Meeting of July 22, 2008
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, July 22, 2008 at 11:00 a.m.
The meeting was called to order by Board Chairman Riester. The following Commissioners were present: Windhorst, Dwelle, McNallan, Riester and Springer.

Resolution No: 2008-178
Resolution approving special benefit tax levy of southeastern Minnesota multi-county housing and redevelopment authority pursuant to Minnesota statutes, section 469.033, subd. 6, and approving a budget for fiscal year 2009.
Whereas, the southeastern Minnesota multi-county housing and redevelopment authority (the "authority") was created by action of the boards of commissioners of dodge, Goodhue, Wabasha and Winona Counties (collectively referred to as the "counties") pursuant to Minnesota statutes, section 469.004; and
Whereas, pursuant to such action on the part of the counties and Minnesota statutes, sections 469.001 to 469.047 (the "act"), the authority was granted all of the same functions, rights, powers, duties, privileges, immunities and limitations as are provided for housing and redevelopment authorities created for cities under the act; and
Whereas, section 469.033, subd. 6, of the act permits the authority to levy and collect a special benefit tax of up to .0144% of taxable market value upon all taxable property, both real and personal, within the authority's area of operation; and
Whereas, the authority has requested that the board of commissioners of Wabasha county approve the levy of such a special benefit tax in the amount of $219,753.00 to be levied upon all taxable market value of taxable property within the authority's area of operation contained within Wabasha County; and
Whereas, the board of commissioners of Wabasha county has considered such request by the authority and believes that consenting to such a special benefit tax levy by the authority is in the best interests of Wabasha county and its residents; and
Whereas, the authority is also required pursuant to section 469.033, subd. 6, of the act to, in connection with the levy of such a special benefit tax, formulate and file a budget in accordance with the budget procedures of the counties in the same manner as required of executive departments of the counties and the amount of the tax levy for the following year shall be based upon that budget and approved by the counties; and
Whereas, the authority has presented to the board of commissioners of Wabasha county a copy of a proposed budget for its operations for fiscal year 2009.
Now, therefore, be it resolved by the board of commissioners of Wabasha county as follows: Section 1. That the budget for fiscal year 2009 for the operations of the authority as presented for consideration by the board of commissioners of Wabasha county is hereby in all respects approved.
SPRINGER – DWELLE

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that they approve The State of Minnesota Department of Natural Resources Section of Wildlife to acquire an additional 250 acres of Wildlife Acreage from the Joe Hawley estate, to be included in the McCarthy Lake Wildlife Management Area.

Whereas, Wabasha County is a member of South Country Health Alliance; and
Whereas, the Joint Powers Board has recommended a change of the Joint Powers Agreement, Section 10.5, relating to additional contributions to provide further financial protection for participating counties; and
Whereas, the Wabasha County Human Services Board, Public Health Director, and Social Services Director are recommending approval of the amendment; and
Now therefore be it resolved by the Wabasha County Board of Commissioners approves the following addition to Section 10.5 of the Joint Powers Agreement: Should the Board determine that losses or reductions in Capital Surplus make it necessary to obtain additional contributions to capital, the Board shall so inform the Member Counties, and the county boards of the Member Counties shall separately vote on whether to authorize a capital call. Upon a vote of a majority of each county board of two-thirds of the Member Counties, the Member Counties agree to make such additional contributions to capital as the Board requires…the remaining text of Section 10.5 continues unchanged. Adopted Unanimously Charlene Rickard, County Jail Administrator presented the Board with an Inmate Boarding Cost Update for the month of June. The total Boarding Bill was $40,587.88, which was consistent with the May billing. However, there was a credit of $1,340 on Junes bill because the County had previously been over charged for work release inmates. Charlene added that the medical bill for inmates was up from $540 in May to $1,539 in June. The number of days served by inmates has increased, but the number of inmates has remained consistent.
MCNALLAN - WINDHORST

Whereas, the Wabasha County Sheriff Office is requesting the authorization to create a Transition Team from two existing full-time staff members
Whereas, the Wabasha County Sheriff Office is also requesting the authorization to fill two full-time Dispatch positions resulting from the vacancy due to the creation of the Transition Team
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff is authorized to create a Transition Team from two existing full-time staff members and also authorized to fill two full-time Dispatch positions resulting from this vacancy, effective immediately. Nays: Springer, Dwelle TABLED to September 23 Discussion on Community Request for 2009 Budget: SEMMCHRA began by presenting their budget. The request by SEMMCHRA for Wabasha County is $219,753, that is 58% of what the statute allows them to levy. It is slightly lower than last year. Secondly, Southern Minnesota Initiative Fund came to the Board to give an update on projects in the region. They are asking for 3.22% more money than previously. Thirdly, the Wabasha County Historical Society came to the Board. A representative from the Society handed out a budget to the Commissioners and the Society requested $15,000 for 2009, up from $5,800 last year. Next, the Wabasha County Fair Board came before the Commissioners; Barb Petit spoke to the Board about the recent Wabasha County Fair’s success. The Fair Board requested $25,000 again for 2009. The University of Minnesota Extension came before the Board to ask for $5,000 towards the Parent Education Program through the University of Minnesota. Second to last, SEMCAC came before the Commissioners. The financial support asked for by SEMCAC is $2,100. Lastly, Cindy Gosse came in place of Carolyn Klees, for the Southern Minnesota Tourism Association, the association asked for $1,000, up from $486 last year. Discussion on Sale of Leased Land Owned by the County: Administrator Johnson would like to look into property owned by the County that is not being leased or put to use. There is rumor of 80 acres of open land not being utilized for anything. Administrator Johnson would like the Board’s permission to look into this rumor and look at other county owned property for possible sale or auction.
