Meeting of April 20, 2010
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, April 20, 2010 at 9:00 a.m. The meeting was called to order by Board Chairman Dwelle. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.

The state auditor notified the Board of the upcoming financial audit and also outlined the responsibilities of management. Traci Green, Probation Director, led a discussion on starting a half-time Sentencing to Service Program (STS) in Wabasha County. The full-time STS crew would be shared with Goodhue County. STS is a sentencing alternative for courts that puts carefully selected, non-violent offenders to work on community improvement projects.

Resolution No: 2010-071 (CFDA #20.600) (Grant #10-02-07)
Whereas, the Wabasha County Sheriff’s Office is requesting to participate in the Safe & Sober May Mobilization Mini-Grant Program; and Whereas, this is an agreement with the Minnesota Department of Public Safety, Office of Traffic Safety;
Whereas, this is a reimbursement funding grant program, which runs from May 3, 2010 through June 30, 2010;
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Wabasha County Sheriff’s Office is authorized to participate in the 2010 Safe & Sober May Mobilization Mini-Grant Program.
Be it further Resolved by the Wabasha County Board of Commissioners that: the Wabasha County Sheriff’s Office is hereby authorized to act as the fiscal agent and administer the grant on behalf of the Wabasha, Lake City, and Plainview Police Departments.

Whereas, Wabasha County accepts Limited PSAP Participation Plan with State of Minnesota Department of Transportation; and
Whereas, this PSAP Limited Participation Plan on the ARMER Radio System will establishing connectivity with the ARMER 800MHz radio backbone.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: The Chairperson of the Wabasha County Board of Commissioners is hereby authorized to sign Limited PSAP Participation Plan with State of Minnesota Department of Transportation.

Whereas, the following applicant wishes to have their Minnesota Lawful Gambling – Premise Permit Application approved: Oronoco Relief Association at Grampa Ed’s in Mazeppa Township, 40240 County Road 90, Mazeppa, and
Whereas, the application is good for two years.
Now therefore be it Resolved by the Wabasha County Board of Commissioners hereby approves the Minnesota Lawful Gambling – Premise Permit Application for the Oronoco Relief Association at Grampa Ed’s in Mazeppa Township, subject to the approval of the State of Minnesota Gambling Control Board.

Resolution No.: 2010-074
Whereas, the Wabasha County Highway Department has sought and received proposals for herbicide application contract services; and Whereas, the proposal from Barth Construction Inc. was the lowest proposal received per unit price at $41.00 per acre.
Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby authorizes the County Engineer to purchase herbicide application contract services from Barth Construction Inc.

Whereas, Wabasha County has advertised for 2010 Part-Time Temporary Summer Employment.
Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby authorizes the County Highway Engineer to hire the following applicants for 2010 Part-Time Temporary Summer Employment at $10.00/hour: Riley Koller, Jason Straskowski, Tony Tentis

Resolution No.: 2010-076
Whereas, In accordance with Minnesota Statute 400.01 Wabasha County is given the responsibility to conduct solid waste management programs; and
Whereas, In accordance with the Wabasha County Solid Waste Ordinance, solid waste haulers must be licensed to operate within Wabasha County; and
Whereas, Solid Waste Haulers Licenses must be granted by the Wabasha County Board of Commissioners; and
Whereas, The Wabasha County Solid Waste Officer has collected applications, the required support information and fees required by the County Solid Waste Ordinance from local solid waste haulers who wish to be licensed.
Now, Therefore Be it Resolved that the Wabasha County Board of Commissioners hereby approves the following solid waste haulers licenses for one year beginning February 1, 2010 and ending January 31, 2011. Resolution No.: 2010-077
Whereas, with the renovation of the courthouse/annex building, the carpet in the building needs to be replaced, due to the removal of walls and the inability to match the existing carpet.
Whereas, two quotes obtained were relatively close in price to replace the carpet in the annex area of the courthouse.
Whereas, Sonny’s carpet and linoleum submitted the low quote for the carpet replacement.
Now, Therefore, be it Resolved by the Wabasha County Board of Commissioners that the carpet replacement be awarded to Sonny’s carpet and linoleum at their quoted price, including the additional two room’s at the quoted price.

Whereas, Wabasha County Public Health is in the process of revalidation to maintain their Medicare Certification, and
Whereas, this process requires a letter signed by the Board Chair stating that Wabasha County will be legally and financially responsible in the event that there is any outstanding debt owed to CMS (Medicare)
Now Therefore be it Resolved, by the Wabasha County Board of Commissioners that: the Board Chair sign a letter stating that county will be legally and financially responsible in the event that there is any outstanding debt owed to CMS (Medicare)

Bill Colopoulos, SE Service Co-op Insurance Consultant, made a presentation to the Board in regard to upcoming options for health insurance.
