Meeting of March 5, 2013

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, March 5, 2013 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Hall.

 

The following Commissioners were present: Hall, Wobbe, Springer, Harms, Roschen

Resolution Number: 2013-053

Whereas, Robert and Dawn Darcy (37183 County Road 3) have applied for a Conditional Use Permit to operate an occasional market as part of a commercial use on their property described as parcel 03.00066.00 located in the SE ¼ SE ¼, Section 7, Township 110 North, Range 13 West, Town of Gillford; and

Whereas, The Wabasha County Planning Commission conducted a public hearing on February 25, 2013 to provide an opportunity for the public to present any testimony related to the request; and

Whereas, The Wabasha County Planning Commission discussed the matter after the public hearing and with a vote of 4-0 recommends to the Wabasha County Commissioners the request be approved with the following conditions: 1) The proposed business shall be limited to eight events per year with a maximum number of 20 days open to the public.

Now Therefore Be it Resolved, the Wabasha County Board of Commissioners approves the Conditional Use Permit for Robert and Dawn Darcy with the condition as recommended by the Planning Commission.

Resolution No.: 2013-054

Whereas, the Wabasha County Human Services Board has one (1) current vacancy in the position of Social Worker; and

Whereas, the filling of this vacancy is anticipated to result in a 2013 budget savings of approximately $6,900 as the individual will likely be hired at a salary less than the incumbent; and

Whereas, the delivery of adult protection and adult mental health services are essential to the citizens of Wabasha County and are the primary duties of the position currently being vacated; and

Whereas, the Director of Social Services recommends this vacancy be filled;

Now therefore be it resolved by the Wabasha County Board of Commissioners, that the Director of Social Services hereby be authorized to fill the Social Worker vacancy to maintain normal operations of the Social Services Department.

Contract #57905

Whereas, the Wabasha County Sheriff's Office has been authorized to participate in the 2013 State Boat and Water Safety Grant; and,

Whereas, the Sheriff's Office has received the 2013 contract which needs to be approved and signed by the Sheriff, County Auditor or County Administrator and County Board Chairperson; and,

Whereas, the Sheriff requests the approval and signing of the 2013 Minnesota Department of Natural Resources State Boat and Water Safety Grant by the County Administrator and Chairman of the County Board.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the 2013 Minnesota Department of Natural Resources State Boat and Water Safety Grant is hereby approved and authorizes it's signing by the County Auditor (Clerk to the County Board) and Chairman of the County Board.

Resolution No: 2013-055

Whereas, the Wabasha County Sheriff's Office is requesting to purchase a 2013 Ford Explorer at a cost not to exceed $26,000.00; and

Whereas, this purchase is to replace squad #84 (VIN #0173) which was involved in a property incident on February 10, 2013; and

Whereas, $7,000 will be paid from insurance proceeds, $2,846 will be paid from the Squad Replacement Fund, $3,500 will be paid from capital funds, and the remaining $12,297.68 will be paid from Safe Driving Class Funds.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff is authorized to purchase a 2013 Ford Explorer from Tom Heffernan Ford in Lake City at a cost not to exceed $26,000.00.

Be it Further Resolved by the Wabasha County Board of Commissioners that $7,000 will be paid from insurance proceeds, $2,846 will be paid from the Squad Replacement Fund, $3,500 will be paid from capital funds, and the remaining $12,297.68 will be paid from Safe Driving Class Funds.

ROSCHEN – HARMS

Resolution No.: 2013-056

Whereas, currently the Wabasha County Board of Commissioners retains all control over the levying of funds for the Southeast Minnesota Multicounty Housing and Redevelopment Authority (SEMMCHRA); and

Whereas, Wabasha County wishes to retain that control;

Now, Therefore, Be it Resolved that the Wabasha Board of Commissioners chooses to formally oppose Minnesota House File No. 1027 and Senate Bill No. 896 which would allow SEMMCHRA to levy an amount not to exceed 25 percent of the total levy permitted under Minnesota Statutes 469.033 Subd. 6, without approval of the County.
