The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, February 6, 2018 at 9:00 a.m.

The meeting was called to order by Board Chairperson Goihl.

Resolution No.: 2018-014

Resolution to Hire Additional Appraiser

Whereas, per MN State Statute 273.01 that requires the Assessor’s Office to view property at least once every five years,

Whereas, the Appraisers in the Wabasha County Assessor’s Office worked additional hours above their normal work week from March until October,

Whereas, additional staffing in the Assessor’s Office was discussed at the Personnel Committee on January 16, 2018,

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

the Wabasha County Assessor’s Office have the ability to hire an additional Appraiser.

Resolution No.: 2018-015

Whereas, Wabasha County is required under Minnesota Statute 471.6161 to solicit formal request for proposals (RFP) for employer paid life insurance every five years; and

Whereas, the last RFP for life insurance was done in 2012; and

Whereas, Ochs Inc will provide all RFP services at no cost to the County.

Now Therefore Be It Resolved, that the Wabasha County Board of Commissioners hereby authorizes Ochs Inc to provide services to obtain life insurance proposals for the County in order to stay in compliance with Minnesota Stature 471.6161.

Resolution No: 2018-016

Purchase 2-2018 Ford Fusions, dispose of 2-2007 Chevrolet Malibus and Authorization for Auditor’s Warrant 

Whereas, currently the County has budgeted $25,000 plus $6572 remaining from 2017’s budget to replace pool cars for the upcoming year; and

Whereas, in reviewing bid prices it is recommended that the County purchase 2 Ford Fusions from Tom Heffernan Ford for $15,700.00 each; and,

Whereas, with the purchase of the above referenced vehicles the County would no longer need the pool cars described as 2007 Chevrolet Malibu VIN 1G1ZS57F575272312 (Pool Car) and 2007 Chevrolet Malibu VIN 1G1ZS57F37F279985(Public Health);

Whereas, with the purchase of the above referenced vehicles the County Administrator would like to transfer 2010 Ford Fusion VIN 3FAHP0HF4AR356913 from the pool car fleet to Public Health fleet and place both 2018 Ford Fusion to the pool car fleet;

Now Therefore be it Resolved that the Wabasha County Board of Commissioners: that the County Administrator is authorized to purchase 2 Ford Fusions from Tom Heffernan Ford in the amount of $15,700.00 each plus any other incidental costs associated with acquiring the vehicles.  Additionally, the County Administrator is authorized to trade in to Tom Heffernan Ford the 2007 Chevrolet Malibu VIN 1G1ZS57F575272312 and 2007 Chevrolet Malibu VIN 1G1ZS57F37F279985. 

Resolution No.: 2018-017

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Wabasha County Highway Department is hereby authorized to advertise and hire three 2018 Part-Time Temporary Seasonal Employment Positions at the County Engineer’s recommended wage of $11 to $15 per hour.

Resolution No.: 2018-018

Whereas, Wabasha County has applied to the Commissioner of Transportation for a grant from the Minnesota State Transportation Fund for construction of Bridge 79555 on County State Aid Highway 2 under S.A.P. 079-602-042, and

Whereas, the Commissioner of Transportation has given notice that funding for this Project is available, and

Whereas, the amount of the grant has been determined to be $212,496.50 by reason of the lowest responsible bid, and

Whereas, the State of Minnesota requires the attached Local Bridge Replacement Program Grant Agreement and Exhibit C Bond Financed Property Certification for S.A.P. 079-602-042 to be executed by Wabasha County in order to receive the necessary funds for this Project.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, Wabasha County does hereby agree to the terms and conditions of the grant and Local Bridge Replacement Program Grant Agreement consistent with Minnesota Statutes; 174.50, subdivision 5, clause (3), and will pay any additional amount by which the cost exceeds the estimate, and will return to the Minnesota State Transportation Fund any amount appropriated for this bridge but not required.

Be it Further Resolved by the Wabasha County Board of Commissioners that that the Wabasha County Engineer is hereby authorized to execute the attached Local Bridge Replacement Program Grant Agreement and Exhibit C Bond Financed Property Certification on behalf of Wabasha County.

Resolution No.: 2018-019

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Wabasha County Highway Engineer be authorized to advertise for bids for SP 079-070-009/SAP 079-603-005 Resurfacing County Highway 3 from MN 60 to US 63.

Resolution No.: 2018-020

Whereas, the Wabasha County Highway Department finds it beneficial to purchase one 2019 Western Star 4700 Tandem Truck and snow removal equipment, and

Whereas, with the purchase of one Tandem Truck and snow removal equipment, Unit 024 – Sterling Tandem Truck and snow removal equipment is considered excess.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Wabasha County Highway Department be authorized to purchase one 2019 Western Star Tandem Truck from Boyer Ford Trucks, Inc. and Snow Removal Equipment from Universal Truck Equipment, and hereby authorizes the County Auditor/Treasurer to issue warrants for applicable sales tax and license fees of the truck.

Be it further resolved that the Wabasha County Board of Commissioners hereby declares Unit 024 – Sterling Tandem Truck and associated snow removal equipment as Excess Equipment and authorizes the County Engineer to dispose by sale to a government agency or otherwise as a trade-in.

Resolution No.: 2018-022

Whereas, SAP 079-627-007 and CP 079-073-002 with any and/or all Supplemental Agreements, Change Orders or Work Orders, have been completed. 

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to Fitzgerald Excavating and Trucking Inc. for completion of Project SAP 079-627-007 in the amount of $12,786.71 and for completion of Project CP 079-073-002 in the amount of $21,195.82.

Resolution No.: 2018-023

Whereas, SAP 079-628-001 and 079-628-002 with any and/or all Supplemental Agreements, Change Orders or Work Orders, have been completed. 

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to Edge Contracting Inc. for completion of Project SAP 079-628-001 and 079-628-002 in the amount of $13,818.65.

Resolution No: 2018-024

Resolution Approving Payment to the South East MN Violent Crime Enforcement Team and authorization for an Auditor’s Warrant

Whereas, the Wabasha County Board of Commissioners has approved an appropriation in the amount of $7,210.00 in the 2018 Budget to be paid to the South East MN Violent Crime Enforcement Team (f/k/a Southeast Minnesota Narcotics & Gang Task Force), and,

Whereas, the South East MN Violent Crime Enforcement Team is requesting this amount be paid to the organization.

Whereas, the Sheriff also requests approval for the Auditor’s Office to cut an Auditor’s Warrant not to exceed the invoice amount of $7,210.00.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Wabasha County Board of Commissioners authorizes the payment of $7,210.00 to the South East MN Violent Crime Enforcement Team.

Be it further Resolved by the Wabasha County Board of Commissioners that, the Auditor’s Office is hereby authorized to cut an Auditor’s Warrant not to exceed the invoice amount of $7,210.00 to the respective vendor.

Resolution No.: 2018-025

Resolution Approving State Of Minnesota Joint Powers Agreement

With The County Of Wabasha On Behalf Of Its Criminal Justice Agencies

Swift Contract Number: 135494

Whereas, the County of Wabasha on behalf of its Criminal Justice Agencies desires to enter into a Joint Powers Agreement with the State of Minnesota, Department of Public Safety, Bureau of Criminal Apprehension to receive funding to use to implement an adapter to make its records management system compatible with Minnesota National Incident-Based Reporting System requirements for which the County of Wabasha is eligible. 

Now, Therefore, Be It Resolved by the County of Wabasha, Minnesota as follows:

1. That the State of Minnesota Joint Powers Agreement by and between the State of Minnesota acting through its Department of Public Safety, Bureau of Criminal Apprehension and the County of Wabasha on behalf of its Criminal Justices Agencies, is hereby approved.  A copy of the Joint Powers Agreement is attached to this Resolution and made a part of it.

2. That the PSAP Supervisor, Blaine John Hentz, or his or her successor, is designated the Authorized Representative for the County of Wabasha.  The Authorized Representative is also authorized to sign any subsequent amendment or agreement that may be required by the State of Minnesota to maintain the agreement with the State.

To assist the Authorized Representative with the administration of the agreement, Wabasha County Administrator Michael Plante is appointed as the Authorized Representative’s designee.

3.  That Blaine John Hentz, the PSAP Supervisor for the County of Wabasha, and Michael Plante, the Wabasha County Administrator, are authorized to sign the State of Minnesota Joint Powers Agreement.

 

Resolution No: 2018-026

Resolution Authorizing Professional Services Amendment NR. 03 to

License Agreement NR. 357 between Computer Information Systems, Inc. (“CIS”) and

Wabasha County, Minnesota (“USER” or “WABASHA COUNTY”) and authorization for payment

Whereas, Wabasha County and CIS entered into License Agreement Nr. 357 on July 8, 2009 and;

Whereas, the Sheriff is requesting approval and signing of Amendment Nr. 03 to the agreement which  allows CIS to provide its Minnesota National Incident Based Reporting System (NIBRS) according to the Minnesota Bureau of Criminal Apprehension (BCA) Specifications for deployment to the Wabasha County Sheriff’s Office, and;

Whereas, payment will be made by the Sheriff’s Office and reimbursed by the State of Minnesota in accordance to the noted deliverables list indicated in the State of Minnesota Joint Powers Agreement (JPA), and;

Whereas, the Sheriff further requests approval for the Auditor’s Office to draft an Auditor’s Warrant not to exceed the amount of $10,000 to Computer Information System (CIS) once the invoice(s) are received.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: Amendment NR. 03 to License Agreement NR. 357 between Computer Information Systems, Inc. (“CIS”) and Wabasha County, Minnesota (“USER” or “WABASHA COUNTY”) is hereby approved and authorizes it’s signing by PSAP/911/TAC Supervisor, Blaine Hentz, and the County Board Chairperson.

Now Therefore be it further Resolved by the Wabasha County Board of Commissioners that: payment will be made through the Sheriff’s Office by Auditor’s Warrant at a total cost not exceed $10,000.

Resolution No.: 2018-027

County-designated employee for the noxious weed program

Whereas, Chapter 18 Minn. Stats. has been adopted for the purpose of protecting the residents of the state from the injurious effects of noxious weeds on public health, the environment, public roads, crops, livestock, and other property; and

Whereas, A county must either appoint at least one county agricultural inspector or a county-designated employee to carry out the duties specified under Chapter 18 Minn. Stats.; and

Whereas, Wabasha County has on staff a person proficient in the identification and removal of noxious weeds.

Now Therefore Be It Resolved, the Wabasha County Board of Commissioners appoints Tim Jackson as the county-designated employee for 2018 to carry out the duties specified under Chapter 18.81 Minn. Stats.

Presentation: SWCD 2016-2017 Highlights Report and 2018 Targeted, Measurable Objectives Report

Resolution No.: 2018-028

Whereas, Wabasha County receives Natural Resource Block Grant (NRBG) funds from the Board of Water and Soil Resources (BWSR).

Whereas, the Wabasha Soil and Water Conservation District (SWCD) completed the required reporting through the State eLink reporting system for the Septic Treatment Systems and Shoreland grants administered by Wabasha County staff and the Wetland Conservation Act and the Local Water Management grants delegated to the SWCD.

Whereas, funds have been expended, as shown on attached All Details Reports, for the FY2016 Septic Treatment Systems, Shoreland, and Wetland Conservation Act programs and the FY2017 Local Water Management and Shoreland.

Whereas, BWSR now requires either a County Board Chair signature or County delegated signatory signature on Final Financial reports.

Whereas, the SWCD reporting agent requests approval and signature for submittal to meet year end reporting requirements of BWSR.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the above mentioned Final Financial Reports are approved for Chair signature.

Resolution No.: 2018-029

Whereas, The Greater Minnesota Regional Parks and Trails Commission (GMRPTC) www.gmrptcommission.org was established in 2013 to facilitate the development of parks and trails of regional significance and provide recommendations to the legislature for grants provided by the Legacy Parks and Trails Fund.  Monies and resources of GMRPTC are dedicated to local governments outside the seven-county metropolitan area.

Whereas, To obtaining funding, the ZWT would need to be designated as a regional park or trail by GMRPTC.  Several area parks have gained that designation and had received funding, including Quarry Hill and Gamehaven (both in Rochester).  Designation would allow local government units to obtain state funding to implement park master plans already in place or provide funding for local governments to develop new amenities.

Whereas, to help facilitate this process it is being proposed that at total of $2,000 be set aside to hire a consultant to prepare the application; cost will be divided among partners.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

It approves contributing up to $200 towards helping hire a consultant to prepare the Greater Minnesota Regional Parks and Trails Commission application.

Whereas, the County IT Department has identified a need to consolidate phone services for county offices, to expand phone system capacity, and to improve phone system capabilities;  and

Whereas, the County IT Department has determined that an upgrade to a compatible system from our current vendor will minimize costs by allowing us to retain our currently installed phones and features; while giving us the option to replace old equipment in the future;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

the IT Director is authorized to accept Quote AAAQ2512-03 from Ideacom Mid-America; and that a deposit of $5910.01 is authorized for immediate payment by Auditors' warrant.

Resolution Authorizing the Purchase of a Dispatch Copier

Whereas, the Wabasha County Sheriff’s Office is requesting authorization to purchase a copier for Dispatch from Laser Product Technologies in the amount not to exceed $3,724.

Whereas, this purchase will be paid from the E911 budget.

 Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

The Wabasha County Sheriff’s Office is authorized to purchase a copier for Dispatch from Laser Product Technologies not to exceed $3,724.

Whereas, with the purchase of one excavator, Unit 046 – 2004 Case CX130 is considered excess.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Wabasha County Highway Department be authorized to purchase one 2018 John Deere 160GLC from RDO Equipment Co. or an equivalent low-hour demonstration model from Titan Machinery at a lesser amount.

Be it further resolved that the Wabasha County Board of Commissioners hereby declares Unit 046 – 2004 Case CX130 as Excess Equipment and authorizes the County Engineer to dispose by sale by auction or otherwise as a trade-in.
