Wabasha County Board of Commissioners Meeting of August 15, 2017 The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, August 15, 2017 at 9:00 a.m. The meeting was called to order by Board Chairperson Key. The following Commissioners were present: Goihl, Hall, Key, Springer, Wobbe HALL-GOIHL Motion to approve the agenda Adopted Unanimously Staff Updates: Administrator Updates: WOBBE-GOIHL Motion to approve the consent agenda including the following: Minutes: August 1, 2017 Claims Meal Vouchers Per Diems Donations:
Resolution No.: 2017-160 Resolution Appointing Bear Valley Watershed Officers and Advisory Member Whereas, a portion of the Bear Valley Watershed District is located within Wabasha County; and. Whereas, Wabasha County Board of Commissioners is required to appoint managers to serve on the watershed district’s Board of Managers; Whereas, the watershed district is also requesting that a county board member serve in an advisory capacity; and Now Therefore Be It Resolved by the Wabasha County Board that the following individuals be appointed to serve as Watershed District managers for the following terms: Neil Stehr - January 1, 2016 to December 31, 2018 Warren Majerus - January 1, 2017 to December 31, 2019 Advisory Commissioner - Brian Goihl January 1, 2017 to January 1, 2018 Adopted Unanimously HALL-SPRINGER Resolution No.: 2017-161 Whereas, the following applicant wishes to have their MN Lawful Gambling Exempt Permit approved: Sam Evans Plainview Polar Bearons Snowmobile Club Whereas, Exempt Permit is for gambling at BJ’s Bar & Grill 61488 County Road 86 Theilman Mn 55945, Highland Twp. Whereas, the application have been approved by Highland Twp Board. The permit runs Annually. Now Therefore be it Resolved by the Wabasha County Board of Commissioners hereby approves, the MN Lawful Gambling Exempt Permit for Plainview Polar Bearons Snowmobile Club at BJ’s Bar & Grill of Theilman. Adopted Unanimously WOBBE-HALL Resolution No.: 2017-162 Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the County enter into the attached Grant Contract with the Minnesota Department of Veterans Affairs (MDVA) to conduct the following Program: County Veterans Service Office Operational Enhancement Grant Program. The grant must be used to provide outreach to the county's veterans; to assist in the reintegration of combat veterans into society; to collaborate with other social service agencies, educational institutions, and other community organizations for the purposes of enhancing services offered to veterans; to reduce homelessness among veterans; and to enhance the operations of the county veterans service office, as specified in Minnesota Laws 2017 Chapter 4 Article 1, Section 38, Subdivision 2. This Grant should not be used to supplant or replace other funding. Be It Further Resolved by the Wabasha County Board that Nathan Pelz, the County Veteran Service Officer, be authorized to execute the attached Grant Contract for the above-mentioned Program on behalf of the County. Adopted Unanimously SPRINGER-HALL Resolution Number: 2017-163 Lisa Jaeger Conditional Use Permit Whereas, Lisa Jaeger presented an application for a Conditional Use Permit for a mental health counseling, consulting, and advocacy business on parcel 05.01059.00 located in Section 12, Township 110 North, Range 10 West, Town of Greenfield (66139 145th Ave.); and Whereas, The Wabasha County Planning Commission conducted a public hearing on July 24, 2017 to provide an opportunity for the public to present any testimony related to the request; and Whereas, The Wabasha County Planning Commission discussed the matter after the public hearing and with a vote of 5-0 recommends to the Wabasha County Board of Commissioners that the request be approved with six conditions. Now Therefore Be It Resolved, the Wabasha County Board of Commissioners approves the Conditional Use Permit for Lisa Jaeger with the conditions as follows:
Adopted Unanimously WOBBE-HALL Resolution Number: 2017-164 Roger and Rachel Walkes Conditional Use Permit Whereas, Roger and Rachel Walkes presented an application for a Conditional Use Permit for the transfer of the dwelling density from parcel 14.00136.06 to parcel 14.00207.00 located in Section 20 and Section 29, Township 108 North, Range 11 West, Town of Plainview; and Whereas, The Wabasha County Planning Commission conducted a public hearing on July 24, 2017 to provide an opportunity for the public to present any testimony related to the request; and Whereas, The Wabasha County Planning Commission discussed the matter after the public hearing and with a vote of 5-0 recommends to the Wabasha County Board of Commissioners that the request be approved with one condition. Now Therefore Be It Resolved, the Wabasha County Board of Commissioners approves the Conditional Use Permit for Roger and Rachel Walkes with the condition as follows: 1. A deed restriction to prohibit any dwellings shall be recorded on all of parcel 14.00136.06. Adopted Unanimously GOIHL-SPRINGER Resolution Number: 2017-165 City of Zumbro Falls Conditional Use Permit Whereas, The City of Zumbro Falls presented an application for a Conditional Use Permit for the placement of fill in a mapped floodway and floodfringe on parcel 07.00045.00 located in Section 6, Township 109 North, Range 13 West, Town of Hyde Park; and Whereas, The Wabasha County Planning Commission conducted a public hearing on July 24, 2017 to provide an opportunity for the public to present any testimony related to the request; and Whereas, The Wabasha County Planning Commission discussed the matter after the public hearing and with a vote of 4-1 recommends to the Wabasha County Board of Commissioners that the request be approved with two conditions. Now Therefore Be It Resolved, the Wabasha County Board of Commissioners approves the Conditional Use Permit for the City of Zumbro Falls with the conditions as follows: 1. Any additional fill being placed on the property (including the placement of gravel on the parking lot) shall require the issuance of another CUP to determine any impact on the regional flood elevation or to determine whether or not it will cause an obstruction to flow. 2. Any placement of structures on the property shall require compliance with the provisions of the Wabasha County Zoning Ordinance.
