Meeting of September 27, 2011

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, September 27, 2011 at 1:00 p.m.

 

The meeting was called to order by Board Chairman Norman.

 

The following Commissioners were present: Norman, Hall, Roschen, Wobbe, Harms

Donations: $100 from Kellogg American Legion Auxiliary to Veteran Services Transportation Program; $1000 from Horizon Milling to Youth Link Mentorship Program

Resolution No.: 2011-206

Whereas, the Wabasha County Board of Commissioners agreed on September 21, 2010 to fund the HSA/VEBA accounts at the 50% level of the deductible of the 2011 plan year, and adopted a resolution for such on December 7, 2010, and

Whereas, Board approval is necessary to continue this option for the 2012 plan year, and

Whereas, the Health Insurance premiums are collected twice a month, and

Whereas, the HSA contributions for 2012 will be funded at a monthly rate of $125.00 for single coverage and $250.00 for family, and

Whereas, to coordinate contributions the county will fund contributions twice a month in conjunction with Health insurance premiums.

Now Therefore, be it Resolved that the Wabasha County Board of Commissioners agree to fund the 50% of the deductible contributions into a HSA/VEBA account in 2012 based on a twelve month calendar year. Employees hired in 2012 will have their contributions based on their eligible months of coverage remaining in 2012.

HALL - WOBBE

Resolution No.: 2011-195

Whereas, the Planning Commission held a public hearing on August 22, 2011 and reviewed the Conditional Use Permit Application submitted by WILLIAM FITZGERALD, 16489 SOUTH COUNTY ROAD 24, WABASHA MN 55981. An Application to Subdivide with a Final Plat is to be considered as per the Wabasha county Subdivision Ordinance. The request involves the following described property:

Parcel # 05.00223.00

Govt. Lots 1 & 2 or W1/2 of NE1/2

Section 24, T.110 N. – R.10 W. (Greenfield Township)

Whereas, the Planning Commission approved the request 5-0 and recommends approval from the County Board with the following conditions: None

Now therefore be it resolved that the Wabasha County Board of Commissioners approves the Conditional Use request with listed conditions.

Resolution No.: 2011- 207

Whereas, Wabasha County has applied to the Commissioner of Transportation for a grant from the Minnesota State Transportation Fund for construction of Bridge 79548 on County State Aid Highway 4 under S.A.P. 079-604-047, and

Whereas, the Commissioner of Transportation has given notice that funding for this Project is available, and

Whereas, the amount of the grant has been determined to be $303,328 by reason of the lowest responsible bid, and

Whereas, the State of Minnesota requires the attached General Obligation Bond Proceeds Grant Agreement – Construction Grant for S.A.P. 079-604-047 be executed by Wabasha County in order to receive the necessary funds for this Project.

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that Wabasha County does hereby agree to the terms and conditions of the grant and attached Agreement consistent with Minnesota Statutes; 174.50, subdivision 5, clause (3), and will pay any additional amount by which the cost exceeds the estimate, and will return to the Minnesota State Transportation Fund any amount appropriated for this Project but not required.

Be it further resolved that the Chairman of the Wabasha County Board of Commissioners and County Administrator are hereby authorized to execute the attached General Obligation Bond Proceeds Grant Agreement – Construction Grant and Declaration on behalf of Wabasha County.

Resolution No.: 2011-208

Whereas, Wabasha County Sheriff's Office is requesting authorization to purchase a Network Management Terminal to support the ARMER 800mhz radio system; and

Whereas, this purchase will be made through Motorola under state contract pricing; and

Whereas, the cost incurred in this purchase is bid at $16,395.00; and

Whereas, the monies for this purchase will be paid through 911 ARMER (01-291-216) account and reimbursed through the State Local Enhancement Grant (50% match);

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: The Wabasha County Sheriff's Office is hereby authorized to purchase said Network Management Terminal from Motorola, at a cost not to exceed $16,395.00.

Be it further resolved that: funding of this upgrade will come from the 911 ARMER (01-291-216) Account and reimbursed through the State Local Enhancement Grant at a 50% match.
