The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, April 19, 2016 at 9:00 a.m.

The meeting was called to order by Board Chairman Hall.

Resolution No.: 2016-106

Whereas, Feils Oil Company Inc. is the lowest responsible bidder for Furnish and Deliver Diesel Fuel.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County hereby accepts the bid of Feils Oil Company Inc. at the Bid Constant Unit Prices proposed and that the Chair of the County Board and the County Administrator are hereby authorized to execute a Contract with Feils Oil Company Inc. for this work.

Resolution No.: 2016-107

Whereas, Wabasha County Highway Right of Way Plat No. 47 was recorded on December 15, 2015; and

Whereas, an error has been found on the above Plat.

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners hereby approves the attached Certificate of Correction to Wabasha County Highway Right of Way Plat No. 47.

Resolution Number 2016-108

Resolution Authorizing the Transfer of a 2013 Ford Police Interceptor to Court Services

(Squad #10404 - VIN #6914)

Whereas, a 2013 Ford Police Interceptor has been replaced with a 2016 Ford Explorer and is considered a surplus; and,

Whereas, the Wabasha County Sheriff’s Office is requesting that this vehicle be transferred to Court Services.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff is authorized to transfer a 2013 Ford Police Interceptor to Court Services (Squad #10404; VIN #1FAHP2M8XDG126914).

Resolution No.: 2016-114

Whereas, Public Health will have a vacancy effective April 14, 2016 due to the resignation of Lynn Sandstrom, RN, and

Whereas, the Personnel Committee has approved recommending to the county board that this position be refilled by an RN at 40 hours per week, with position to start at a step no higher than step 3 of the appropriate pay scale

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

Human Resources is authorized to advertise, interview, and offer employment to an RN for this position at a pay step no higher than step 3 of the appropriate pay grade. Start of employment will be after May 9, 2016.

Resolution No.: 2016-109

Whereas, the Wabasha County Board acknowledges that a written procurement policy will need to be developed to comply with the Uniform Administrative Requirements for Federal Awards; and

Whereas, the new procurement requirements are effective on 2015 Federal Grant Awards; and

Whereas, Wabasha County has chosen to take advantage of a two-year grace period for implementation of the new requirements.

Now therefore be it resolved, Wabasha County will develop the written standards to comply with the Uniform Administrative Requirements, Cost principles and Audit Requirements for Federal Awards beginning in 2017.

Resolution Number: 2016-110

Whereas, Wabasha County delivers Extension programming throughout the County. One of the goals of the statewide Extension program is to create a stronger Minnesota through education and research.; and

Whereas, To oversee the goals of the programming and the performance of the Coordinator, the County has established an Extension Committee. The County Extension Committee consists of nine members, including two members of the County Board, the County Auditor and six county residents.; and

Whereas, Currently there is a vacancy on the committee. An appointment is being sought to fill that vacancy. The applications were received to fill the vacancy. The term of the appointment will be for three years.; and

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners appoints Chris Stelling to the Wabasha County Extension Committee for a three year term.

Resolution No.: 2016-112

Whereas, the County of Wabasha is planning to implement County State Aid Highway projects in 2016 which will require State Aid funds in excess of those available in its State Aid Regular Construction Account, and

Whereas, said County is prepared to proceed with the construction of said projects through the use of an advance from the County State Aid Construction Fund to supplement the available funds in their State Aid Regular Construction Account, and

Whereas, the advance is based on the following available balances and estimated expenditures:

Regular Account Balance available as of date 3/30/2016 $1,662,598

Whereas, repayment of the funds so advanced will be made in accordance with the provisions of Minn. Stat. 162.08, Subd. 5 & 7 and Minn. Rules, Chapter 8820.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

the Commissioner of Transportation be and is hereby requested to approve this advance for financing approved County State Aid Highway projects of the County of Wabasha in an amount up to $2,095,402 in accordance with Minnesota Rules 8820.1500, Subp. 9 and hereby authorize repayments from subsequent accruals to the Regular Construction Account of said County from future year allocations until fully repaid.
