Meeting of March 2, 2010
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, March 2, 2010 at 9:00 a.m. The meeting was called to order by Board Chairman Dwelle. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.
WINDHORST - HALL
Motion to approve the agenda.

Commissioners reported on meetings they attended. Administrator’s Update: Lake Zumbro Improvement District – March 9, 11:00 a.m. Jim Mulder retiremenet, AMC There was no public comment during the public forum.
RIESTER - WINDHORST
Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims Minutes: February 16, February 23, 2010 SE MN Drug Task Force Matching Funds Requirement of $6,000

Resolution Number: 2010-042
Whereas, the Wabasha County Extension Committee has nominated Patty Zabel-Duden of Plainview to serve as a member of the Extension Committee for a period of three (3) years,
Now, Therefore Be It Resolved that the Wabasha County Board of Commissioners appoint Patty Zabel-Duden to the Wabasha County Extension Committee.

Jen Dankers, Soil & Water Conservation District Manager, gave an update on S&WCD finances and personnel. Delay in hiring the Water Planner with a three-month and potentially six-month evaluation to verify the budget is sound. The position would continue to be covered with the remaining three personnel.
WINDHORST – HALL
Resolution No.: 2010-043
Whereas, Wabasha County is seeking authorization to apply for a grant from the Office of the Secretary of State of Minnesota for Federal funds to improve access to the county building for persons with disabilities, and
Whereas, a signed County Board resolution must accompany the application.
Now therefore be it resolved that the Wabasha County Board of Commissioners is hereby authorized to:
a) Apply for a grant from the Office of the Secretary of State of Minnesota for Federal funds pursuant to Title II, Section 261 of the Help America Vote Act for the sole purpose of improving access to polling places in this county for persons with disabilities;
b) Enter into an agreement with the Office of the Secretary of State governing the receipt, expenditure, reimbursement and reporting of such a grant;
c) Receive and account separately in a manner sufficient to meet generally accepted government accounting principles sufficient to pass federal audit; and
d) Expend any sums received in the manner indicated in the grant application and agreement with the Office of the Secretary of State. No further action by the County Board is required for actions related to this grant.

Resolution No.: 2010-044
Whereas, Wabasha County has designated First State Bank of Wabasha as a depository of its public funds pursuant to Minnesota Statutes, Chapter 118A; and
Whereas, with the opening of the Jail a checking account is needed to manage the inmate funds,
Now therefore be it resolved, by the Wabasha County Board of Commissioners authorizes the opening of a checking account to manage the inmate funds,
Be it further resolved, by the Wabasha County Board of Commissioners that the following employees are given specific authority on this account at First State Bank of Wabasha per the attached sheet. (See Attachment at Auditor/Treasurer's Office)
