Meeting of November 13, 2012

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, November 13, 2012 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Harms.

Donation of $300 from Wabasha Firemen's Relief Association, and $600 from the Kellogg Fire Department Relief Association to Sheriff's Office for Lodging at Winter Conference.

Human Services – Accept Adoption and Foster Care Recruitment Grant (2012-224)

 

Resolution No.: 2012-224

Whereas, the State of Minnesota has entered into a contract with LexisNexis to support county efforts for the diligent recruitment of relatives to become foster and adoptive parents; and

Whereas, access to this web-based search technology to identify and notify adult relatives of a child's need for foster care placement will greatly reduce the amount of time necessary to locate relatives of the child; and

Whereas, State funding to Wabasha County has been granted in the amount of $1,044 for the grant period of October 12, 2012 to June 30, 2013; and

Whereas, if State funds are discontinued, reduced or otherwise become unavailable, the grant will be adjusted, reduced or terminated; and

Whereas, the Director Social Services recommends acceptance of this grant;

Now, therefore be it resolved, the Wabasha County Board of Commissioners to allow the Department of Social Services to accept the grant award of $1.044 from the State of Minnesota for Adoption and Foster Care Recruitment. Grant period begins October 12, 2012 and ends on June 30, 2013.

Resolution No: 2012-216

Whereas, the Wabasha County Sheriff's Office is requesting to purchase a 2013 Taurus Police Interceptor Sedan at a cost not to exceed $24,000.00; and

Whereas, this purchase is to replace squad #92 which was involved in a traffic crash on October 12, 2012; and

Whereas, $11,300 will be paid from insurance proceeds, $1,173 will be paid from the Squad Replacement Fund and the remaining $11,301.72 will be paid from Equitable Sharing Funds

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff is authorized to purchase a 2013 Taurus Police Interceptor Sedan from Sugar Loaf Ford in Winona at a cost not to exceed $24,000.00.

Be it Further Resolved by the Wabasha County Board of Commissioners that $11,300 will be paid from insurance proceeds, $1,173 will be paid from the Squad Replacement Fund and the remaining $11,301.72 will be paid from Equitable Sharing Funds

Resolution No.: 2012-217

Whereas, the Wabasha County Regional Rail Authority (WCRRA) is a member of the Minnesota High Speed Rail Commission (MHSRC), and

Whereas, the WCRRA share of the 2012 budget in the amount of $2,625 has been paid from for the WCRRA authority fund, and

Whereas, the Wabasha County Board of Commissioners has agreed to provide the financial support for the membership into the MHSRA,

Now therefore be is resolved by the Wabasha County Board of Commissioners that the Finance Director be authorized to approve an interfund transfer from the General Fund (Fund 01) to the Regional Rail Authority Fund (Fund 50) in the amount of $2,625 to cover the WCRRA's share of the 2012 budget..

Resolution No.: 2012-218

Whereas, the Wabasha County Fee schedule is reviewed on an annual basis by department heads; and

Whereas, any proposed changes to fees pertaining to Government Data as outlined in the Data Practices manual were reviewed with the County Attorney's Office, and

Whereas, the updated fee schedule has been attached.

Now therefore be it resolved, the Wabasha County Board of Commissioners approves the 2013 fee schedule submitted with the following changes:

• Food & Beverage-High risk establishment $420 ($20 increase)

• Food & Beverage-Public/Private Schools $490 ($20 increase)

• MHP/RCA-Youth Camp $185 ($20 increase)

• Swimming Pool-Public pool/whirlpool/wading pool $220 ($20 increase)

• Service of Harassment restraining order-deleted

All other changes to fees as noted on the 2013 fee schedule are approved and the Data Practices Manual is to be updated to reflect changes to fees related to Government Data requests.

Resolution No.: 2012-219

Whereas, Wabasha County is obligated to maintain County State Aid Highways within cities throughout the County, and

Whereas, it is more expedient for the citizens of the listed cities to have those cities perform the maintenance activities of snow and ice control and removal, and sweeping and removal of debris.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the County of Wabasha enter into the attached agreements for the maintenance activities described above with the City of Elgin, Kellogg, Mazeppa, Millville, Plainview and Wabasha, and authorizes the Chairman of the Board and County Coordinator to execute the Agreements. The table below is a summary of the mileages and payment amounts of the agreements.

Resolution No.: 2012-221

Whereas, Britney Bramer, Public Health Sanitarian has submitted a letter of resignation, effective November 16, 2012; and

Whereas, the Public Health Department has a signed delegation agreement with Minnesota Department of Health, requiring the employment of 2 Sanitarians, as well as setting frequency of inspections required for various licensed facilities; and

Whereas, in order to meet these requirement of the delegation agreement the Sanitarian position will need to be filled.

Now Therefore be it Resolved, by the Wabasha County Board of Commissioners that; the Board accepts the resignation of Britney Bramer, effective November 16, 2012 and authorizes the Public Health Director to hire a Sanitarian to fill this open position.

Resolution No.: 2012-222

Whereas, NACCHO has offered a scholarship to Tisha Bergner, Public Health Preparedness Coordinator to attend the Medical Reserve Corp Leadership and Training Summit from Dec 5-7 at Loudon County, VA; and

Whereas, the scholarship covers all costs of attending this training except airport parking and 1 to 2 meals; and

Whereas, this is an excellent training opportunity that will provide Tisha with a foundation to continue to build and improve Wabasha County's Medical Reserve Corp;

Now Therefore be it Resolved, by the Wabasha County Board of Commissioners that;

The Board approves acceptance of this scholarship to Tisha Bergner and her attendance at the Medical Reserve Corp Leadership and Training Summit from Dec 5-7 at Loudon County, VA

WOBBE - NORMAN

Resolution No.: 2012-223

Whereas, the Wabasha County Veterans Service Department will have a vacancy in the position of Veterans Service Director, due to Lisa Jaeger, taking on a new career path in furthering her education in a Masters Degree;

Whereas, Ms. Jaeger has been an exemplary employee in the Wabasha County Veterans Service Department since September 8, 2005, and is in good standings with the Department;

Now therefore be it resolved, by the Wabasha County Board of Commissioners hereby accepts the resignation of Lisa Jaeger with reluctance and thanks for her services to Wabasha County, effective December 28, 2012.
