Meeting of May 27, 2008

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, May 27, 2008 at 11:00 a.m.

The meeting was called to order by Board Vice Chairman Springer. The following Commissioners were present: Windhorst, Dwelle, McNallan and Springer. Absent: Riester

Resolution No.: 2008-131
Whereas, Traffic Marking Service, Inc. had the lowest bid for Project C.P. 79-08-7020 – Furnish and Apply Traffic Paint to Roads in Wabasha County. Now Therefore
Be it Resolved that the Wabasha County Board of Commissioners hereby accepts the bid of Traffic Marking Service, Inc. on Contract No. 08008 for Project C.P. 79-08-7020 – Furnish and Apply Traffic Paint to Roads in Wabasha County - in the amount of $56,951.30 and that the Chairman of the County Board and the County Administrator are hereby authorized to execute a Contract with Traffic Marking Service, Inc. for this work.

Be it resolved by the Wabasha County Board of Commissioners that Wabasha County enter into the attached Cooperative Agreement between Plainview Township and Wabasha County for the replacement of Bridge 79J38 and authorizes the Chairman of the Board and County Administrator to execute the Agreement.

Whereas, the Wabasha County Planning Commission held a public hearing on May 19, 2008 and considered a Conditional Use Permit application from Verizon Wireless, submitted by Scott Buell, Buell Consulting (agent for Verizon Wireless), for property owned by Kackman Brothers for the construction of a 230-foot self-supportive lattice Communications Tower and Equipment Enclosure.
The request involves the following described properties:

Approve a lease land contract with Larry Mischke. Consensus of the Board: continue planting this year. Since 1989 there has been nothing paid on the lease of this land. Mr. Mischke would like to buy the land. Assistant County Attorney Bayley spoke with Mr. Mischke and he is allowed to continue planting and they will discuss how to resolve this issue. Charlene Rickard- Jail Administrator gave an update on the inmate count for April, 2008. There were two work release inmates housed in Olmsted County & three work release inmates in Goodhue County. The majority of the inmates are still in Goodhue County and the number of inmates has remained consistent. The cost for boarding the inmates for April was $51,136.

Resolution Number: 2008-125
Whereas, the Personnel Policy Manual Committee has met and developed a personnel policy manual with input from department heads and staff; and
Whereas, the Board of Commissioners has reviewed these policies, given input and finds them appropriate and necessary; Now Therefore
Be it Resolved by the Wabasha County Board of Commissioners that: The Wabasha County Comprehensive Policies and Procedures Manual is hereby adopted as the official policy for employees of Wabasha County.
Adopted Unanimously with the below changes.
One topic that arose with the Policy Manual was department heads advertising to fill vacant positions and having to get permission from the board before advertising. It was a consensus of the Board that the Board authorizes to advertise and hire in step one, step two is to approve hiring a specific person. This topic will be voted on next meeting. Another controversial topic is on donation of leave to other county employees. Finance Director Deb Koenig would like a policy in place and Commissioner McNallan suggested not even having this as an option. There are many variables and questions about this topic. There was a motion by Commissioner Dwelle to approve the policy for donating leave as it appeared in the manual- motion died for lack of a second and was pulled from the Policy Manual as a whole and will be voted on at a later date.
DWELLE – WINDHORST
It was the consensus of the Board that the 13 Public Health Employees currently listed in Appendix A of the Wabasha County Policy & Procedures Manual will continue to be covered by the Goodhue/Wabasha Public Health Benefit Policy. Nay: McNallan. Adopted It was the consensus of the Board not to institute random drug tests. It was the consensus of the Board to have a policy regarding vehicle & equipment accident review. County Administrator Johnson will return it to the board at a later date. The Take Home Vehicle Policy was also pulled from the policy to be approved at a later date. Assistant County Attorney Lisa Bayley told the Board that she has visited Camp Victory along with Brenda Wodele and Dave Johnson. She recommends that this topic be sent back to the Planning Commission. She recommends that the Planning Commission do different findings of fact for each topic on the Conditional Use Permit Application. She plans to attend the next Planning Commission meeting.
