Meetnig of May 4, 2010
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, May 4, 2010 at 9:00 a.m. The meeting was called to order by Board Chairman Dwelle. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.

Resolution No.: 2010-088
Whereas, the Zumbrowatha Trails Snowmobile Clubs of Wabasha County request that Wabasha County be their local sponsoring unit of government for pass-through of MN DNR snowmobile trail system funding.
Now therefore be it Resolved by the Wabasha County Board of Commissioners that: Wabasha County act as the sponsor for an application for funding to the State of Minnesota Department of Natural Resources for development of maintenance of snowmobile trails managed by the clubs of Zumbrowatha Trails-Wabasha County for the 2010-2011 snow season,
Be it further resolved: that upon approval of its application by the state, that Wabasha County may enter into an agreement with the State of Minnesota for the above referenced project and that it will act as the pass-thru for funds to the clubs as outlined in the Assistance Program manual,
Be it further Resolved: that the County Auditor and/or Deputy Auditor is hereby authorized to serve as the fiscal agent for the above referenced project, Be it further resolved: that Marvin Howatt is appointed to be a County Trail Coordinator to work with the county clubs and assist the county in administering this program.

Whereas the State of Minnesota DNR along with Wabasha County has approved the Zumbrowatha Trails Association of Wabasha County’s request for the County to act as the sponsoring unit of government for pass-through of funds to the snowmobile clubs for the 2010-2011 snow year as outlined in the Assistance Program Manual.
Therefore, be it resolved that the Wabasha County Commissioners enter into a County-Club contract with each of the five snowmobile clubs within the Zumbrowatha Trails Association to administer their club’s portion of the trail system for the 2010-2011 snow year according to the regulations outlined in the attached contract. The five snowmobile clubs consist of the Zumbro Valley, Wabasha Driftskippers, Cliff & Coulee Climbers, Elba Snowbirds and the Four Seasons.

Whereas, the Planning Commission held a public hearing on April 26, 20010 and reviewed the Conditional Use Permit Application by PERRY JUENEMANN, DAVID E & MARCIA C MEYER, 70519 HIGHWAY 61, READS LANDING MN 55968-6837, to allow the establishment of a Bed & Breakfast facility as regulated under Article 10, Sect. 3, Subd. 2 of the Wabasha County Zoning Ordinance. The conditional use involves the following property: 70680 213th Avenue, Wabasha MN 55981 NE1/4 AS DESC IN B166 P944 Parcel # 13.00076.06 Sec 23 T111N R11W (Pepin Township)
Whereas, the Planning Commission approved the request 3-0 and recommends approval from the County Board with the following conditions: 1) Applicant must to meet all licensing codes for well and septic thru County Health.
Now therefore be it resolved that the Wabasha County Board of Commissioners approves the Conditional Use request with listed conditions.

Resolution No.: 2010-091
Whereas, the Planning Commission held a public hearing on April 26, 20010 and reviewed the Conditional Use Permit Application by GARY W. ENGLERTH, 14429 664TH STREET, WABASHA MN 55981. The request is for a Conditional Use Permit to allow the dog grooming business as regulated under Article 12, Section 3, Subd 6 of the Wabasha County zoning Ordinance. The conditional use involves the following property: 14429 664TH STREET, WABASHA MN 55981 Parcel # 05.0008.30 Unplatted Lot 17 Section 12 T110NR010W (Greenfield Township)
Whereas, the Planning Commission approved the request 3-0 and recommends approval from the County Board with the following conditions: None
Now therefore be it resolved that the Wabasha County Board of Commissioners approves the Conditional Use request with listed conditions.

Resolution No.: 2010-092
Whereas, the Planning Commission held a public hearing on April 26, 20010 to consider a County Board request to amend the Wabasha County Zoning Ordinance. The request is to change the wording in Article 9 and 10 Section 2 Subd. 2 – location of 2nd dwelling. A maximum of one additional farm dwelling, which may be permanent or temporary, In the farmyard located on the same parcel to accommodate any of the following purposes; any temporary structure shall be removed when the need is terminated:

Now therefore be it resolved that the Wabasha County Board of Commissioners approves the Conditional Use request with listed conditions.

Whereas, Wabasha County Assistant County Attorney Renee Carlson has tendered her resignation,
Whereas, her last day of employment in Wabasha County will be May 7, 2010,
Now Therefore be it Resolved by the Wabasha County Board of Commissioners accept the resignation of Renee Carlson effective May 7, 2010.

Resolution No.: 2010-094
Whereas, a vacancy has been created in the County Attorney’s Office,
Whereas, a replacement Assistant County Attorney should be retained to replace outgoing Assistant Renee Carlson,
Now Therefore be it Resolved by the Wabasha County Board of Commissioners the Wabasha County Administrator and Wabasha County Attorney to begin the process to retain a new Assistant County Attorney.

Resolution No.: 2010-095
Whereas, Wabasha County accepts quoted cost of Logging, Playback and Recording System to record necessary radios, and phones; and
Whereas, Whitewater Wireless, Motorola, and Nice will provide necessary equipment to accomplish required logging, playback, and recording of such devices.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: The Chairperson of the Wabasha County Board of Commissioners is hereby authorizing Whitewater Wireless to supply and install said equipment not to exceed $36,000.00.

Whereas, Wabasha County apply for grant reimbursement for preparing Wabasha County Limited PSAP Participation Plan with State of Minnesota Department of Transportation; and
Whereas, the Wabasha County PSAP Limited Participation Plan was prepared by PSC Alliance, Inc, at a cost of $30,000.00.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: The Chairperson of the Wabasha County Board of Commissioners is hereby authorized to apply for Grant reimbursement for Wabasha County Limited PSAP Participation Plan thru the Southeast Regional Radio Board in the amount of $30,000.00
