Meeting of August 25, 2009
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, August 25, 2009 at 11:00 a.m. The meeting was called to order by Board Chairman Windhorst. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.
DWELLE - NORMAN
Motion to approve the agenda.

Commissioners reported on meetings they had attended. Administrator’s Update: CJC furniture delivered September 21-23 Signage has arrived and will be put up same week Met with two architect firms for feasibility study estimates There was no public comment during the public forum.
RIESTER - HALL
Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims

RIESTER - DWELLE
Resolution No.: 2009-143
Whereas, the Wabasha County Board of Commissioners deems it in the best interest of the safety and welfare of its citizens to adopt an ordinance regulating placement of structures adjacent to the right-of-way of highways.
Be it resolved by the Wabasha County Board of Commissioners that the attached Setback Distance of Structures from the Right-of-Way of Highways Ordinance is hereby adopted and enacted.

Resolution No.: 2009-155
Whereas, Minnowa Construction, Inc. had the lowest bid for Project S.A.P. 079-602-034.
Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby accepts the bid of Minnowa Construction, Inc. on Contract No. 08006 for Project S.A.P. 079-602-034 – Construct Bridge No. 79545 and Approach Grading on C.S.A.H. No. 2 over Dry Creek, 0.1 miles South of C.S.A.H. No. 25 – in the amount of $413,871.00 and that the Chairman of the County Board and the County Administrator are hereby authorized to execute a Contract with Minnowa Construction, Inc. for this work.

Mr Wheeler from the HRA came before the Board to inform them of the 2010 Levy Request. The amount requested is $236,530.
DWELLE - RIESTER
Resolution No.: 2009-156
Whereas, the Solid Waste Subcommittee has proposed a substantial revision to the existing Solid Waste Ordinance, last amended in 1992; and
Whereas, the townships and cities in the County have been consulted and their concerns have been addressed; and
Whereas, a public hearing is required before amendments can be made to any ordinance, pursuant to Minn. Stat. 375.51, Subd. 1;
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: A public hearing regarding the adoption of revisions to the Solid Waste Ordinance be held September 15 at 9:30 a.m. Appropriate notice will be given through the official county newspaper.

Janet Sandwick from the Transition Team came before the Board to give a transition team update and inmate expenses for July 2009. The total cost for July was $37,792.31. Medical costs were $994.14. The average daily population for July was 17.32 which is up and currently there were 16 inmates. There were over 5,000 miles driven to transport inmates in July. Janet stated that the Transition Team is very busy lately. They are busy making sure the security cameras are functioning correctly. They are also working on the Policy Books and the Training and Inspection Manual before training begins.
Sheriff Bartsh mentioned that he would like to put an advertisement in the paper to get work for the Sentence to Serve program participants.

Resolution No.: 2009-157
Whereas, with the completion of the Criminal Justice Center furniture and files from the courthouse, annex and Sheriff’s Department must be moved from the existing offices to the new offices, and;
Whereas, cost estimates have been obtained from three moving firms, and;
Whereas, these cost estimates are all based upon projections of time and manpower needed (hourly rate) and are subject to change, and;
Whereas, the estimates are $9,900 from Winona Moving and Storage, $12,116 from Metcalf Mayflower Moving and Storage, and $14,600 from Schmidt Goodman.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Board authorizes award of the Moving Contract to Winona Moving and Storage at $220 per hour based upon six men and equipment for an estimated 45 hours (subject to reasonable change, as determined by the County Administrator).

Auditor/Treasurer Jerry Leisen came before the Board to inform them of changes in Gambling License requirements. As of July 1, 2009 renewals for Gambling Licenses go directly to the State.
