The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, May 17th, 2016 at 9:00 a.m.

The meeting was called to order by Board Chairman Hall.

Resolution No. 2016-129

Resolution In Support Of Southeast Minnesota Regional Economic Development Study

Whereas, Southeast Minnesota faces unprecedented economic growth in the coming years from a variety of sources and projects.

Whereas, the Southeastern Minnesota League of Municipalities (SEMLM) is working with legislators in our region on behalf of over 60 SEMLM cities to provide our communities with needed economic development information as they plan to address the changes coming to our region.

Whereas, without a Regional Development Commission, our part of the state lacks the same level of regional economic development support as seen in the rest of the state.

Whereas, the SEMLM has put this proposal forward to create a forecasting tool for communities.

Whereas, while geared for cities in our region, it will produce useful information for our counties and townships, too.

Whereas, the SEMLM seeks county support of the HF3637/SF3379 Southeast Minnesota Regional Economic Study Bill for the planning data it will generate for entities throughout the eight county area.

Now, Therefore, Be It Resolved By The County Of Wabasha, Minnesota, As Follows:

The Wabasha County Board of Commissioners asks the Minnesota State Legislature to fund the Southeast Minnesota Regional Economic Study as outlined in HF3637 and SF3379.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

the Wabasha County Board of Commissioners hereby authorizes a wage of $14 per hour for Mr. Bruce Vagt for the 2016 Part-Time Temporary Seasonal Employment Position.

Whereas, due to an unanticipated leave there is an immediate need for the coverage of intake duties in the Social Service Department, and;

Whereas, the Social Services Director has recommended that the County hire a temporary social worker to assist with intake duties in order to maintain normal operations for the department, and;

Whereas the Wabasha County Personnel Committee has reviewed the Social Services Director's request to hire a temporary social worker and supports his recommendation;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the County Administrator is hereby authorized to make and arrange for the temporary appointment of a social worker to assist with the coverage of intake duties in the Social Services Department. The compensation, duration and nature of this appointment shall be made at the discretion of the County Administrator in accordance with relevant county policy and/or labor agreements and in consultation with the Social Services Director.

Resolution No.: 2016-132

Whereas, on June 16, 2015, the Wabasha County Board of Commissioners approved the appointment of LoriAnna Young to a temporary Eligibility Worker position; and

Whereas, the Social Services Director has requested making this position permanent in order to meet ongoing operational needs and to maintain compliance with state-mandated processing timeliness; and

Whereas, LoriAnna Young is currently employed as an Eligibility Worker in a temporary position and has performed her job duties satisfactorily; and

Whereas the Wabasha County Personnel Committee has reviewed the Social Services Director's request to make this position permanent and supports his recommendation;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, it hereby authorizes the appointment of LoriAnna Young as an Eligibility Worker in a permanent position effective this date.

Resolution No: 2016-134

Minnesota DNR 2016 Federal Supplemental Boating Safety Patrol Grant Contract #108900

Whereas, the Wabasha County Sheriff’s Office has been authorized to participate in the 2016 Federal Supplemental Boating Safety Patrol Grant; and

Whereas, the Sheriff’s Office has received the 2016 contract which needs to be approved and signed by the Sheriff, County Auditor (or equivalent) and County Board Chairperson; and

Whereas, the Sheriff requests the approval and signing of the 2016 Minnesota Department of Natural Resources Federal Supplemental Boating Safety Patrol Grant by the County Auditor (or equivalent) and Chairperson of the County Board.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the 2016 Minnesota Department of Natural Resources Federal Supplemental Boating Safety Patrol Grant is hereby approved and

authorizes it’s signing by the Sheriff, County Auditor, and County Board Chairperson.

Resolution Number: 2016-135

Resolution Accepting Resignation of Maria Slawson and authorization to fill vacant Jailer position

Whereas, Maria Slawson has submitted a letter of resignation and her resignation will take effect on May 27, 2016, her last working day; and,

Whereas, due to this resignation, the Sheriff’s Office requests approval to fill this Jailer vacancy.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the resignation of Jailer Maria Slawson is hereby accepted effective May 27, 2016, her last working day.

Be it Further Resolved that the Wabasha County Board of Commissioners authorizes the Sheriff’s Office to fill this vacant Jailer position created by this resignation.

Resolution No.: 2016-136

Whereas, the County of Wabasha wants to assure that the residents of Wabasha County have access to a robust public transportation service;

Whereas, Hiawathaland Transit does provide transit services within the communities of Plainview, Elgin, Wabasha, Kellogg, Lake City;

Whereas, the Wabasha County Commission recognizes that many residents in smaller communities such as Millville, Theilman, Zumbro Falls, and Hammond do not have access to public transportation nor access to neighboring communities;

Whereas, the growing complexity of public transit requirements and the direction from the state legislature to meet 90 percent of Greater Minnesota transit needs by 2025 contribute to the need for a comprehensive transportation program in Wabasha County, and;

Whereas, the Hiawathaland Transit public transportation system in our region has the capacity to effectively meet the transit needs of the public and the performance expectations of Minnesota Department of Transportation;

Whereas, Wabasha County, as a public entity, has determined that public transit is needed and accepted by the communities and supports Hiawathaland Transit in the administration and implementation of countywide public transit services for the entire Wabasha County area;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that they request Three Rivers Community Action/Hiawathaland Transit submit an application with the Minnesota Department of Transportation to provide countywide transit services for the citizens of Wabasha County.

Be It Further Resolved that Wabasha County will contribute 20% local match of the capital costs for the purchase of the transit vehicle and 20% local match for vehicle replacements every 6-7 years for the implementation of these new services.

Resolution No: 2016-137

Whereas, the following applicants wish to have their County New On Sale and Sunday 3.2 Beer License approved:

On Sale- Kelly Preble- Mazeppa Area Jaycees- West Albany Township

Whereas, the applicant has paid the required license fee. Term of license is from July 1, 2016 to June 30, 2017.

Now therefore be it resolved by the Wabasha County Board of Commissioners hereby approves the new 3.2 Beer License to the individuals listed above, subject to the approval of the State of Minnesota.

Whereas, the following applicants wish to have their County On Sale and Off 3.2 Beer Licenses approved:

On Sale- Steven Schwen- Oak Center General Store- Gillford Township

On & Off Sale- Roy Eggenberger Roy’s Tavern West Albany Township

Whereas, the applications have been approved by the County Attorney and County Sheriff and have paid the required license fee. Term of license is from July 1, 2016 to June 30, 2017.

Now therefore be it resolved by the Wabasha County Board of Commissioners hereby approves the renewal of 3.2 Beer License to the individuals listed above, subject to the approval of the State of Minnesota.

Discussion on the Solar Opportunities for the County

Resolution No.: 2016-133

Whereas, Wabasha County has received an additional allocation from the State for $31,000 to be used to increase staffing for child protection services; and

Whereas, the Social Services Director has recommended that the County use this allocation to partially fund a case aide position for the department, and;

Whereas the Wabasha County Personnel Committee has reviewed the Social Services Director's request to hire a case aide and supports his recommendation with the condition that the initial appointment not to exceed 12 months as it is a grant funded and/or revenue dependent position;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Director of Social Services is hereby authorized to hire a case aide as a temporary position with the initial appointment not to exceed 12 months.
