Wabasha County Board of Commissioners Meeting of August 27, 2013
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, August 27, 2013 at 9:00 a.m.
The meeting was called to order by Board Chairman Hall.
The following Commissioners were present: Hall, Wobbe, Springer, Harms, Roschen
SPRINGER - WOBBE Motion to approve the agenda after moving Item F to the top of the agenda, and removing Items H and I. Nay: Harms, Roschen Adopted SPRINGER - HARMS Motion to approve the consent agenda including the following: Claims Meal Vouchers Per Diems SSIS Claims Adopted Unanimously SPRINGER - WOBBE Resolution No: 2013-168 Whereas, Wabasha County has completed the hiring process for the retention of a new Wabasha County Administrator; and Whereas, the County of Wabasha has offered and Larry Timmerman has accepted the position of Wabasha County Administrator; and Now Therefore Be It Resolved by the Wabasha County Board of Commissioners hereby accepts and authorizes the employment agreement (attached Exhibit 1) with Larry Timmerman as Wabasha County Administrator according to the terms and conditions of said employment agreement. The starting date of employment shall be 10/07/13 and the annual salary shall be $85,855.33. Nay: Harms, Roschen Adopted Resolution No.: 2013-165 Whereas, Wabasha County went out for bids on Group Dental Insurance Whereas, it is in the best interest that Wabasha County select a vendor who can provide a strong network of participating providers in the area. Whereas, ___________________________bid a _________year contract with rates to remain in effect for _______________ year(s), Now Therefore Be it Resolved, by the Wabasha County Board of Commissioners that it in the best interest that Wabasha County accepts the bid from _____________________ . Tabled to September 16 Board Meeting SPRINGER - HARMS Resolution No. 2013-166 Whereas, the Wabasah County Board approves appointments to Boards and Committees at the first meeting in January; and Whereas, the list was reveiwed by the County Board at the meeting on August 6th; and Whereas, it was noted that changes have occurred and and an updated list of appointments was requested. Now Therefore Be It Resolved by the Wabasha County Board of Commissioners the following list that includes the discussed changes on August 6th is approved as follows:

By consensus, the Board approved a request by the Wabasha County Historical Society for fiscal partnership with Wabasha County.
WOBBE - HARMS Resolution No.: 2013-167 Whereas, Derald Severson has submitted an application to subdivide with a plat titled "Buckshire Knoll" for parcel 14.00119.00 located in the S ½ SW ¼, Section 17, Township 108 North, Range 11 West, Town of Plainview; and Whereas, The Wabasha County Planning Commission conducted a public hearing on August 19, 2013 to provide an opportunity for the public to present any testimony related to the request; and Whereas, The Wabasha County Planning Commission voted 5-0 to forward the plat to the County Board for consideration with a recommendation that the request be approved without conditions: Now Therefore Be It Resolsved, the Wabasha County Board of Commissioners approves the final plat titled "Buckshire Knoll" for the above described property submitted by Derald Severson. Adopted Unanimously SPRINGER – WOBBE Motion to move to closed session for pending litigation. Nay: Harms, Roschen Adopted
Commissioner Roschen left the meeting following the motion to move to closed session. She was absent for roll call upon re-opening the regular Board meeting
SPRINGER – WOBBE Motion to re-open the regular Board meeting. Nay: Harms Adopted SPRINGER - WOBBE Resolution No. 2013-169 Whereas, on August 20, 2013, Commissioners Roschen and Harms indicated their intent to sue Wabasha County; and Whereas, on August 21, Wabasha County, the Wabasha County Sheriff's Office, Sheriff Rodney Bartsh, the Wabasha County Auditor/Treasurer's Office, and Auditor/Treasurer Denise Anderson where named as Defendants in a lawsuit initiated by Erick Kaardal on behalf of Commissioner Roschen and Harms as well as other Plaintiffs; and Whereas, that lawsuit seeks declaratory and injunctive relief as it relates to the Wabasha County Safe Driving Program; and Now Therefore Be it Resolved by the Wabasha County Board that County enter into the retainer agreement (Exhibit 1) with Iverson Reuvers Condon to represent the County as it relates to the above referenced lawsuit. Adopted Commissioners reported on meetings they attended.
SPRINGER - WOBBE Motion to recess to the Budget Work Session at 1:35 p.m. Adopted
Proposed 2014 Budget Discussion included: Community Appropriation Requests, Capital Improvement Project Requests, Review of Department Budget Requests, TNT Date (December 3), Proposed Levy Amount.
Commissioner Springer had to leave the Budget Work Session at 2:40 p.m.
