Meeting of January 26, 2010
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, January 26, 2010 at 11:00 a.m. The meeting was called to order by Board Chairman Dwelle. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.
Motion to approve the agenda with addition of Resolution 2010-025- Purchase Patrol Vehicle.

Commissioners reported on meetings they attended. Administrator’s Update: - Public Health Building - La Crosse - Closed Session for contract negotiations There was no public comment during the public forum.
Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims Minutes: January 19, 2010 Accept Donations: $500 from the Southern Minnesota Initiative Fund to the Great River Ridge Trail for trash receptacles along the trail.

It was the consensus of the Board to hold the County Board of Appeal & Equalization Meeting at 7pm on June 8th. The regular Board meeting will be held at 5pm that day also.
It was the consensus of the Board to hold a Highway Department Shop Tour on Tuesday, March 23rd after the regular Board meeting.
Resolution No. 2010-022
Whereas: mentoring is a caring, committed, long-term, relationship between youth and an adult community volunteer, that fosters the development of positive social values, and skills, empowering the youth for a positive future;
Whereas: the leadership of Wabasha County supports the Youth Link Mentorship Program and the services it provides for youth and the community as a whole;
Whereas: the Youth Link Mentorship Program was created to promote, advocate, foster and support mentoring for Wabasha County’s youth;
Now, Therefore, be it Resolved by the Wabasha County Board of Commissioners does hereby proclaim the month of January, as: “Mentoring Month for Wabasha County”

Resolution No. 2010-023
Be It Resolved that the Wabasha County Board of Commissioners hereby Authorizes payment from the Feedlot III low cost share fix 319 grant for Tom Miller in the amount of $5000.00.

Resolution No.: 2010-024
Whereas, the 16 counties in Southeast MN, that are the committee members of the Region One – Southeast Minnesota Homeland Security and Emergency Management Organization Joint Powers Committee, have established a mechanism whereby they may jointly exercise powers common to each party on issues requiring regional coordination by having created a Joint Powers Agreement; and
Whereas, the committee for said Joint Powers Agreement shall be made up of one voting member from each county; the member from Wabasha County shall be County Emergency Management Director and a Wabasha County Board Member may serve as alternate; and Now, Therefore, be it resolved that Wabasha County appoint a County Board member to serve as alternate on the committee to represent Wabasha County.
Commissioner Hall volunteered to serve as alternate.

Charlene Rickard, Jail Administrator came before the Board to inform them that the jail inmate population today is 19. Medical expenses for inmates for the month of December were $886.28. She also stated that Jailer training is moving along. They still have a lot of crucial training to cover yet including first aid, med training, and use of force. Charlene also brought up the fact that Wabasha County could have the opportunity to house State inmates. They are looking into that. Another jailer has dropped out of training, so there is another vacancy to be filled. There will be a formal resolution brought to the next meeting to hire.
Resolution No: 2010-025
Whereas, the Wabasha County Sheriff’s Office is requesting to purchase a 2008 Ford Crown Victoria at a cost of $19,900.00; and Whereas, this vehicle is to replace squad #85, a 2006 Dodge Charger, which was damaged in a head-on collision on December 25, 2009 (MCIT Claim #102AL1015040); and
Whereas, the money for the purchase of this vehicle will come from the insurance settlement amount of $9,796.44 and the balance from the Safe Driving Class fund.
Whereas, there will also be an additional $4,000 to $5,000 approximately that will be turned in to insurance for equipment damage claim. These monies are also being requested to be used to offset the cost of equipment to outfit this vehicle.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff is authorized to purchase a 2008 Ford Crown Victoria from Sugar Loaf Ford in Winona, Minnesota at a cost not to exceed $19,900.00. The Sheriff is also authorized to use the insurance money from the anticipated equipment damage claim to outfit this vehicle with new equipment.
Be it Further Resolved by the Wabasha County Board of Commissioners that funding for the purchase of the 2008 Ford Crown Victoria and equipment to outfit this vehicle will be offset from the insurance settlement monies and the balance from the Safe Driving Class fund.

Motion to enter in to a closed session for Union Grievance discussion. Amy Judy explained the grievance to the Board. No decision was made by the Board regarding this grievance during the closed session.

Motion was made to close the meeting again to discuss the grievance, this time so the commissioners could further discuss the grievance with the Assistant County Attorney. It was decided that the Assistant County Attorney and the County Administrator would draft a letter in response to the grievance.
