Meeting of July 26, 2011


The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, July 26, 2011 at 11:00 a.m.


The meeting was called to order by Board Chairman Norman.


The following Commissioners were present: Norman, Hall, Roschen, Wobbe, Harms



Motion to approve the agenda.

Administrator's Update:

Meeting with legislators and Dept Heads – mandates and fees. When?

Meet with SELCO Thursday, August 4-morning or afternoon; Wednesday, August 10–morning; Thursday, August 11–morning or afternoon. MOE reduced to 90 percent of 2011 amount.

Probation – County vs CCA, state pays 50 percent by statute

Township meeting date is Tuesday, August 2, at 7:30 p.m. at the Millville Legion Hall

Donation of $150 gas card from Michael Trok to Veterans Service

Resolution No.: 2011-150

Whereas, the Planning Commission held a public hearing on April 25, 2011 and reviewed the Conditional Use Permit Application by Michael LaVigne, 65 ASHLEY LANE, ELGIN MN 55932 for a commercial business, in accordance with Article 9, Section 3, Subd. 23 of the Wabasha County Zoning Ordinance. The request involves the following described property:

Parcel # 12.00340.03

56170 278TH Avenue Plainview MN 55964

The West 470 feet of the North 470 feet of the SE ¼ of the SW ¼, Section 35, T.109 N. – R.12W (Oakwood Township).

Whereas, the Planning Commission approved the request 5-0 and recommends approval from the County Board with the following conditions:

1) Mr. LaVigne gets proper building permit and inspection on Ag building.

Whereas the request was tabled at the May 3rd meeting for further information and review of the circumstances surrounding the request. Applicant was given a 60 day extension.

Now therefore be it resolved that the Wabasha County Board of Commissioners approves the Conditional Use request with listed conditions.

Resolution No: 2011-151

Whereas, a letter of resignation was tendered by Full-Time Jailer Anthony Wurst, and;

Whereas, Mr. Wurst's resignation is effective August 2, 2011, and;

Whereas, the vacancy created by Mr. Wurst's resignation has left a void in the State Mandated number of jailers for the Wabasha County Jail.

Now Therefore be it Resolved the Wabasha County Board of Commissioners Hereby: Accepts the letter of resignation of Full Time Jailer Anthony Wurst.

Resolution No: 2011-152

Whereas, a vacancy for a Jailer position has been created;

Whereas, it is expected that this vacancy will be filled from an Eligibility List of applicants.

Whereas, the Wabasha County Sheriff is requesting authorization to hire a Jailer to fill this vacancy.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: The Wabasha County Sheriff's Office is hereby authorized to hire a Jailer to fill the current vacancy, effective immediately.
