Wabasha County Board of Commissioners Meeting of May 2, 2017 The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, May 2, 2017 at 9:00 a.m. The meeting was called to order by Board Chairperson Key. The following Commissioners were present: Goihl, Hall, Key, Springer, Wobbe HALL-SPRINGER Motion to approve the agenda Adopted Unanimously Staff Updates: County Attorney Karrie Kelly – City of Wabasha Prosecution RFP – The Chief of Police reported that approximately 40 cases were referred to the local prosecutor in the following year. Anticipating an increase to 60. An additional support staff would probably be necessary. It is not anticipated that another attorney would be necessary. Commissioners asked that the request go through the Personnel Committee. Administrator Updates: GOIHL-SPRINGER Motion to approve the consent agenda including the following: Minutes: April 25, 2017 Claims Meal Vouchers Per Diems Resolution Number 2017-092 Resolution Authorizing Disposal of a 2008 Dodge Grand Caravan Whereas, a 2008 Grand Caravan vehicle with over 105,000 miles is considered a surplus; and, Whereas, the Wabasha County Administrator is requesting that this vehicle be sold with TMRA Company; and, Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Administrator is authorized and directed to sell the 2008 Grand Caravan bearing VIN # 1D8HN44H68B143595 with TMRA Company as noted above. Be it Further Resolved by the Wabasha County Board of Commissioners that: funds from the sale be deposited to the Squad Replacement fund as noted above. Resolution No: 2017-093 Retain Labor Counsel WHEREAS, Currently the County is involved in negotiations with the AFSCME and TEAMSTERs bargaining units and it is being recommended by the County Administrator that the County utilize outside counsel for those matters.; and WHEREAS, This resolution would authorize the County Administrator to retain labor counsel as needed; and Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that the County Administrator is authorized to retain labor in his discretion. Resolution No.: 2017-094 Whereas, Feils Oil Company Inc. is the lowest responsible bidder for Furnish and Deliver Diesel Fuel. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County hereby accepts the bid of Feils Oil Company Inc. at the Bid Constant Unit Prices proposed and that the County Engineer is hereby authorized to execute a Contract with Feils Oil Company Inc. for this work. Adopted Unanimously Presentation: Finance Quarterly Financial Reports GOIHL-WOBBE Resolution No.: 2017-095 Whereas, the Wabasha County Assessor’s Office has submitted an abatement for 26.00735.00 the incorrect value is $2,085,500 and the correct value is $105,500. The incorrect taxes are $43,802 the correct taxes are $1,430. Whereas, there was a clerical error made December 2016. Whereas, the Wabasha County Assessor’s office would like you to approve the abatement. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Assessor is authorized to correct the value and taxes for 26.00735.00 to the correct value of $105,500. Adopted Unanimously WOBBE-HALL Resolution No.: 2017-096 Whereas, Wabasha County appoints members to various Wabasha County Committees, and; Whereas, the per-diems paid through payroll to the Wabasha County Committee Members are being directly deposited, and; Whereas, Wabasha County encourages the use of direct deposit for vendor payments including mileage reimbursements to provide greater security. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, all Wabasha County Committee Members are required to have expense reimbursements directly deposited to an account the Committee Member chooses and a direct deposit authorization form is to be completed and returned to Auditor/Treasurer’s office. Adopted Unanimously HALL-SPRINGER Resolution No.: 2017-097 Approval as a pass-through for MN DNR snowmobile funds Whereas, the Zumbrowatha Trails Snowmobile Clubs of Wabasha County request that Wabasha County be their local sponsoring unit of government for pass-through of MN DNR snowmobile trail system funding. Whereas, Wabasha County act as the sponsor for an application for funding to the State of Minnesota Department of Natural Resources for development of maintenance of snowmobile trails managed by the clubs of Zumbrowatha Trails-Wabasha County for the 2017-2018 snow season. Be it further resolved: that upon approval of its application by the state, that Wabasha County may enter into an agreement with the State of Minnesota for the above referenced project and that it will act as the pass-thru for funds to the clubs as outlined in the Assistance Program manual. Be it further Resolved: that the County Auditor/Treasurer and/or Deputy Auditor/Treasurer is hereby authorized to serve as the fiscal agent for the above referenced project. Be it further resolved: that Marvin Howatt is appointed to be a County Trail Coordinator to work with the county clubs and assist the county in administering this program. Adopted Unanimously WOBBE-SPRINGER Resolution No.: 2017-098 Approval of County-Club contracts Whereas the State of Minnesota DNR along with Wabasha County has approved the Zumbrowatha Trails Association of Wabasha County’s request for the County to act as the sponsoring unit of government for pass-thru of funds to the snowmobile clubs for the 2017-2018 snow year as outlined in the Assistance Program Manual. Therefore, be it resolved that the Wabasha County Commissioners enter into a County-Club contract with each of the five snowmobile clubs within the Zumbrowatha Trails Association to administer their club’s portion of the trail system for the 2017-2018 snow year according to the regulations outlined in the contract. The five snowmobile clubs consist of the Zumbro Valley, Wabasha Driftskippers, Cliff & Coulee Climbers, Polar Barons and the Four Seasons. Adopted Unanimously GOIHL-HALL Resolution No: 2017-099 2017 Spring Creek Motocross Contract Whereas, the Spring Creek Motocross event will take place from July 20th through July 22, 2017 at 63633 298th Avenue, Millville, MN in which the County will need to provide security and traffic control services. Whereas, the Sheriff’s Office has received the 2017 contract agreement made by and between Wabasha County and John and Greta Martin d/b/a Spring Creek Motocross which needs to be approved and signed by the County Board Chairperson, County Administrator, and County Attorney; and, Whereas, the Sheriff requests the approval and signing of the 2017 Spring Creek Motocross contract by the County Board Chairperson, County Administrator, and County Attorney. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the 2017 Spring Creek Motocross contract is hereby approved and authorizes it’s signing by the County Board Chairperson, County Administrator, and County Attorney. Adopted Unanimously SPRINGER-GOIHL Motion to Recess County Day and VFW lunch on May 2, 2017 starting at 10:45 and recess to Auditor Treasurer Salary appeal being held at the Wabasha County Criminal Justice Center located at 848 17th Street E, Wabasha, MN. 55981 on May 16, 2017. Additionally, immediately before, during and immediately following the May 16 2017 evidentiary hearing held in district court, the Board will meet and/or confer in closed session with its attorney pursuant to Minnesota Statutes 13D.05 subdivision 3 (b) regarding legal positions, strategy and advice regarding the pending litigation.
