Meeting of July 20, 2010
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, July 20, 2010 at 9:00 a.m. The meeting was called to order by Board Chairman Dwelle. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.

Motion to approve the agenda.

Commissioners reported on meetings they attended. Administrator’s Update: Wabasha County Township Officers meeting, August 3, 7:30 p.m. in Millville Assistant County Attorney There was no comment during the public forum.

Resolution No.: 2010-138
Whereas, Wabasha County has designated First State Bank of Wabasha as a depository of its public funds pursuant to Minnesota Statues, Chapter 118A; and
Whereas, the Finance Director has been authorized to open a account to manage the jail inmate funds; and
Whereas, it has become necessary to update the signatures due to personnel changes,
Now therefore be it resolved, that the Wabasha County Board of Commissioners approves Richard G. Hall as an authorized signer on the Jail Inmate Account at First State Bank and that Faye Brown is removed as an authorized signer.

Resolution No: 2010-139
Whereas, the Wabasha County Sheriff’s Office is requesting to participate in the 2011 Safe & Sober Grant Program; and
Whereas, this is an agreement with the Minnesota Department of Public Safety, Office of Traffic Safety;
Whereas, this is a federally funded reimbursement grant program, which runs from October 1, 2010 through September 30, 2011;
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Wabasha County Sheriff’s Office is authorized to participate in the 2011 Safe & Sober Grant Program.
Be it further Resolved by the Wabasha County Board of Commissioners that: the Wabasha County Sheriff’s Office is hereby authorized to act as the fiscal agent and administer the grant on behalf of the Wabasha and Lake City Police Departments.

Resolution No: 2010-140
Whereas, a vacancy for a Jailer position has been created;
Whereas, it is expected that this vacancy will be filled from the pool of prior applicants.
Whereas, the Wabasha County Sheriff is requesting authorization to hire a Jailer to fill this vacancy.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: The Wabasha County Sheriff’s Office is hereby authorized to hire a Jailer to fill the current vacancy, effective immediately.

Be It Resolved that the Wabasha County Board of Commissioners hereby authorizes payment from the Feedlot III Low Cost Share Fix 319 Grant for Alan Wallerich in the amount of $5,000.00

Resolution Number: 2010-142
Whereas, the Minnesota High Speed Rail Commission (hereafter known as The “Commission”) is a political subdivision and local government unit of Minnesota, and;
Whereas, the Commission is established by Joint Powers Agreement by and between Ramsey County Regional Railroad Authority, Washington County Regional Railroad Authority, Dakota County Regional Railroad Authority, Goodhue County Regional Railroad Authority, Wabasha County Regional Railroad Authority, Winona County Regional Railroad Authority, City of St. Paul, City of St. Paul Park, City of Cottage Grove, City of Hastings, City of Red Wing, City of Lake City, City of Wabasha, City of Goodview, City of Winona, City of St. Charles, City of Utica, and;
Whereas, the Commission is working to establish high speed intercity passenger rail service between the Union Depot Multi-modal Transit Hub in St. Paul and Chicago along the current Amtrak Empire Builder route in Minnesota which parallels the Mississippi River, and; Whereas, the Ramsey County Regional Railroad Authority has purchased the Union Depot’s head house and concourse in the process of assembling 33 acres of property for the implementation of a multi-modal transit hub at the Union Depot, and;
Whereas, the Union Depot Multi-modal Transit Hub is the St. Paul station for high speed rail serving the Twin Cities and Chicago, and; Whereas, the Ramsey County Regional Railroad Authority will be submitting a TIGER II Grant request for approximately $90 million for the Union Depot Multi-modal Transit Hub in St. Paul, and;
Whereas, this request is consistent with the recognition of the Union Depot as a Project of National and Regional Significance in SAFETEA-LU; and
Whereas, the award of this funding will allow the build out of the station so that it can accommodate Amtrak, high speed rail, light rail transit, commuter rail, inter and intra city buses, pedestrians, and bicyclists.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners hereby supports the efforts by the Ramsey County Regional Railroad Authority to seek approximately $90 million in TIGER II funding for the build out of the Union Depot Multi-modal Transit Hub in St. Paul.

NORMAN - RIESTER
Resolution No.: 2010-143
Whereas, Wabasha County has had a three year contract with DTI of Winona, and;
Whereas, Wabasha County had previously had three separate contracts for this same service at a greater cost to the County, and; Whereas, DTI will renew the contract at the present rate of $27.99 per line and $.039 per minute for long distance, while Qwest wants $37.65 and TDS wants $31.25 per line, and;
Whereas, DTI will give the County two months of free local service for all “651-565” analog lines with a 36 month renewal of the present contract.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners to enter into a renewed contract for telephone service with DTI of Winona for a three year period, as being in the best financial interest of the County.

Resolution No.: 2010-144
Whereas, Wabasha County desires to sell the Public Health Building, and; Whereas, the most expedient means of doing so is through the sealed bid process with a provision allowing the County to reject any or all bids.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners authorizes the County Administrator to place an advertisement requesting sealed bids for the sale of the Public Health Building.

WINDHORST - RIESTER
Resolution Number: 2010-145
Whereas, the Wabasha County HRA is requesting an adjustment to their rehab funds grant, and;
Whereas, they ask that money from the commercial rehab funds be transferred into the residential rehab fund, and;
Whereas, 23 commercial rehab applications were received and 14 of them have dropped and the HRA was unable to generate more applicants, and;
Whereas, 15 residential projects have been completed and there are 7 applicants on the waiting list. The transfer of funds would allow the HRA to serve an additional three households on the residential waiting list.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that they approve a grant adjustment from the commercial rehab funds to the residential rehab funds.
