Wabasha County Board of Commissioners Meeting of October 17, 2017 The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, October 17, 2017 at 9:00 a.m. The meeting was called to order by Board Chairperson Key. The following Commissioners were present: Goihl, Hall, Key, Wobbe Absent: Springer GOIHL-HALL Motion to approve the agenda Adopted Unanimously Staff Updates: Administrator Updates: GOIHL-WOBBE Motion to approve the consent agenda including the following: Minutes: October 3, 2017 Claims Meal Vouchers Per Diems Donations: Approve and Accept $1000 donation from Annual Local Giving Day on behalf of the Wabasha County Substance Abuse Court Donations: Approve and Accept $250.00 donation from Mr. and Mrs. Arthur Squires on behalf of the Veterans Service Office Resolution No: 2017-197 Resolution to purchase a Patrol PC (Rhino Dock) computer using Equitable Sharing Funds Whereas, a Patrol PC (Rhino Dock) computer was originally purchased in March of 2017 in which three separate invoices were received containing different components regarding the PC. · PATROL PC – Invoice #8260349 - $4,592.00 RhinoTab computer + shipping · PATROL PC – Invoice #8260350 - $2,403.00 Docking station, software, and warranty · PATROL PC – Invoice #8260351 - $524.00 Table top stand, locking cradle, and shipping Whereas, each invoice was under $5,000. However, the entire purchase totaled $7,519 which requires County Board approval per County Policy. Whereas, all invoices have already been paid with Warrant #34755. Whereas, the Wabasha County Sheriff’s office is requesting formal approval for the purchase and payment of the Patrol PC (Rhino Dock) per invoices listed above using Equitable Sharing Funds. Whereas, the cost will not exceed $7,519. Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby: authorizes the Wabasha County Sheriff’s Office to purchase and pay the listed invoices above using Equitable Sharing funds. Whereas, be it further resolved that the Wabasha County Board of Commissioners hereby: The cost is not to exceed $7,519. Resolution No: 2017-198 Resolution to replace UPS Capacitors using Capital Funds Whereas, the Wabasha County Sheriff’s office is requesting to replace (2) UPS Capacitors at a cost of $4,886.40 each per attached invoices from VERTIV, and; Whereas, the money for the replacement will be paid from Capital Funds not to exceed the budgeted amount of $9,772.80. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Auditor is authorized to pay invoices #57478201 and #57478202 to vendor VERTIV for the replacement of two UPS Capacitors. Be it Further Resolved by the Wabasha County Board of Commissioners that the total cost will not exceed the budgeted amount of $9,772.80. Be it Further Resolved by the Wabasha County Board of Commissioners that funding of the replacement will come from Capital Funds. Resolution No: 2017-199 Resolution to upgrade hard drives in existing MDT’s (Mobile Data Terminals) Whereas, this upgrade was originally invoiced (vendor #5913/Getac) in July of 2017 in which each upgrade was $599.95. Whereas, the entire purchase totaled $6,599.45 which requires County Board approval per County Policy. Whereas, the invoice has already been paid with Warrant #35871. Whereas, the Wabasha County Sheriff’s office is requesting formal approval for the purchase and payment of the upgrade (Getac) per invoice attached. Whereas, the cost did not exceed $6,599.45. Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby: authorizes the Wabasha County Sheriff’s Office to purchase the upgrade and pay the listed invoice. Whereas, be it further resolved that the Wabasha County Board of Commissioners hereby: The cost is not to exceed $6,599.45. Resolution No.: 2017-200 Whereas, the purpose of the Local Road Improvement Program is to provide funding for improvement of local transportation infrastructure that is regionally significant, eliminates a transportation system deficiency, positively impacts persons, and contributes to economic development , and Whereas, many businesses and residents in Wabasha County and greater region are dependent on agriculture and the movement of crops from farm to market, and Whereas, Wabasha County State Aid Highway 18 (CSAH 18) is a farm to market route that is part of a 10-ton route system and a regional connection, and Whereas, planned improvements on CSAH 18 include identified strategies in the Minnesota Strategic Highway Safety Plan which will provide for greater safety to road users. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the CSAH 18 proposed project and Local Road Improvement Program application is supported by Wabasha County. Resolution No.: 2017-201 Whereas, the purpose of the Local Road Improvement Program is to provide funding for improvement of local transportation infrastructure that is regionally significant, eliminates a transportation system deficiency, positively impacts persons, and contributes to economic development , and Whereas, many businesses and residents in Wabasha County and greater region are dependent on agriculture and the movement of crops from farm to market, and Whereas, a route using Winona County State Aid Highway 41 and Wabasha County State Aid Highway 26 is a farm to market route that is part of a 10-ton route system and a regional connection, and Whereas, planned improvements include identified strategies in the Minnesota Strategic Highway Safety Plan which are expected to provide for greater safety to road users; and Whereas, the Local Road Improvement Program is currently accepting funding applications that require an accompanying County resolution supporting the project; and Whereas, LRIP funding would facilitate joint concurrent reconstruction of CSAH 41 and CSAH 26. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Winona CSAH 41/Wabasha CSAH 26 proposed project, and Local Road Improvement Program application and request of $1,000,000 LRIP funds for each county is supported by Wabasha County. Resolution No.: 2017-202 Whereas, the purpose of the Local Road Improvement Program is to provide funding for improvement of local transportation infrastructure that is regionally significant, eliminates a transportation system deficiency, positively impacts persons, and contributes to economic development , and Whereas, Winona County State Aid Highway (CSAH) 30 and Bridge Ave in the City of Wabasha is a route heavily used between US Hwy 61 and MN Hwy 60 (Mississippi River crossing) and part of a 10-ton route system and a regional connection, and Whereas, the Local Road Improvement Program is currently accepting funding applications that require an accompanying County resolution supporting the project; and Whereas, LRIP funding would facilitate a concurrent reconstruction of CSAH 30 and Bridge Ave. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Wabasha CSAH 30/Bridge Ave proposed project, and Local Road Improvement Program application and request of Local Road Improvement Program funds for the project is supported by Wabasha County. Adopted Unanimously GOIHL-WOBBE Resolution No.: 2017-203 Whereas, the County currently owns property described below: That part of the South Half of the Southeast Quarter of Section 22, Township 109, Range 13, Wabasha County Minnesota, lying southwesterly, southerly, and southeasterly of the Zumbro River; Excepting the following described parcel: Beginning at the Southwest corner of the Southeast Quarter (SE ¼) of Section Twenty-two (22), Township One Hundred Nine (109) Range Thirteen (13), thence running East along the South line of said Southeast Quarter (SE ¼) a distance of Fifty-two (52) rods; thence at right angles North a distance of Ten (10) rods; thence Northwesterly to a point on the west line of said Southeast Quarter (SE ¼) Twenty-one (21) rods North of the Southwest corner of said Southeast Quarter (SE ¼); thence south to the place of beginning. Containing 51 acres, more or less. Subject to all easements and restrictions of record. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Highway Department is authorized to advertise for sealed bids for the sale of the above property. Adopted Unanimously WOBBE-HALL Resolution No.: 2017-204 Whereas, the following applicant wish to have their Club On Sale Retail Liquor License approved: Theilman Sportsman Club West Albany Township Whereas, the application have been approved by the County Attorney and County Sheriff. Wabasha County Auditor/Treasurer has received certificate of insurance and the appropriate license fee. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Club On Sale Retail Liquor License, subject to the approval of the State of Minnesota Liquor Control Commissioner. Adopted Unanimously WOBBE-GOIHL Resolution No. 2017-205 Purchase John Deere Lawn Tractor Whereas, Bids have been received from multiple vendors to purchase a John Deere Lawn Tractor that will be utilized at the Court House and Highway department office; and Whereas, the low bid that was received for the lawn tractor was received from SEMA Equipment of Plainview for a 2017 X730 John Deere Lawn Tractor for $11,036.44; and Now Therefore Be It Resolved, the Wabasha County Board of Commissioners accepts the bid from SEMA Equipment of Plainview for a 2017 X730 John Deere Lawn Tractor for $11,036.44. Be it further resolved that the old lawn tractor (John Deere 425 ID #010580) be traded in as part of the purchase or sold separately.
