Meeting of June 23, 2009
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, June 23, 2009 at 11:00 a.m. The meeting was called to order by Board Chairman Windhorst. The following Commissioners were present: Windhorst, Riester, Norman and Hall. Dwelle was absent.
RIESTER - HALL
Motion to approve the agenda adding item E, Extend DOC contract.

Commissioners reported on meetings they had attended. Administrator’s Update: CJC tours -- 57 people Monday; 77 Tuesday. Solid Waste Haulers’ Contract Extension. Consensus for chair to sign. Resolution passed to negotiate extension.
Present for the public forum: Rich Klees, Quintin Wilhemson, Bonnie Gary, in regard to the Dispatch Center.

Resolution No. 2009-125
The Wabasha County Board of Appeal and Equalization convened at the Wabasha County Services Building in the City of Wabasha, Minnesota, on June 16, 2009 at 5:00 p.m. The following members were present: Commissioners Peter Riester, Richard Hall, David Windhorst, Tom Dwelle, Merl Norman and Auditor/Treasurer Jerry Leisen. Also present was County Assessor Loren Benz and Appraisers Dick Schouweiler, Donna Gabor, Luanne Petron and Penny Schmit. Auditor/Treasurer, Jerry Leisen called the meeting to order and Auditor/Treasurer Supervisor, Denise Anderson swore in all members of the County Board of Appeal and Equalization.
LEISEN - RIESTER
Be It Resolved, that Commissioner Dave Windhorst be nominated for the position of Chair of the Wabasha County Board of Appeal and Equalization, that all other nominations cease and an unanimous vote be cast.

The Auditor/Treasurer, in accordance to statute, shall act as Clerk to the Board of Appeal and Equalization. The following changes shall be entered by the Wabasha County Assessor, based on letters received from applicants and parties appealing in person.

Be It Resolved, that the Wabasha County Board of Appeal and Equalization does hereby recess to the June 23, 2009 regular Wabasha County Board of Commissioners meeting at 11:00 a.m. for the sole purpose of approving these minutes.

The Wabasha County Board of Appeal and Equalization of Wabasha County, Minnesota, reconvened at the County Services Building in the City of Wabasha, Minnesota, on June 23, 2009 at 11:00 a.m. At the recessed meeting, at 11:00 am of June 23, 2009 of the Wabasha County Board of Appeal and Equalization, we do hereby certify that the minutes of the June 16, 2009 meetings of the Wabasha County Board of Appeal and Equalization were approved as presented. Motion was made and duly carried to adjourn.

Whereas, the following applicants have applied to have their 3.2 Beer licenses renewed, and

Whereas, the applicant’s request for renewed license has been approved by the County Attorney, County Sheriff and their respective Town Boards and have paid the required license fee. Term of license is from July 1, 2009 to June 30, 2010.
Now therefore be it resolved by the Wabasha County Board of Commissioners hereby approves the renewal of On-Sale and Off-Sale 3.2 Beer licenses as listed above.

Resolution No.: 2009-116
Whereas, the County is in the process of completing construction of a new criminal justice center and;
Whereas, the dispatch center for Wabasha County must either be relocated to the Criminal Justice Center or the dispatch services be contracted out to another County and;
Whereas, Wabasha County has looked at the feasibility of combining dispatch operations with Winona, Olmsted and Goodhue Counties and;
Whereas, Wabasha County’s communications consultant, PSC, has reviewed the feasibility of combining dispatch operations with these three counties and recommended to the Wabasha County Board of Commissioners that Wabasha County continue with an independent dispatch operation.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County proceed with installation of the dispatch center at the Wabasha County Criminal Justice Center.

Janet Sandwick from the Transition team came before the board to update them on jail costs for May. Inmate count for May was 51, with an average daily population of 19. Boarding costs were $34,510. The total costs for May was $37,736.32
NORMAN - HALL
Resolution No.: 2009-127
Whereas, the Wabasha Substance Abuse Court currently is a party to a Joint Powers Agreement with the Minnesota Department of Corrections which expires on June 30, 2009; and
Whereas, both the Wabasha Substance Abuse Court and the Minnesota Department of Corrections have proposed to extend the Joint Powers Agreement until October 1, 2009, at which time the Substance Abuse Court will know what money will be allocated by the State; and
Whereas, this proposed extension will not require any further financial commitment from the County of Wabasha, but will enable both parties to fully ascertain their respective funding limitations;
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: The Chair of the Wabasha County Board is authorized to sign the proposed extension to the existing Joint Powers Agreement between the Wabasha Substance Abuse Court and the Minnesota Department of Corrections.
