Meeting of April 15, 2008
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, April 15, 2008 at 9:00 a.m.
The meeting was called to order by Board Chairman Riester. The following Commissioners were present: Windhorst, Dwelle, McNallan, Riester and Springer.

Motion to approve the agenda.
Adopted Unanimously
Commissioners reported on meetings they had attended. McNallan, Riester, Windhorst – no meetings. Springer-South Country Health Alliance meeting. Dwelle-AMC Public Safety Policy meeting. There was no public comment during the public forum.

Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims Minutes: April 1 and April 8, 2008. Amend April 8 Special Meeting to include “3rd bonding not to exceed $2M.” Utility Permits: 987, 988, 989

Resolution No. 2008-093
Whereas, in accordance with Minnesota Statutes, Chapter 462C and section 471.59 (the “Act”), the Southeastern Minnesota Multi-County Housing and Redevelopment Authority (the “Authority”) proposes to have the Minnesota Housing Finance Agency (“State Agency”) issue single family mortgage revenue bonds, together with certain other public entities, in an aggregate principal amount not to exceed $100,000,000.00, of which an amount not to exceed $2,000,000.00 is initially allocable to the Authority to finance the acquisition by low and moderate income first-time homebuyers of single family homes within the jurisdiction of the Authority; and
Whereas, pursuant to Section 147(f) of the Internal Revenue Code of 1986, as amended (the “Code”), the issuance of the Bonds must be approved by the “applicable elected representatives” of the Authority; and
Whereas, pursuant to Section 147(f)(ii)(E) of the Code, the Wabasha County Board of Commissioners is the “applicable elected representative” for the issuance of tax-exempt bonds by the State Agency on behalf of the Authority; Now, Therefore,
Be It Resolved, by the Wabasha County Board of Commissioners, that the issuance of Bonds by the State Agency on behalf of the Authority pursuant to the Act is hereby approved.

Resolution Number: 2008-095
Whereas, Resolution 2008-094 needs to be revised for bid category 1 & 2 for the Criminal Justice Center Phase III as approved on April 8, 2008. Plummer Concrete bid a total of $966,736 for bid categories 1 & 2 (Concrete & Masonry) individually and bid a total of $961,736 for bid categories 1 & 2 combined. However, Plummer Concrete did not use the proper form for the combined bid, making their combined bid invalid, so the Board is requested to approve the amount of $966,736 and the additional $5,000 will be deducted in the Value Engineering process. Thus, there is actually no increase in the actual cost of the project and Plummer Concrete was the low bidder in either case. Now Therefore
Be it Resolved by the Wabasha County Board of Commissioners that the bid amount of $961,736 for the combined bids of categories 1 & 2 be replaced with the individual bids of $309,593 and $657,143 respectively for a total of $966,736 Plummer Concrete was the low bidder in either case (combined or separate bids).

Whereas, The request for bids for the 2008 Furnish and Apply Traffic Paint Project needs to be published. Now Therefore
Be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for the 2008 Furnish and Apply Traffic Paint Project – CP 79-08-7020.

Whereas, Wabasha County has advertised for 2008 Part-Time Temporary Summer Employment. Now Therefore
Be it Resolved that the Wabasha County Board of Commissioners hereby authorizes the County Highway Engineer to hire the following applicants for 2008 Part-Time Temporary Summer Employment at $9.00/hour: Joseph Klennert, Riley Koller, David Smith, Jason Straskowski, Tony Tentis.

Resolution No.: 2008-098
Whereas, the Wabasha County Highway Department has received proposals for crack sealing contract services; and
Whereas, the proposal from Fahrner Asphalt Sealers, LLC was the lowest amount per pound. Now Therefore
Be it Resolved that the Wabasha County Board of Commissioners hereby authorizes the County Engineer to purchase crack sealing contract services from Fahrner Asphalt Sealers, LLC.

Resolution No.: 2008-099
Whereas, The Wabasha County Highway Department has received quotations for culvert materials for S.A.P. 079-599-075; and
Whereas, the quotation from All Steel Products Company of Chaska, Minnesota was the lowest amount. Now Therefore
Be it Resolved that the Wabasha County Board of Commissioners hereby authorizes the County Engineer to purchase culvert materials for S.A.P. 079-599-075 from All Steel Products Company of Chaska, Minnesota.

The highway department has a contract bond for paving CSAH 4 near Lake City. In other news, Wabasha County received funding to replace the Millville Bridge and County Engineer Flesch is hoping to get funding to replace other county bridges.
McNALLAN - SPRINGER
Resolution No. 2008-100
Be It Resolved that the Wabasha County Board of Commissioners hereby Authorizes payment form the RC&D cost share to be issued to Roland Wood for his Water Quality Feedlot Fixes at 50% for $413 in Wabasha County.

Resolution: 2008-101
Whereas, a 2000 Ford Taurus VIN# 1FAFP53U1YG126555 is considered surplus,
Whereas, the Wabasha County Administrator is requesting that this vehicle be sold; and Now Therefore
Be It Resolved by the Wabasha County Board of Commissioners that the Wabasha County Administrator is authorized and directed to sell the 2000 Ford Taurus VIN# 1FAFP53U1YG126555 as surplus equipment.

Resolution No.: 2008-092
Whereas, the Zumbrowatha Trails of Wabasha County request that Wabasha County be their local sponsoring unit of government for pass-through of MN DNR snowmobile trail system funding, Now therefore
Be it Resolved by the Wabasha County Board of Commissioners that: Wabasha County act as the sponsor for an application for funding to the State of Minnesota Department of Natural Resources for development a capital improvement project to the snowmobile trails managed by the clubs of Zumbrowatha trails- Wabasha County between Elgin and Plainview in the Great River Ridge Trail Corridor Be it further resolved: that upon approval of its application by the state, that Wabasha County may enter into an agreement with the State of Minnesota for the above referenced project and that it will act as the pass-thru for funds to the clubs as outlined in the Assistance Program manual, Be it further Resolved: that the County Auditor and/or Deputy Auditor is hereby authorized to serve as the fiscal agent for the above referenced project, Be it further resolved: that Marvin Howatt is appointed to be a County Trail coordinator to work with the county clubs and assist the county in administering this program.

Lisa Bayley- Assistant County Attorney gave the Wabasha County Policy & Procedure Manual to all of the commissioners, this is the second time they have been able to review the policies and the commissioners were welcome to make changes or suggestions. Definitions have been added to the policy. Attorney Bailey also mentioned that some employees of Wabasha County Public Health are still covered under the old Goodhue-Wabasha County Public Health Policies. Lisa Bayley recommends that all employees hired after 1998 be moved to the new Wabasha County Policy. The only employees that would stay on the old policy are 13 people hired under that old policy. They were promised they could stay under the Goodhue-Wabasha Policy, once they are gone the old policy will be phased out.
