Meeting of March 24, 2009
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, March 24, 2009 at 11:00 a.m. The meeting was called to order by Board Chairman Windhorst. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.

Whereas, The request for bids for the 2009 Crushed Rock Project needs to be published.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for the 2009 Crushed Rock Project – CP 79-09-7050.

Whereas, The request for bids for the 2009 Furnish and Apply Traffic Paint Project needs to be published.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for the 2009 Furnish and Apply Traffic Paint Project – CP 79-09-7060.

Resolution No.: 2009-055
Whereas, Wabasha County wishes to advertise for three - 2009 Part-Time Temporary Summer Employment Positions.
Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby authorizes the County Highway Engineer to advertise for applicants for three - 2009 Part-Time Temporary Summer Employment Positions.

Resolution Number: 2009-056
Whereas, the Minnesota Housing Finance Agency, State of Minnesota, has been authorized to undertake a program to provide funds for Family Homeless Prevention & Assistance Projects; and,
Whereas, the Southeastern Minnesota Housing Network, working through:
1) Olmsted Community Action,
2) Semcac,
3) Y Link and
4) Three Rivers Community Action, has developed a renewal application for the Minnesota Housing Finance Agency Family Homeless Prevention & Assistance Program; and
Whereas, the Southeastern Minnesota Housing Network through Olmsted Community Action, Semcac, Y-Link and Three Rivers Community Action has demonstrated the ability to perform the required activities of the Minnesota Housing Finance Agency Family Homeless Prevention & Assistance Program;
Now, Therefore, be it Resolved by the Wabasha County Board of Commissioners that the Southeastern Minnesota Housing Network is hereby authorized as an entity to be charged with the administration of funds made available through the Minnesota Housing Finance Agency Family Homeless Prevention & Assistance Program in the county of Wabasha, in Minnesota.

Resolution Number: 2009-057
Whereas, the Criminal Justice Center is currently under construction and scheduled to be completed September 30, 2009, and
Whereas, jail staff has been budgeted for the facility and needs to be in place in order to meet training requirements prior to the completion of the facility.
Now, Therefore, be it Resolved by the Wabasha County Board of Commissioners that the County Sheriff be authorized to advertise and interview through Human Resources to create an Eligibility List for these positions. These positions are to be advertised utilizing the existing pay scale.

Sheriff Rodney Bartsh came before the Board to ask to advertise to fill new positions at the jail. Commissioner Windhorst would like the Jail Administrator to look into the costs of not opening the jail. Charlene Rickard, Wabasha County Jail Administrator, said they are close to finishing the first draft of the Policy & Procedures for the new jail. They have discovered 130 items that need training for the field training manual. The inmate count is up from last month as well as the boarding cost. Mileage and salary’s for transporting is down. Medical costs for February 2009 was $3,014.
HALL - DWELLE
Resolution 2009-058
Whereas, the County Attorney’s Office for Wabasha County, Minnesota, has entered into an agreement with the City of Plainview to perform prosecution and civil forfeiture matters for the City of Plainview for a period of one year, beginning April of 2009, and
Whereas, the City of Plainview pays the County Attorney $1500 per month for said services, and
Whereas, no county funds are expended for the performance of the contract,
Now, Therefore, Be It Resolved, The entire contract sum under the agreement shall be paid to the County Attorney budget and each of the three attorneys shall receive, as additional compensation, the sum of $400 per month during the term of the Contract.
