Meeting of November 23, 2010
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, November 23, 2010 at 11:00 a.m. The meeting was called to order by Board Chairman Dwelle. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.
Motion to approve the agenda.

Resolution No.: 2010-216
Whereas, the Wabasha County Fee schedule has been reviewed by department heads; and
Whereas, the updated 2011 fee schedule has been attached;
Now therefore be it resolved, by the Wabasha County Board of Commissioners that the 2011 Wabasha County Fees Schedule as presented has been approved.

Resolution No.: 2010-225
Whereas, Whitetail deer are a valuable and renewable natural resource, and;
Whereas, Minnesota is home to a large deer herd and vast amounts of high quality deer habitat, much of it available to the public for hunting, and;
Whereas, Minnesota was once the top state in the nation for producing high numbers of Boone and Crockett record book bucks, but because of the way the herd has been managed for more than 35 years, Minnesota has fallen steadily in the record books, and; Whereas, this dramatic fall in the numbers of trophy bucks is an indication of the number of mature bucks in the deer herd in this state, and is also an indicator of the health of the Minnesota deer herd, and;
Whereas, because of the relatively few mature bucks in the deer herd, this has cost the state of Minnesota millions of dollars in lost revenue, and has cost the private sector in this state many millions more in revenue from lost opportunity as well as in real dollar costs, and;
Whereas, Deer management decisions and changes have proven to be very difficult for the DNR to make and for the deer hunting community to accept,
Now Therefore be it Resolved by the Wabasha County Board of Commissioners urges that a commission of all interested stakeholders including the hunting and conservation, government, political, agriculture, business and tourism communities be formed in order to evaluate the current deer management system in Minnesota, and to consider management practices, changes and goals that could be made to the current system in order to maximize the recreational and economic potential of the deer recourses of Minnesota in the future.

Resolution No.: 2010-226
Whereas, there will be an open position for a Member at Large as of January 1, 2011 in the Resource Conservation Development Program (RC&D) and;
Whereas, this is a County appointed position, and;
Whereas, at the October 26, 2010 Wabasha Soil and Water Conservation District Board of Supervisors Meeting, it was motioned that Ralph Breuer be approved for recommendation for the Member at Large position.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that they approve the motion to recommend Ralph Breuer as Member at Large starting January 1, 2011.

Resolution No. 2010-227
Be It Resolved that the Wabasha County Board of Commissioners hereby authorizes payment from the Feedlot V Low Cost Share Fix 319 Grant for Dave Cronin in the amount of $10,000.00

Resolution No.: 2010-228
Whereas, Denise Anderson is the Auditor/Treasurer elect for Wabasha County and will be assuming office January 4, 2011, and; Whereas, Minnesota statute 3.088 allows elected public officials to request a leave of absence for up to eight years with reinstatement in their current position or a like position if the position still exists, and;
Whereas, Denise Anderson is requesting Board approval of such a leave of absence.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that she be granted the requested leave for a term of up to ten years, effective January 4, 2011.

Resolution No.: 2010-229
Whereas, the Wabasha County Auditor/Treasurer’s Office has an upcoming vacancy of a full-time position of Deputy Auditor/Treasurer Supervisor, and
Whereas, the Auditor/Treasurer Elect will be re-structuring the duties of the current Deputy Auditor/Treasurer Supervisor and will not be filing the position as Deputy Auditor/Treasurer Supervisor.
Whereas, the new duties and responsibilities fit the position of Chief Deputy Auditor/Treasurer, union position grade 9.
Now, Therefore be it Resolved by the Wabasha County Board of Commissioners hereby authorizes the Wabasha County Auditor/Treasurer Elect to advertise the vacant position of Chief Deputy Auditor/Treasurer.

Resolution No.: 2010-230
Whereas, the satellite dish at 411 Hiawatha Drive is no longer used by the County and there is no foreseen future use, and;
Whereas, this dish is in the way of grounds maintenance and is unsightly in its present location, and;
Whereas, the only value in this dish is in the metal it contains.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the County Administrator is authorized to dispose of the unused satellite dish in the means most advantageous to the County.

Resolution No.: 2010-232
Whereas, the Directors of Social Services and Public Health Services have provided detailed information to the Human Services Board on a proposal to use funding from South Country Health Alliance for capital equipment; and
Whereas, funds for these expenditures are available from one-time funding through South Country Health Alliance (SCHA); and
Whereas, the Directors have identified the replacement of a high capacity printer/copier and an upgrade of computer hardware as being a priority for the use of the SCHA funds; and
Whereas, these capital purchases will require no increase in the county tax levy; and
Whereas, the Directors of Public Health Services and Social Services recommend the purchase of the computer hardware upgrade and replacement of a high capacity printer/copier; and
Whereas, Wabasha County Policy requires capital purchases approved by the Human Services Board to also be approved by the Wabasha County Board of Commissioners;
Whereas, the Human Services Board has recommended approval of this purchase;
Now, therefore be it resolved, the Wabasha County Board of Commissioners hereby approves the purchase of computer hardware equipment, not to exceed $13,900 and a high capacity printer/copier at a cost not to exceed $11,500.
