Meeting of March 4, 2008
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, March 4, 2008 at 9:00 a.m. The meeting was called to order by Board Chairman Riester. The following Commissioners were present: Windhorst, Dwelle, McNallan, Riester and Springer.
Motion to approve the agenda.

Commissioners reported on meetings they had attended. Public Forum: Louis Hall spoke on a concert (Whipfest) to be held at Whippoorwill Campgrounds. Question on Whippoorwill septic system, Mr. Hall guaranteed the board that his septic is the best that can be used and “100% environmentally friendly.” Recessed for Regional Rail Authority meeting at 9:25 a.m. Reconvened at 9:30 a.m.
Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims PAA bills will not be paid at this time. Minutes: February 26, 2008 Accept Resignation of Finance Director – accepted with regrets. Commissioner Dwelle made the motion and Commissioner Springer seconded the motion.

Resolution No.: 2008-063
Whereas, The request for bids for Project S.A.P. 079-607-019 needs to be published. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for Project S.A.P. 079-607-019 – Grading and Aggregate Base on CSAH 7, beginning at a point 1880 feet Northwest of the Junction of CSAH 7 and CR 71, ending at the Junction of TH 60 and CSAH 7.

Resolution 2008-061 was removed from agenda.
It was the consensus of the board to advertise the vacant position at the current salary.

Whereas, the County Administrator would like to adjust the salary grid of the position of Finance Director to more accurately reflect the grid it was originally assigned in 2002. This grid was subsequently lowered, and the County Administrator would like to bring it more in line with Finance Director positions in other similar sized Minnesota Counties.
Whereas, adjustment to the salary of the Finance Director to $67,720 would reflect where it should have been in the originally assigned salary grid and more accurately reflect the market value of similar positions in other counties. This will rectify an error that occurred six years ago. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the pay grid for the Finance Director be adjusted to $67,720 annually.

Whereas, the Wabasha County Administration Office will have a vacancy in the full-time position of Finance Director as of April 4, 2008,
Whereas, the County Administrator recommends the advertising the vacancy in order to solicit applications to fill the position, Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Administrator is authorized to advertise the vacant position of Finance Director.

Resolution Number: 2008-065
Whereas, a Policy Review Committee established by the Board of Commissioners has presented a written policy to the Board which details the provisions of the County benefits package otherwise known as the “Cafeteria Plan,” and
Whereas, this written policy meets the needs of the County and clearly outlines the provisions of the plan, Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: The proposed “Cafeteria Plan” policy is hereby adopted and made part of the employee benefits package.

Sheriff Bartsh was present to speak on County Take Home Cars. Sheriff stated that there are 19 sheriff’s cars; two are taken out of the county. There were many suggestions as to how to word the policy. No consensus. Zoning Administrator Floyd Riester informed the Board on Wind Tower issues in the County. There is a Wind Tower Meeting in Owatonna coming up. Loren Benz, Wabasha County Assessor spoke about new construction in Wabasha County, foreclosures and prices in agricultural land. He answered questions about property values and taxes. Administrator Dave Johnson presented to the Board a contract received from SELCO to continue library funding. Commissioner McNallan suggested that the County receive SELCO’s budget before they make a decision to give extra funding. SELCO is asking for a 32% increase in funding over a four-year period.
