Meeting of July 5, 2011


The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, July 5, 2011 at 9:00 a.m.


The meeting was called to order by Board Chairman Norman.

The following Commissioners were present: Norman, Hall, Roschen, Wobbe, Harms

Resolution No.: 2011-140

Whereas, the Wabasha County Board of Commissioners has previously approved the sale of tax forfeited land to the DNR under an option contract;

Whereas, the DNR has signed such option contract giving them two (2) months to complete said purchase;

Whereas, because of the impending State government shutdown which would impact the DNR, Wabasha County would agree to extend the period of that option to September 16, 2011;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: Wabasha County would agree to extend the option contract to the specified date.

Resolution No.: 2011-141

Whereas, the audio/visual equipment in the Wabasha County Board Room no longer meets the needs of Wabasha County to clearly televise and record Board Meetings, making it difficult for the viewing public to clearly see and hear what transpires at Board meetings, and;

Whereas, the County Board has authorized the County Administrator to investigate and procure quotes for replacement equipment that will better meet our needs, and;

Whereas, four quotes were obtained ranging from a high of $33,614 to a low of $8,100 plus sales tax.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the County Administrator is authorized to procure new audio/visual equipment for the Board Room from The Home Technology Store of Rochester in the amount of $8,100 plus sales tax.

Resolution No.: 2011-142

Whereas, the Planning Commission held a public hearing on June 27, 2011 and reviewed the Conditional Use Permit Application by ROBERT LASKA, 66585 155TH AVENUE, WABASHA MN 55981, to allow a pet grooming and cat boarding business in accordance with Article 12, Section 3, Subd. 6 of the Wabasha County Zoning Ordinance. The request involves the following described property:

Parcel # 05.00991.00

Barton Shiloh, Lot 10, Block 01

Section 11, T.110 N. – R.10 W. (Greenfield Township)

Whereas, the Planning Commission approved the request 4-0 and recommends approval from the County Board with the following conditions: Limit to 30 animal units to be allowed on the premises, not including owner's pets.

Resolution No.: 2011-143

Whereas, we are facing a pending State shutdown due to lack of an approved State budget, and;

Whereas, unfunded State services can adversely impact County provided services or the ability of the County to received State and Federal pass through funds, and;

Whereas, there is no indication of the duration of a State shutdown, and;

Whereas, it is in the best interest of the County to be prepared for all eventualities and have authorization for layoff notices approved in advance

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the County Administrator is authorized to prepare and send out layoff notices on a as needed basis, and in the eventuality funds become available that the County Administrator be authorized to call laid off individuals back to work, and;

Be it Further Resolved that the Board will look at continuing health insurance premiums for laid off employees beyond July 31st on a month-by-month basis.

Be it Further Resolved that the Board authorizes the use of accrued vacation and sick time, to the extent available, during any period of layoff for individual employees.

Resolution No.: 2011-144

Whereas, the County has an Sub-Grant Agreement with the State identified as 2000-15989 to comply with all aspects of the Public Assistance Program for FEMA-1941-DR; and

Whereas, the County and State agree a revision to the Sub-Grant Agreement is necessary for the satisfactory completion of the project; and

Whereas, the County and the State are willing to amend the Original Sub-Grant Agreement as stated on the Attached Amendment No. 1 Sub-Grant Agreement 2000-15989.

Be it resolved that the Chairman of the Wabasha County Board of Commissioners and County Administrator are hereby authorized to execute the attached Amendment No. 1 Sub-Grant Agreement 2000-15989 on behalf of Wabasha County.
