Meeting of July 28, 2009
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, July 28, 2009 at 11:00 a.m. The meeting was called to order by Board Chairman Windhorst. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.

Motion to approve the agenda.

Commissioners reported on meetings they had attended. Administrator’s Update Consensus – Jailer/Dispatcher Contract Incinerator Meeting in La Crosse, August 12 and 19 Renovation Cost There was no public comment during the public forum.

NORMAN - DWELLE
Resolution No.: 2009-140
Whereas, Project S.A.P. 079-607-019 – grading and aggregate base on C.S.A.H. 7, from 1,880 feet northwest of the Jct of CSAH 7 and CR 71 to the Jct of TH 60 and CSAH 7, with any and/or all Supplemental Agreements, Change Orders or Work Orders, has been completed.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to Midwest Contracting, LLC in the amount of $3,551.38.

RIESTER - NORMAN
Resolution No.: 2009-141
Whereas, the County Board of Commissioners of the County of Wabasha, State of Minnesota, desires to offer for sale to the public, parcels of land that has forfeited to the State of Minnesota for non-payment of property taxes and listed on attached Tax Forfeited Land Appraisal List 2009B; and
Whereas, the County Board of Commissions must determine the appraised value of the forfeited property to be sold. The sale price cannot be less than the appraised value.
Now therefore be it resolved by the Wabasha County Board of Commissioners hereby approves the appraised values on Tax Forfeited Land Appraisal List 2009B.

Various Organizations appeared before the Board to ask for budget appropriations for 2010. The Fair Board asked for continued support for the Wabasha County Fair. The Tourism Association requested $600, Carolyn Klees also informed the Board that she is stepping down as the Tourism Representative for Wabasha County and will appoint Chris Fancher as her replacement. The Board will vote on the appointment at the next meeting. SEMCAC came before the Board to request continued support. Whitewater Watershed representative Megan McGuire came before the Board to ask for $4,981. Next to present was the Historical Society. They asked for approximately $11,000 to finish the “front step” project on the Historical Society building.

Resolution No.: 2009-142
Whereas, Wabasha County Emergency Management develops and maintains a County-wide All-Hazard Emergency Operations Plan (EOP) that must contain at least 19 SARA Title III items listed in the Local Emergency Operations Plan Crosswalk; Whereas, said EOP is updated and reviewed yearly by a 4-year Plan review process developed by Minnesota Division of Homeland Security and Emergency Management;
Whereas, said EOP comes before the Wabasha County Board of Commissioners for its review and approval as part of the 4-year Plan review process.
Be It Resolved, that the Wabasha County Board of Commissioners hereby approves the Wabasha County-wide All-Hazard Emergency Operations Plan in its entirety by signing the EOP signature page.

Resolution: 2009-137
Whereas, we are constantly experiencing problems with regulating both heating and cooling in the Court House and Annex, causing routine discomfort to employees and customers and;
Whereas, when the present system was installed, portions of the system recommended by Honeywell were either deleted or downgraded to save costs and;
Whereas, we routinely have Honeywell on site to attempt to balance the system to little effect and;
Whereas, Honeywell has recommended a long term two phase fix to the current problems,
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Board approves purchase and installation of the Enterprise Buildings Integrator (EBI) front end system, which includes a front end display terminal with 16 VAV boxes, boilers, Court house AHU’s and Annex AHU. To allow building maintenance personnel to make setpoint changes faster, respond quicker to internal comfort issues and help reduce energy costs. And, install a 15 HP Variable Frequency Drive for the annex AHU to help air flow issues inside the annex “VFDs” help save energy and have quick paybacks. Total cost of phase 1 to be $20,806.

Janet Sandwick with the Wabasha County Transition Team gave the Board an update on Boarding Costs. As of 7am the inmate count was at 21. The average for June was 13 inmates and the total Boarding costs were $30,616.77 and Medical Costs were $1,281.12. The transition team is working on procedures and getting very busy as the Justice Center gets closer to completion.
