Meeting of October 22, 2013

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, October 22, 2013 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Hall.

 

The following Commissioners were present: Hall, Wobbe, Springer, Harms, Roschen

The Wabasha County Historical Society was present to request funds for a driveway from County Road 77. After discussion, it was the consensus of the Board to include funds in the 2014 Historical Society budget.

 

HALL - HARMS

Resolution No: 2013–216

Whereas, the County Board of Commissioners of the County of Wabasha, State of Minnesota, desires to offer for sale to the public, parcels of land that has forfeited to the State of Minnesota for non-payment of property taxes and listed on attached Tax Forfeited Land List 2013; and

Whereas, the County Board of Commissioners must determine the appraised value of the forfeited property to be sold. The sale price cannot be less than the appraised value.

Now, therefore be it resolved by the Wabasha County Board of Commissioners hereby approves the appraised value on the Tax Forfeited Land List 2013.

Resolution No: 2013–217

Whereas, four parcels of land have forfeited to the State of Minnesota for non-payment of taxes; and

Whereas, the Wabasha County Board of Commissioners desires to sell these parcels at a public auction.

Be it Resolved by the Wabasha County Board of Commissioners that: all parcels of tax forfeited land listed on Tax Forfeited Land List 2013 be classified as non-conservation land; that the basic sale price of each parcel on the Tax Forfeited Land List 2013 be approved and authorization for a public sale be granted; pursuant to M.S. 282.01; that the sale will be held at 9:00 a.m., Friday, November 22, 2013 by the Wabasha County Auditor/Treasurer in the Commissioner's Room of the Wabasha County Courthouse, for not less than the basic sale price; and that the sale be cash/money order/check only; that the County Auditor/Treasurer is hereby directed to publish a notice of sale as provided by law.

Be it Further Resolved, that the conditions and terms of the public sale shall be as described in the list contained here-in and approved by the Wabasha County Board of Commissioners.

SPRINGER - WOBBE

Resolution No.: 2013-218

Whereas, the Wabasha County Board of Commissioners agreed to fund the HSA/VEBA accounts at a monthly rate of $125.00 for single coverage and $250.00 for family, and

Whereas, Board approval is necessary to continue this option for the 2014 plan year, and

Whereas, to coordinate contributions the county will fund contributions twice a month in conjunction with Health insurance premiums.

Now Therefore, be it Resolved that the Wabasha County Board of Commissioners agree to fund the HSA/VEBA accounts at a monthly rate of $125.00 for single coverage and $250.00 for in 2014 based on a twelve month calendar year. Employees hired in 2014 will have their contributions based on their eligible months of coverage remaining in 2014.

Resolution No. 2013-219

Whereas, Wabasha County is a participating member of the Southeast Minnesota Regional Radio Board (hereinafter the "Board"), a Joint Powers Entity formed pursuant to Minnesota Statutes 403.39 and 471.59; and

Whereas, a Joint Powers Agreement creating the Board was approved by the parties to the Agreement comprising the Board, including Wabasha County; and

Whereas, the Minnesota Legislature has amended Minnesota Statute 403.39 by adding a new section entitled "Regional Emergency Communications Boards" that provides authority for Regional Radio Boards to assume responsibility for coordinating regional 911 services; and

Whereas, compliance with this amendment to Minnesota statue requires modification of the existing Joint Powers Agreement; and

Whereas, the Board recommends modification of the Joint Powers Agreement governing the Board to provide for regional coordination of 911 services and public safety broadband data services and changes the name of the Board to "Southeast Minnesota Regional Emergency Communications Board,"

Now Therefore, Be It Resolved that the Wabasha County Board of Commissioners approves the modifications to the Joint Powers Agreement recommended by the Board and attached hereto; and

Be it Further Resolved that the Board is hereby authorized to execute the required addendum to the existing Joint Powers Agreement to implement the authorized modifications.

ROSCHEN - SPRINGER

Resolution No.: 2013-220

Whereas, the County of Wabasha has designated First State Bank of Wabasha as a depository of its public funds pursuant to Minnesota Statues, Chapter 118A; and

Whereas, a list of authorities to transact business is provided to First State Bank annually; and

Whereas, it has become necessary to update authorized signers due to personnel changes.

Now, therefore, be it resolved that the Wabasha County Board of Commissioners approves Jessica Vold as an authorized signer on the Jail Inmate Account at First State Bank of Wabasha.

Be it further resolved, by the Wabasha County Board of Commissioners that Terry E. Smith and Marcia Hitz are removed as signers on the Social Welfare Fund Account at First State Bank of Wabasha.

The Finance Director, Deb Koenig, gave a Quarterly Financial Report on the budget, investments and cash flow.
