Meeting of March 15, 2011

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, March 15, 2011 at 9:00 a.m.

The meeting was called to order by Board Chairman Norman.

The following Commissioners were present: Norman, Hall, Roschen, Wobbe, Harms

Motion to approve the agenda.

There was no comment during the public forum.

Resolution No.: 2011-051

Whereas, Social Services is replacing their minivan with a new pool car, and; 

Whereas, Veteran Services possesses an older van with more miles, that is in need of replacement and;

Whereas, it would make more economic sense to transfer the Social Services van to Veteran Services and dispose of the older Veteran Services van. 

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Social Services van be transferred to Veteran Services and the older Veteran Services van be sold on e-bay.

Resolution No.:  2011-052

 Whereas, Project S.A.P. 079-600-010 – Grading and Aggregate Surfacing on County Road 86, 642nd Street, and 261st Avenue with any and/or all Supplemental Agreements, Change Orders or Work Orders, has been completed.  

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to Fitzgerald Excavating and Trucking, Inc. in the amount of $37,070.02.

Resolution No.:  2011-053

Whereas, the County of Wabasha is planning to implement County State Aid Highway projects in 2011 which will require State Aid funds in excess of those available in its State Aid Regular Construction Account, and 

Whereas, said County is prepared to proceed with the construction of said projects through the use of an advance from the County State Aid Construction Fund to supplement the available funds in their State Aid Regular Construction Account, and

Whereas, the advance is based on the following determination of estimated expenditures:

Whereas, repayment of the funds so advanced will be made in accordance with the provisions of Minn. Stat. 162.08, Subd. 5 & 7 and Minn. Rules, Chapter 8820, and 

Now therefore be it resolved by the Wabasha County Board of Commissioners that the Commissioner of Transportation be and is hereby requested to approve this advance for financing approved County State Aid Highway projects of the County of Wabasha in an amount up to $1,273,000 in accordance with Minnesota Rules 8820.1500, Subp. 9 and hereby authorize repayments from subsequent accruals to the Regular Construction Account of said County from future year allocations until fully repaid.

Resolution No.:  2011-054 

Be it resolved by the Wabasha County Board of Commissioners that Wabasha County enter into the attached “Cooperative Agreement Between the City of Plainview and Wabasha County” for the proposed construction project on Wabasha County Highway 8 and authorizes the Chairman of the Board and County Administrator to execute the attached Agreement.

Resolution No.:  2011-055 

Whereas, Traffic Marking Service, Inc. is the lowest responsible bidder for C.P. 079-11-8020. 

Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby accepts the bid of Traffic Marking Service, Inc. on Contract No. 11001 for Project C.P. 079-11-8020 in the amount of $65,985.93 and that the Chairman of the County Board and the County Administrator are hereby authorized to execute a Contract with Traffic Marking Service, Inc. for this work.

Resolution No.:  2011-056 

Whereas, Rochester Sand and Gravel, Division of Mathy Construction Company is the lowest responsible bidder for S.A.P. 079-604-048 and 079-633-007. 

Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby accepts the bid of Rochester Sand and Gravel, Division of Mathy Construction Company on Contract No. 11005 for Project S.A.P. 079-604-048 and 079-633-007 in the amount of $2,050,781 and that the Chairman of the County Board and the County Administrator are hereby authorized to execute a Contract with Rochester Sand and Gravel, Division of Mathy Construction Company for this work.

Resolution No.:  2011-057 

Whereas, Rochester Sand and Gravel, Division of Mathy Construction Company is the lowest responsible bidder for S.A.P. 079-616-005. 

Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby accepts the bid of Rochester Sand and Gravel, Division of Mathy Construction Company on Contract No. 11003 for Project S.A.P. 079-616-005 in the amount of $1,045,633.40 and that the Chairman of the County Board and the County Administrator are hereby authorized to execute a Contract with Rochester Sand and Gravel, Division of Mathy Construction Company for this work.

Resolution No.:  2011-058 

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for SAP 079-608-012.

Resolution No.: 2011-059 

Whereas, the County Board has decided to proceed with the Strategic Planning process, and; 

Whereas, it is in the best interest of the County to secure a professional facilitator to take the County through this process, and; 

Whereas, three proposals were solicited to this end, and two proposals were received, and;

Whereas, one proposal, while more costly than the other, takes the County much further through the process with the potential of many times the savings of the additional cost.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that they approve an agreement with Devlin Coryea in the proposed amount of $7,825 for facilitation and planning services.

Resolution No.: 2011-060 

Whereas, the contract between Wabasha County and the Teamsters representing the jailers and dispatchers expired on December 31, 2010, and;

Whereas, the County and Teamsters have been in negotiations since late 2010 and failed to resolve outstanding issues, and;

Whereas, due to this inability to settle, the Teamsters requested State Mediation and a session was subsequently held on March 3rd, 2011, and;

Whereas, this mediation resulted in a tentative agreement between Wabasha County and the Teamsters requiring approval by the County Board.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that they approve the tentative agreement reached between the Wabasha County negotiating team and the Teamsters in the Mediation session.
