Meeting of February 17, 2015

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, February 17, 2015 at 9:00 a.m.

 

The meeting was called to order by Vice Chairman Hall.

The following Commissioners were present: Goihl, Hall, Key, Springer. Absent: Wobbe

Minutes: February 3, 2015

Donation of $600 from Glen and Mary Polyard for transporting veterans to the VA Medical Center. Donation of $500 from Mary Burrichter and Robert Kierlin to the Substance Abuse Court.

SPRINGER - HALL

Resolution No.: 2015-035

Whereas, Wabasha County has adopted a Comprehensive Zoning Ordinance as provided in Chapter 394 Minn. Stats.; and

Whereas, the Wabasha County Board of Commissioners has discussed the current zoning enforcement standards for the County and wishes to have such provisions revised; and

Whereas, the Wabasha County Planning Commission has reviewed Article 16 and Article 21 which contain language for enforcement of the Zoning Ordinance and has recommended changes to each article which are now respectively labeled as Chapter 16 and Chapter 21; and

Whereas, the Planning Commission conducted a public hearing on Chapter 16 and Chapter 21 and after the public hearing voted 5-0 that the revisions be forwarded to the Wabasha County Board of Commissioners with a recommendation that the revisions be approved by the County Board.

Now Therefore Be It Resolved, the Wabasha County Board of Commissioners has received and reviewed the recommendations of the Wabasha County Planning Commission; and

Be It Further Resolved, the Wabasha County Board of Commissioners adopts Chapter 16 and Chapter 21 as attached to respectively replace Article 16 and Article 21 of the Wabasha County Zoning Ordinance.

Resolution No.: 2015-036

Whereas, Resolution #2013-230 was originally adopted on November 19, 2013; and,

Whereas, All required steps regarding the completion of the ordinance relating to criminal history background for applicants for county employment and county licenses was not originally completed. Therefore, a request to rescind the original resolution (#2013-230) is requested.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that:

Resolution #2013-230 is hereby rescinded.

SPRINGER - KEY

Resolution No.: 2015-037

Whereas, a public hearing and publication regarding an ordinance relating to criminal history background for applicants for county employment and county licenses is needed in order to proceed with the background check ordinance procedure.

Whereas, a hearing date of March 17, 2015 at 9:15 a.m. is requested; and,

Whereas, publications will include the Wabasha Herald, Plainview News, Lake City Graphic and the County website at www.co.wabasha.mn.us.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that:

Authorization is hereby given to hold a public hearing and publish such hearing regarding an ordinance to conduct background checks for county employees and county licenses. The Public Hearing is hereby scheduled for March 17, 2015 at 9:15 a.m. Publication will include the three local newspapers (Wabasha Herald, Plainview News, Lake City Graphic) and the County website (www.co.wabasha.mn.us)

Resolution No.: 2015-038

Whereas, there is a vacancy for the position of one Highway Maintenance Worker at the Wabasha County Highway Department.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Wabasha County Board of Commissioners hereby authorizes Wabasha County Highway Department to advertise and hire one Highway Maintenance Worker.

Resolution No.: 2015-039

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for SP 079-625-015, SP 079-070-007 and SP 079-602-039.

Resolution No.: 2015-040

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that Wabasha County enter into Mn/DOT Agreement No. 07456 with the State of Minnesota, Department of Transportation for the following purposes:

To provide for payment by the State to the County for the use and maintenance of County State Aid Highway No. 4 as a detour route during the contract construction to be performed upon, along and adjacent to Trunk Highway No. 42 from 0.2 mile north of Trunk Highway No. 14 to 0.5 mile north of Truck Highway No. 247 under State project No. 5506-22 (T.H. 42=042).

It is further resolved by the Wabasha County Board of Commissioners that the Wabasha County Engineer is authorized to execute the Agreement and any amendments to the Agreement.

Resolution No.: 2015-041

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Wabasha County Board of Commissioners hereby approve of the attached Highway Maintenance Supervisor position job description.

SPRINGER - KEY

Resolution No.: 2015-042

Whereas, there will be a vacancy at the Wabasha County Highway Department after April 24, 2015.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Wabasha County Board of Commissioners hereby authorizes Wabasha County Highway Department to advertise and hire one Highway Maintenance Supervisor at the determined appropriate wage on the wage scale for the position.

SPRINGER – KEY

Resolution No.: 2015-043

Whereas, Traffic Marking Service Inc. had the lowest bid for Project C.P. 79-15-8170 – Furnish and Apply Traffic Paint to Roads in Wabasha County.

Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby accepts the bid of Traffic Marking Service Inc. for Project C.P. 79-15-8170 – Furnish and Apply Traffic Paint to Roads in Wabasha County – in the amount of $44,400.17 and that the Chairperson of the County Board and the County Administrator are hereby authorized to execute a Contract with Traffic Marking Service Inc. for this work.

Resolution No. 2015-044

Whereas, Wabasha County received over $23,000 in Wellness Incentive Funds for 2015 from the Southeast Service Cooperative; and

Whereas, one of the projects that were identified for the funding was the purchase of automated external defibrillators (AEDs); and

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners authorizes the purchase of four AEDs from AED Superstore in an amount not to exceed $5,420.00 from the referenced Wellness Funds (non-levy dollars).
