Meeting of August 26, 2008
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, August 26, 2008 at 11:00 a.m.
The meeting was called to order by Board Chairman Riester. The following Commissioners were present: Windhorst, Dwelle, McNallan, and Riester. Springer absent.
WINDHORST - DWELLE
Motion to approve the agenda.

Commissioners reported on meetings they had attended. There was no public comment during the public forum.
DWELLE - McNALLAN
Motion to approve the consent agenda including the following:

SSIS Claims Minutes: August 19, 2008 (Correction to August 19 minutes – Tom Dwelle was absent.)
Donations to Restorative Justice: $100 from Mahn Family Funeral Homes, $200 from Wabasha VFW

Shawn Gertken, Wabasha County GIS, spoke to the Board to update them on the GIS information system for GPS equipment. It could be many months until GPS units are updated with GPS information from Wabasha Couny.
Blaine Hentz, E-911 Coordinator came before the Board to with the final contract for the Qwest NG911 system. It had already been approved by Resolution 2008-090, he had the final contract that was reviewed by the County Attorney and needed the Board Chair signature. Tom Dwelle made the motion to sign the contract, Dave Windhorst seconded the motion, it passed unanimously.
Charlene Rickard, Jail Administrator gave her monthly update to the Board on Inmate Boarding costs. She stated that the numbers of inmates has remained consisted at an average of 18 inmates. She stated that there were no medical expenses for inmates for the month of July, but she is double-checking on that because she thinks that may be incorrect.
DWELLE
Resolution Number: 2008-192
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that they approve the Labor Contract between Wabasha County and the Teamsters Public and Law Enforcement Employees’ Union, Local #320. This contract is effective January 1, 2008 through December 31, 2010.
Failed for lack of second.
Rodney Bartsh, Wabasha County Sheriff, presented the Board with information on the Radio System. He brought up the fact that it is rumor that Wabasha County is looking into moving its dispatch to another County, specifically Winona County. Carey Everson from KKE brought to the attention of the Board all of the various duties that dispatchers would be in charge of at the new jail besides dispatching, such as watching security camera and letting in other police or public/visitors/attorneys into the jail area. These duties would make it difficult to not have dispatch inside the jail.
Commissioner Windhorst and Commissioner Riester are on the committee that is looking into cover cropping part of the Criminal Justice Center property. The goal was to have the ground seeded down with alfalfa for hay this fall, but they feel they are running out of time, so their recommendation is to “blow on some cover” for now and rent it next spring. The renter can grow the cover crop of their choice. They plan on advertising for bids at a later date. The Board came to a consensus.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that they approve Change Order #10 for the Wabasha County Criminal Justice Center in the amount of $16,025.00.
