Meeting of June 24, 2008
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, June 24, 2008 at 11:00 a.m.
The meeting was called to order by Board Chairman Riester. The following Commissioners were present: Windhorst, Dwelle, McNallan, & Riester. Absent: Springer

Whereas, the Wabasha County Board has authorized the County Administrator to advertise a vacancy for the position of Veteran Service Office Clerical Assistant, and
Whereas, the Wabasha County Administrator and the Veteran Service Director have interviewed and selected _____________as the successful applicant,
Now Therefore Be It Resolved that the Wabasha County Board of Commissioners hereby authorizes hiring ___________to the full time position of Veteran Service Office Clerical assistant at Step ___ of the 2007 scale, ( $ annually). Whereas, the request for bids for Project S.A.P. 079-599-074 needs to be published.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for Project S.A.P. 079-599-074.

Resolution No.: 2008-161
Whereas, the Wabasha County Highway Department has received proposals for guardrail installation contract services; and
Whereas, the proposal from H & R Construction Co. was the lowest amount for the work proposed.
Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby authorizes the County Engineer to purchase guardrail installation contract services from H & R Construction Co. in the amount of $15,005.00.

Whereas, the Wabasha County Auditor/Treasurer’s Office will have a vacancy in the part-time position of Deputy Auditor/Treasurer, and
Whereas, the County Auditor/Treasurer recommends the advertising of the vacancy in order to solicit applications to fill the position.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Auditor/Treasurer is authorized to advertise the vacant position of part-time Deputy Auditor/Treasurer.

Be It Resolved that the Wabasha County Board of Commissioners hereby Authorizes payment form the Environmental Trust Fund cost share to be issued to Ronald O’Brien for his Sinkhole Seal for $1,000 in Wabasha County.

Resolution No. 2008-164
Be It Resolved that the Wabasha County Board of Commissioners hereby Authorizes payment form the 319 feedlot III cost share to be issued to Kenneth Moyer for his Water Quality Feedlot Fixes at 50% for $1892.5 in Wabasha County.

Jail Administrator Charlene Rickard gave an update on the inmates. She stated that there was in increase in the number of inmates for the month of May, but a decrease in the number of days that they stayed in jail. The monthly medical bill for inmates was only $540. Res. 2008-155 was removed from the agenda. Resolution No. 2008-155 Resolution Approving Agreement with Zumbro Falls Golf Course to Upgrade Septic System
Whereas Kevin Kautz, the Owner of Zumbro Falls Golf Course has proposed expanding his facility to include a full restaurant and bar, and
Whereas the Public Health Department has valid public health concerns regarding the increased patronage and resulting increased need for septic system capacity,
Now, Therefore Be It Resolved by the Wabasha County Board of Commissioners that Wabasha County, acting through its Public Health Department, is hereby authorized to enter into an agreement with the Owner regarding the requirements for obtaining a food and beverage license. Whereas, Construction Analysis & Management Incorporated solicited and received proposals for the landscaping portions of the Wabasha County Criminal Justice Center Project, specifically, Seeding & Erosion Control, Screening Trees & Watering.
Whereas, each of the three categories were quoted separately and North Suburban Landscaping provided the lowest quote for each of the three categories.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that they award North Suburban Landscaping the Seeding & Erosion Control, Screening Trees & Watering portion of the Criminal Justice Center Project. Consensus: Tim Henderson will provide CJC landscaping resolution for next meeting.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that they approve the Labor Contract between Wabasha County and the Social Services Union- AFSCME Local #3541. This contract is affective January 1, 2008 through December 31, 2010.
