Meeting of December 1, 2009
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, December 1, 2009 at 6:00 p.m. The meeting was called to order by Assistant Board Chairman Dwelle. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.
Motion to approve the agenda.

Commissioners reported on meetings they attended. Administrator’s Update Pre-bid meeting today (December 1) AMC District 9 meeting in January SE Service Cooperative ballots
There was no public comment during the public forum.
Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims

Finance Director Deb Koenig answered questions and delivered numbers and statistics on the budget and levy for 2010.

Whereas, the MN Department of Corrections determines the staffing level of all County jails, and;
Whereas, the DOC has determined that Wabasha County may house up to 40 inmates on a regular basis with its present level of staffing, and;
Whereas, exceeding the 40 inmate count on a regular basis would require the hiring of 5 additional jailers to provide coverage on each shift on a 24/7 basis, and;
Whereas, having to hire these individuals would be a large unbudgeted expenditure requiring Board approval.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the 40 inmate threshold not be exceeded on an ongoing basis without Board approval.

Resolution 2009-220 will come back to the Board for approval after the DOC revises the County Jail Staffing Plan. It was the consensus of the Board to limit the clerical position to 24 hours per week and present the jail staffing plan to the DOC with that change.

Whereas, the Sheriff’s Office is requesting a clerical position for jail administration, and;
Whereas, we presently have the former Matron upgraded to work on the Transition Team through the end of 2009, and;
Whereas, it is in the best interest of the citizens of Wabasha County to limit the cost of jail overhead, and;
Whereas, the jail administrator and transition team currently work a four day week, 10 hours per day, and;
Whereas, with the opening with the Criminal Justice Center there is a need to provide the greatest degree possible of administrative coverage throughout the week.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the position of clerk for jail administration is approved with the following two provisions:
1. The Jail Administrator will have regular work hours, 5 days per week, Monday through Friday.
2. The clerk is limited to working 8 hours per day, 3 days per week. Days to be at the discretion of the Jail Administrator.
3. With the acceptance by the MN DOC of a revised Wabasha County Jail Staffing Plan.
