The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, June 28, 2011 at 11:00 a.m.
The meeting was called to order by Board Chairman Norman. The following Commissioners were present: Norman, Hall, Roschen, Wobbe, Harms

WOBBE - HALL Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims Minutes: June 21, 2011 Adopted Unanimously ROSCHEN - HARMS Recess to Board of Equalization. Adopted Unanimously ROSCHEN - HARMS Resolution No.: 2011-136 The Wabasha County Board of Appeal and Equalization convened at the Wabasha County Courthouse in the City of Wabasha, Minnesota, on June 21, 2011 at 6:03 p.m. The following members were present: Commissioners Richard Hall, Dave Harms, Merl Norman, Mike Wobbe, Deb Roschen and Auditor/Treasurer Denise M Anderson. Also present was County Assessor Loren Benz and Appraisers Dick Schouweiler, Luanne Petron and Penny Schmit. Commissioner Merl Norman called the meeting to order and County Recorder Jeff Aitken swore in all members of the County Board of Appeal and Equalization.
ROSCHEN – WOBBE Be It Resolved, that Commissioner Rich Hall be nominated for the position of Chair of the Wabasha County Board of Appeal and Equalization, that all other nominations cease and a unanimous vote be cast. Adopted Unanimously
The Auditor/Treasurer, in accordance to statute, shall act as Clerk to the Board of Appeal and Equalization. The following changes shall be entered by the Wabasha County Assessor, based on letters received from applicants, items presented by the County Assessor and parties appealing in person.
NORMAN – WOBBE Be It Resolved, that the Wabasha County Board of Appeal and Equalization herby approves to reduce the estimated market value of parcel 22.02020.00, Sterling Trust Company, Larry Wiedenheft, from $30,000 to $20,000. Adopted Unanimously NORMAN – motion made to reduce 22.02384.00, Sterling Trust Company, Debra Frazier, from $34,900 to $22,000 died due to lack of second. HARMS – motion made to reduce 22.02384.00, Sterling Trust Company, Debra Frazier from $34,900 to $20,000 died due to lack of second. NORMAN – ROSCHEN Be It Resolved, that the Wabasha County Board of Appeal and Equalization herby approves to reduce the estimated market value of parcel 22.02384.00, Sterling Trust Company, Debra Frazier, from $34,900 to $23,000. YAY – NORMAN, ROSCHEN, HALL NAY – WOBBE, HARMS ABSTAIN – ANDERSON MOTION PASSED. NORMAN - HARMS Be It Resolved, that the Wabasha County Board of Appeal and Equalization herby approves to make no change on parcel 27.00186.00, Dale & Helen Hartzell. YAY – ROSCHEN, NORMAN, HARMS, HALL NAY – WOBBE ABSTAIN – ANDERSON MOTION PASSED. HARMS - WOBBE Be It Resolved, that the Wabasha County Board of Appeal and Equalization herby approves to change classification of parcel 06.00008.00, George Christenson, JR, from residential to agricultural. Adopted Unanimously. HARMS – WOBBE Be It Resolved, that the Wabasha County Board of Appeal and Equalization herby approves to make no change on parcel 27.01032.00, Ronald D & Carol S Prescher. Adopted Unanimously. NORMAN – HARMS Be It Resolved, that the Wabasha County Board of Appeal and Equalization hereby approves the County Assessor's recommendations for parcel 12.00314.03, Theodore P & Shirley Lehmann, by reducing the estimated market value from $674,100 to $661,700. Adopted Unanimously. HARMS - NORMAN Be It Resolved, that the Wabasha County Board of Appeal and Equalization hereby approves the County Assessor's recommendations for parcel 22.00385.00, JVS LLC, by reducing the estimated market value from $285,600 to $199,700. Adopted Unanimously. ROSCHEN - HARMS Be It Resolved, that the Wabasha County Board of Appeal and Equalization hereby approves the County Assessor's recommendations for parcel 14.00282.00, Phillip R Stoltz, by reducing the estimated market value from $83,700 to $45,600. Adopted Unanimously. NORMAN – ROSCHEN Be It Resolved, that the Wabasha County Board of Appeal and Equalization hereby approves the County Assessor's recommendations for parcel 27.00045.00, James J Roemer, by reducing the estimated market value from $281,800 to $123,500. Adopted Unanimously. HARM - WOBBE Be It Resolved, that the Wabasha County Board of Appeal and Equalization does hereby recess to the June 28, 2011 regular Wabasha County Board of Commissioners meeting at 11:00 a.m. for the sole purpose of approving these minutes. Adopted Unanimously The Wabasha County Board of Appeal and Equalization of Wabasha County, Minnesota, reconvened at the Courthouse in the City of Wabasha, Minnesota, on June 28, 2011 at 11:00 a.m. At the reconvened meeting on June 28, 2011 of the Wabasha County Board of Appeal and Equalization, we do hereby certify that the minutes of the June 21, 2011 recessed meeting of the Wabasha County Board of Appeal and Equalization were approved as presented. Motion was made and duly carried to adjourn. Adopted Unanimously HARMS – HALL Motion to adjourn Adopted Unanimously Reconvene to regular Board meeting. ROSCHEN - HARMS Resolution No.: 2011-137 Whereas, On June 7th the Board of Commissioners voted to accept the bid of Landwehr Construction, Inc. for demolition of the old Wabasha County Sheriff's Office/Jail in the amount of $76,410, and; Whereas, Landwehr subsequently provided a contract which was reviewed by our Assistant County Attorney and found to be in order. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the contract be accepted and the Board Chair be authorized to sign said contract. Adopted Unanimously WOBBE- HALL Resolution No.: 2011-138 Whereas, Project CP 79-11-8010 – Supply and Haul of Crushed Rock with any and/or all Supplemental Agreements, Change Orders or Work Orders, has been completed. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to Bruening Rock Products in the amount of $2469.53. Adopted Unanimously HALL – HARMS Resolution No.: 2011-139 Now therefore be it resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for S.P. 055-610-021, S.P. 079-604-044, S.A.P. 055-610-023 and S.A.P. 079-604-047; Minnesota Project STPX 8811(259).
