Meeting of October 27, 2009
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, October 27, 2009 at 11:00 a.m. The meeting was called to order by Board Chairman Windhorst. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall
DWELLE - RIESTER
Motion to approve the agenda.

Administrator’s Update: CJC moved and in business, first day of court was 10/26. Went well. No asbestos in work areas, some asbestos in other areas. Getting in applications for Assistant County Attorney. Tom Gosse came before the Board with concerns about approaches on County Road 86.

Resolution No.: 2009-193
Whereas, the Wabasha Board of Commissioners finds it beneficial for the County to order diesel fuel and gasoline through the State of Minnesota as a Cooperative Purchasing Venture Member.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Department be authorized to enter into the Fixed Price Program and order diesel fuel and gasoline through the State of Minnesota as a Cooperative Purchasing Venture Member.

Resolution No.: 2009-200
Whereas, the Wabasha County Fee schedule has been reviewed by department heads; and
Whereas, the updated 2010 fee schedule has been attached
Now therefore be it resolved, by the Wabasha County Board of Commissioners that the 2010 Wabasha County Fees Schedule as presented has been approved.

RIESTER - DWELLE
Resolution No.: 2009-201
Whereas, the Wabasha County Board of Commissioners authorized the construction of a County Justice Center, and
Whereas, a designation in the amount of $1,000,000 of reserve funds from the Special Revenue Building Fund was approved on February 17, 2009 to be used as a portion of the financing for the project.
Now therefore be is resolved by the Wabasha County Board of Commissioners that the Finance Director be authorized to approve interfund transfers from the Special Revenue Building Fund (Fund 15) to the Criminal Justice Center Capital Projects Fund (Fund 37) up to an aggregate total of $1,000,000 as needed.

HALL - DWELLE
Resolution No.: 2009-202
Whereas, Mary Evers, PHS clerical, has requested to retire March 31, 2010 contingent upon approval by the Wabasha County Board of allowing her to return to work 16 hrs per week under the phased-retirement program offered by PERA, and
Whereas, Public Health will not be replacing the decrease in staff hours thus this would actually have a cost reduction impact on the Public Health budget.
Now Therefore be it Resolved, by the Wabasha County Board of Commissioners that: Mary Evers be allowed to participate in the PERA phased retirement program effective March 31, 2010. Her hours will be reduced from 32 hrs/wk to 16hrs/wk. for the remainder of the calendar year, at which time it will be re-evaluated as per PERA requirements.

Miranda Klees came before the Board to give an inmate expense update for the month of September. Total boarding costs were $41,270.02 for September and medical was $4,276.24. The average inmate population was 19.26. Inmate count was 50. The new jailers will begin on November 16th.
DWELLE - RIESTER
Resolution Number: 2009-203
Whereas, the Association of Minnesota Counties asks that each county annually appoint voting representatives, and;
Whereas, each County may appoint their five Board Members and up to three additional voting representatives, and;
Whereas, the County Board Members and three County Administrative Employees fill this roll.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners appoint themselves and the County Administrator, County Engineer and Finance Director as the AMC voting representatives.

Resolution Number: 2009-199
Whereas, the Congress of the United States is considering various forms of the President’s National Health Care Initiative, and;
Whereas, the Wabasha County Board of Commissioners believes the National Health Care Initiative to NOT be in the best interest of the majority of citizens of Wabasha County.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that they are in opposition to the National Health Care Initiative and urge the State and our congressional delegation to oppose this initiative.
