasha County Board of Commissioners that funding of the purchase for this vehicle will come out of Capital Funds. Be it further Resolved by the Wabasha County Board of Commissioners that: the Auditor's Office is hereby authorized to cut an Auditor's Warrant not to exceed the amount of $26,000.00 to the respective vendor once the invoice is received. Adopted Unanimously KEY - GOIHL Resolution No.: 2015-007 Whereas, a 2009 Crown Victoria Intrepid vehicle (#96) with over 158,580 miles is considered a surplus; and, Whereas, the Wabasha County Sheriff's Office is requesting that this vehicle be sold on Ebay; and, Whereas, the Wabasha County Sheriff's Office is requesting that the proceeds from the sale of this vehicle be deposited to the Squad Replacement fund. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff is authorized and directed to sell the 2009 Crown Victoria (#96) bearing VIN #2FAHP71V69X134744 on Ebay as noted above. Be it Further Resolved by the Wabasha County Board of Commissioners that: funds from the sale be deposited to the Squad Replacement fund as noted above. Adopted Unanimously HALL - KEY Resolution No.: 2015-008 Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, Wabasha County designates its Website as the official publication for advertisements for bids of transportation projects. Adopted Unanimously SPRINGER – WOBBE Resolution No.: 2015-009 Whereas, the Federal Highway Administration (FHWA) requires that states agree to operate and maintain facilities constructed with federal transportation funds for the useful life of the improvement and not change the use of right of way or property ownership acquired without prior approval from the FHWA; and Whereas, Transportation Alternatives projects receive federal funding; and Whereas, the Federal Highway Administration (FHWA) requires project sponsors to make available sufficient funds to cover the estimated local share of costs plus any additional project costs in the event the project exceeds the estimated total cost of the project; and Whereas, the Minnesota Department of Transportation (Mn/DOT) has determined that for projects implemented with alternative funds, these above requirements should be applied to the project sponsor; and Whereas, Wabasha County is the project sponsor for the transportation alternative project identified as Wabasha County Bridge 3219 Preservation. Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that: Wabasha County act as sponsoring agency for the transportation alternative project identified as Wabasha County Bridge 3219 Preservation Project and has reviewed and approved the project as proposed. Sponsorship includes a willingness to secure and guarantee the local share of costs associated with this project and responsibility for seeing this project through to its completion, with compliance of all applicable laws, rules and regulations. Be it further resolved that Wabasha County will make available sufficient funds to cover the estimated local share of costs plus any additional project costs in the event that the project exceeds the estimated total cost of the project as reflected in the project application. Be it further resolved that Wabasha County hereby agrees to assume full responsibility for the operation and maintenance of property and facilities related to the aforementioned Transportation Alternatives project, for the useful life of the improvements and will not change the use of right of way or ownership of property within the project without prior approval from the FHWA. Sponsorship includes a willingness to secure and guarantee the local share of costs associated with this project and responsibility for seeing this project through to its completion, with compliance of all applicable laws, rules and regulations. Be it further resolved that Wabasha County will make available sufficient funds to cover the estimated local share of costs plus any additional project costs in the event that the project exceeds the estimated total cost of the project as reflected in the project application. Be it further resolved that Wabasha County hereby agrees to assume full responsibility for the operation and maintenance of property and facilities related to the aforementioned Transportation Alternatives project, for the useful life of the improvements and will not change the use of right of way or ownership of property within the project without prior approval from the FHWA. Be it further resolved that Wabasha County has received assurance that the Agency receiving the facility will retain responsibility for maintenance. Sponsorship includes a willingness to secure and guarantee the local share of costs associated with this project and responsibility for seeing this project through to its completion, with compliance of all applicable laws, rules and regulations. Be it further resolved that Wabasha County will make available sufficient funds to cover the estimated local share of costs plus any additional project costs in the event that the project exceeds the estimated total cost of the project as reflected in the project application. Be it further resolved that Wabasha County hereby agrees to assume full responsibility for the operation and maintenance of property and facilities related to the aforementioned Transportation Alternatives project, for the useful life of the improvements and will not change the use of right of way or ownership of property within the project without prior approval from the FHWA. Be it further resolved that Wabasha County has received assurance that the Agency receiving the facility will retain responsibility for maintenance. Adopted Unanimously KEY - HALL Resolution No.: 2015-012 Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for the 2015 Furnish and Apply Traffic Paint Project – C.P. 79-15-8170. Adopted Unanimously Resolution No.: 2015-013 Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for the 2015 Crushed Rock Project – CP 79-15-8160. Removed from the Agenda Resolution No.: 2015-014 Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for the Furnish and Apply Chloride Solution Project – CP 79-15-8150. Removed from the Agenda SPRINGER - KEY Resolution No.: 2015-015 Whereas, the County of Wabasha has designated First State Bank of Wabasha as a depository of its public funds pursuant to Minnesota Statues, Chapter 118A, and Whereas, Donald S. Springer is removed as the board chair, and Whereas, Mike Wobbe has been appointed board chair for 2015, and Whereas, Jonathan M. Klug and Stacy L. Wilhelm have been added to the list of approved signers on the Jail inmate account. Now, therefore, be it resolved by the Wabasha County Board of Commissioners the following changes are approved to be made to the First State Bank authorizations: 1. Mike Wobbe is approved as an authorized signer on certain accounts at First State Bank of Wabasha per the attached list. 2. Donald S. Springer is removed as an authorized signer on the County accounts at First State Bank of Wabasha per the list approved January 6, 2015. 3. Jonathan M Klug and Stacy L. Wilhelm are approved to sign checks on the on the Jail Inmate account when filling the position of "Acting Sergeant". Be it further resolved, by the Wabasha County Board of Commissioners that the following employees and Board Chairman are given specific authority at First State Bank of Wabasha per the attached. (See attachment) Adopted Unanimously SPRINGER – WOBBE Resolution No.: 2015-016 Whereas, the Wabasha County Human Services Board has approved increasing the work week for the Fiscal Supervisor position to 40 hours per week, and Whereas, the general public and staff would benefit from having access to the Fiscal Supervisor for an additional 2.5 hours per work week, and Whereas, increasing the work week for this position would make it consistent with the other management positions in the Social Services Department; Now Therefore be it Resolved by the Wabasha County Board that the work week for the Fiscal Supervisor be increased from 37.5 to 40 hours per work week effective the Pay Period starting January 11, 2015. Adopted Unanimously SPRINGER - HALL Resolution No.: 2015-017 Whereas, Wabasha County Board meetings begin at 9:00 a.m. and are held at the Wabasha County Courthouse Board Room, Now Therefore Be It Resolved that the Wabasha County Board of Commissioners set the following meeting dates for 2015: January 6, 20, 27; February 3, 17, 24; March 3, 17, 24; April 7, 21, 28; May 5, 19, 26; June 2, 16, 23; July 7, 16, 28; August 4, 18, 25; September 1, 15, 22; October 6, 20, 27; November 3, 17, 24; December 1, 15, 22 Be It Further Resolved that the July 16, 2015 Board meeting will be held at the Wabasha County Fairgrounds starting at 9:00 a.m. Adopted Unanimously GOIHL - KEY Resolution No.: 2015-019 Whereas, the County Board has many responsibilities that relate to other civic and governmental organizations and agencies; and Whereas, frequently, these responsibilities require the County Commissioners participate as a Committee or Board Member for these organizations and agencies. Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that: 2015 Committee and/or Board appointments/assignments are as follows:
Be It Further Resolved, that if a commissioner is unable to attend an assigned meeting that a substitute commissioner is authorized to act in their place and collect the same per diem due to the original commissioner. Adopted Unanimously
