Wabasha County Board of Commissioners

Meeting of March 22, 2011

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, March 22, 2011 at 11:00 a.m.

The meeting was called to order by Board Chairman Norman.

The following Commissioners were present: Norman, Hall, Roschen, Wobbe, Harms 

ROSCHEN - HARMS

Motion to approve the agenda.

There was no comment during the public forum.

Motion to approve the consent agenda including the following:

Resolution No.: 2011-061

Whereas, Wabasha County owns a parcel of land that has a federal lien in excess of $1,000,000 encumbering the parcel

Whereas, that land has an assessed value of $60,000

Whereas, the DNR is interested in purchasing said parcel of land for $60,000 minus fees associated with paying off liens and taxes

Whereas, the DNR would then swap said parcel of land to a private individual which would then place the land back on the county tax roll

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: Wabasha County execute said option contract giving the DNR two (2) months to remove said encumbrances and complete the sale of the land.  If the sale is not completed, the DNR will owe Wabasha County $500.00.

Resolution No.:  2011-062

Whereas, the following applicant wishes to have its “1 to 4 Day Temporary On-Sale Liquor License” approved: Theilman Sportsman Club, 62643 261st Ave, Theilman, West Albany Township, and

Whereas, the liquor license will be in effect for July 3rd and 4th, 2011.

Now therefore be it Resolved by the Wabasha County Board of Commissioners hereby approves the “1 to 4 Day Temporary On Sale Liquor License” to the Club listed above, subject to the approval of the State of Minnesota Liquor Control Commissioner.

Resolution No.: 2011-063

Whereas, the Wabasha County Attorney’s Office has provide prosecution services to the City of Plainview for 2008 (April), 2009 (April), 2010 (April) to April of 2011.

Whereas, the City of Plainview wishes to extend the contract for one year starting April 2011.

Whereas, the County Board of Commissioners, with the recommendation of the County Attorney that said contract be extended at a cost to the City of Plainview of $1,600 per month.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Chairman of the County Board and its Administrator sign said contract upon receipt from the City of Plainview.

Resolution No.: 2011-064

Whereas, the Wabasha County Attorney’s Office wishes to provide prosecution services to the City of Wabasha beginning June of 2011.

Whereas, the City of Wabasha has requested proposals for prosecution services to be submitted by April 14, 2011.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Attorney’s Office is authorized to submit a proposal to the City of Wabasha for the prosecution of City Misdemeanor and Gross Misdemeanor and to represent the City in forfeiture proceedings, at a monthly rate of up to $3,000 commencing June of 2011.

Resolution No.:  2011-065

Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby authorizes the purchase of replacement parts for Unit #012 Case Dozer from General Tractor in the amount of $7718.

Resolution No.:  2011-066

Whereas, Univar USA, Inc. is the lowest responsible bidder for C.P. 079-11-8000.

Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby accepts the bid of Univar USA, Inc. on Contract No. 11002 for Project C.P. 079-11-8000 in the amount of $79,423.34 and that the Chairman of the County Board and the County Administrator are hereby authorized to execute a Contract with Univar USA, Inc. for this work.

WOBBE - ROSCHEN

Resolution No.: 2011-067

Whereas, the County has developed a new website through the efforts of a Workforce Development employee, and;

Whereas, this new website contains more information and is more interactive, requiring more frequent updates and content changes, and;

Whereas, updates and content changes have not been a priority with the IT staff due to other duties and obligations, and;

Whereas, the Board has expressed an interest in having the individual who created the website continue in the role of webmaster for the site, and;

Whereas, the individual, Doug Ihrke, has proposed that the County pay him $25 per hour for work on updates and content changes with prior authorization for time made by the County Administrator.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that they authorize the County Administrator to enter into an agreement with Doug Ihrke to perform the duties of webmaster for the County’s new website at a cost of $25 per hour with prior authorization for time made by the County Administrator.

ROSCHEN - HARMS

Resolution No.: 2011-068

Whereas, Given the current economic situation and the realities facing local government it has become evident that greater emphasis be put on collaboration between local government entities to more efficiently and effectively serve our constituents, and;

Whereas, the Wabasha County Board of Commissioners has committed to work with other local government entities to this end, and;

Whereas, Goodhue County has made the same commitment.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County formally commits to collaborate with Goodhue County on services to the mutual benefit of both counties.
