Meeting of November 24, 2009
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, November 24, 2009 at 11:00 a.m. The meeting was called to order by Board Chairman Windhorst. The following Commissioners were present: Windhorst, Dwelle, Riester, and Hall. Absent: Commissioner Norman.

Resolution No.: 2009-213
Whereas, the County has the option of providing a Health Care Savings Plan to County employees that would include only severance pay upon separation of employment, at no cost to the County, and;
Whereas, it is the desire of numerous County employees to participate in such a plan.
Now Therefore be it Resolved that the Wabasha County Board of Commissioners approve for adoption and implementation the County’s Health Care Savings Plan Policy.

Resolution No: 2009-214
Whereas, Wabasha County GIS, in conjunction with the Wabasha County Recorder, has purchased high quality aerial imagery for all of Wabasha County;
Whereas, Wabasha County GIS currently charges a fee for outside entities to utilize this data;
Whereas, the Rochester Office of the USDA, NRCS has requested a copy of the imagery, with a waiver of the aforementioned fee, to be used internally within their office to confirm locations of culverts throughout Wabasha County.
Whereas, granting access to this data at no charge would ultimately benefit Wabasha County by creating a more accurate hydrological model for Wabasha County.
Now Therefore be it Resolved, that the Wabasha County Board of Commissioners authorize the free sharing of Wabasha County imagery with the USDA, NRCS for their internal use in creating a more accurate hydrological model.

• There should be a clause stating that if the information is given to an outside entity besides the USDA and the NRCS there may be legal action taken by the County.
Resolution No.: 2009-215
Whereas, the Wabasha County Regional Rail Authority (WCRRA) is a member of the Minnesota High Speed Rail Commission (MHSRC), and Whereas, the WCRRA’s share of the 2009 budget in the amount of $3,150 has been paid from for the WCRRA authority fund, and Whereas, the Wabasha County Board of Commissioners has agreed to provide the financial support for the membership into the MHSRA, Now therefore be is resolved by the Wabasha County Board of Commissioners that the Finance Director be authorized to transfer from the General Fund (Fund 01) to the Regional Rail Authority Fund (Fund 50) the amount of $3,150 to cover the WCRRA’s share of the 2009 budget..

Zoning Administrator Floyd Riester came before the Board to clear up information regarding the John Olson Property. Also speaking on the John Olson Property were John Olson himself and Lester Neeb. The Board reiterated that their hands are tied; the Variance Board has the final say in the matter.
Resolution Number: 2009-216
Whereas, at the November 17, 2009 Board of County Commissioners Meeting the Board tasked the County Administrator to form a committee to review all County jobs and bring the suggested committee back to the Board for approval, and;
Whereas, the County Administrator has determined what he believes to be the best composition of this committee.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Commissioners approve a job evaluation committee consisting of the County Administrator, Finance Director, Personnel/Payroll Specialist, Court Services Director, an unspecified Union Representative whenever a union position is being evaluated from that bargaining unit, and a Board Member if so desired by the Board.

Miranda Klees from the Wabasha County Transition team came before the Board to update them on Boarding costs for the month of October. The average daily inmate population was 13. The total inmate count was 38. The total expenses were $30,176.12. Medical expenses for inmates for the month of October were $2,792.36. Commissioner Riester brought up the point that Wadena County made their inmates pay for their own medical costs and were charged $20 a day while they were in jail. He was wondering what the law on paying inmate medical expenses. Commissioner Windhorst would like to be presented with a fee schedule for the jail before it opens. Miranda also stated that all the new jailers are in the process of training.
Resolution Number: 2009-217
Whereas, with the closing of the Wabasha County jail, two deputies were hired for the purpose of transporting inmates to and from other county jails, and;
Whereas, the deputies hired were told at the time of their hire that the positions may not be of a permanent nature, and;
Whereas, the new County Jail is scheduled to open in early March of 2010, regular transports will no longer be necessary, and;
Whereas, the County must be very circumspect in holding down jail overhead.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that these two transport deputy positions be eliminated no later than one full pay period of the opening of the new jail.

Resolution Number: 2009- 218
Whereas, the MN Department of Corrections require that each jail have a designated staff person in charge on each shift in the absence of administrative staff from the facility, and;
Whereas, the DOC has no requirement that the staff person in charge be compensated at a rate higher than that of the other jailers, and; Whereas, the position of sergeant on each shift would cost the County an additional $20,000-$22,000 annually, depending upon which individuals become sergeants, and;
Whereas, it is prudent for the County to keep jail overhead at a minimum.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the individual assigned to the post of Master Control shall be the staff person in charge while serving at that post with no additional compensation, and that the additional sergeants’ salary not be budgeted.

There was discussion about the Matron Position which has turned into a Clerical/Transition Team position. Dave Johnson came to the Board with four different options for the position. He recommended the position be a 24 hour per week clerical position. Mr. Johnson would also recommend the jail administrator to hold a five day work week. Resolutions will be brought to the Board at the next meeting with different options.
Resolution Number: 2009-219
Whereas, the MN Department of Corrections determines the staffing level of all County jails, and;
Whereas, the DOC has determined that Wabasha County may house up to 40 inmates on a regular basis with its present level of staffing, and;
Whereas, exceeding the 40 inmate count on a regular basis would require the hiring of 5 additional jailers to provide coverage on each shift on a 24/7 basis, and;
Whereas, having to hire these individuals would be a large unbudgeted expenditure requiring Board approval.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the 40 inmate threshold not be exceeded without Board approval.
