Wabasha County Board of Commissioners Meeting of August 14, 2012
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, August 14, 2012 at 9:00 a.m.
The meeting was called to order by Board Chairman Harms.
The following Commissioners were present: Hall, Wobbe, Harms, Roschen, Norman
ROSCHEN – NORMAN Motion to approve the agenda. Adopted Unanimously WOBBE – HALL Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims Minutes: Special Board meeting, July 17, 2012; Regular Board meeting, July 24, 2012 Donations to the Youth Link Mentorship Program: $50 from Lakeside Foods, $25 Hearth & Home Technologies, $25 Louis McCahill Post No. 110 American Legion, $20 anonymous donor Public Health – Authorize Execution of Grant Agreement (2012-165) (FI: $17,444) Public Health – Approve Emergency Preparedness Training (2012-166) (FI: 0) Highway – Authorize Final Payment to Minnowa Construction (2012-167) (FI: $84,514.49) Adopted Unanimously WOBBE – HALL Resolution No.: 2012-165 Whereas, Wabasha County Public Health has been receiving Towards Zero Deaths grant money from the MN State Dept of Safety in 2012, and; Whereas, the Dept. of Safety has offered a two year grant to the Public Health Dept. to continue the work of educating the public around the topics of Seat Belt usage, DUI, Distracted Driving, and Speeding, and; Whereas, Wabasha County ranks higher than the state average in fatalities and serious injury crashes related to Driving Under the Influence, Lack of Seat Belt usage, Distracted Driving, and Speeding; Now Therefore be it Resolved, by the Wabasha County Board of Commissioners that; Wabasha County Public Health enters into a grant agreement with the Minnesota Department of Public Safety, for traffic safety projects during the period from October 1, 2012 through September 30, 2014. The Wabasha County Public Health Director, their appointee, or successor, is hereby authorized to execute such agreements and amendments as are necessary to implement the project on behalf of Wabasha County Public Health and to be the fiscal agent and administer the grant. Adopted Unanimously WOBBE – HALL Resolution No.: 2012-166 Whereas, Wabasha County Public Health has the opportunity to send a staff person to Public Health Preparedness Training put on by Homeland Security in Anniston, Alabama, and; Whereas, these trainings are known for their excellent outcomes, and; Whereas, all expenses for the training including air, parking at airport, lodging, meals, and ground transportation are paid for by Homeland Security and wage will be covered by the Public Health Preparedness grant; Now Therefore be it Resolved, by the Wabasha County Board of Commissioners that Tisha Bergner be authorized to attend the training in Anniston, Alabama the week of August 20-24 Adopted Unanimously WOBBE – HALL Resolution No.: 2012-167 Whereas, Project SAP 079-607-021 – Bridge and Bridge Approaches with any and/or all Supplemental Agreements, Change Orders or Work Orders, has been completed. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to Minnowa Construction Inc. in the amount of $84,514.49 for Project SAP 079-607-021. Adopted Unanimously WOBBE - HALL Resolution No. 2012-160 Whereas, the Minnesota Pollution Control Agency has established an animal feedlot program designed to assist animal feedlot operators in efficient and environmentally sound management of animal wastes; and Whereas, the Minnesota Pollution Control Agency's program provides for county involvement in the processing of animal feedlot permit applications and administration of the animal feedlot program in accordance with Minn. Stat. 16.07 subd. 7 and Minn. Rules ch. 7020.1600; and as specified in the attached county delegation agreement; Whereas, Wabasha County has previously utilized grant dollars to fund a Feedlot Officer Position within the County. Now, Therefore, Be It Resolved by the Wabasha County Board of Commissioners that the County of Wabasha agree to assume the responsibility of the administration of the animal feedlot program and processing of animal permit application in accordance with Minn. 116.07, subd. 7, and Minn. Rules ch. 7020.1600; and the attached delegation agreement that describes the administration of the county feedlot program as specified in Minn. Rules ch. 7020.1600, subpart 3; Be It Further Resolved, the County will utilize the NRBG grant allocation for county feedlot activities, including salary, benefits and project money. If the grant money that funds this position ceases for any reason this position shall be terminated immediately. Be It Finally Resolved, that the County of Wabasha respectfully submits this resolution and the attached delegation agreement to the Minnesota Pollution Control Agency and respectfully requests that the Minnesota Pollution Control Agency approve the County's participation in the animal feedlot program. Adopted Unanimously ROSCHEN – NORMAN Resolution No.: 2012-161 Whereas, the Wabasha County Coordinator is appointed by, and serves at the pleasure of, the Wabasha County Board of Commissioners in accordance with Minn. Stat. 375.48; and, Whereas, Bridget Hoffman has been deemed by the Wabasha County Board of Commissioners to be qualified to serve as the County Coordinator; and, Whereas, the Wabasha County Board of Commissioners wishes to establish an employment relationship with Hoffman so that she may perform the duties of the County Coordinator position; and, Now, Therefore, Be It Resolved by the Wabasha County Board of Commissioners that Hoffman is hereby appointed as the County Coordinator of Wabasha County under Minn. Stat. 375.48, commencing on August 20, 2012. Be It Further Resolved, the title of the position shall be "County Coordinator;" Be It Further Resolved, that the position be hired the starting step on pay grade 7 at an annual salary of $53,849.70. Be It Further Resolved, that the position will follow the current policies regarding vacation, holiday and sick accrues and participation in the health benefit plans . Be It Further Resolved, that the position will be subject to a probationary period of one (1) year. Adopted Voting in Favor: Norman, Roschen and Harms Voting Against: Hall and Wobbe NORMAN – ROSCHEN Resolution No.: 2012-162 Whereas, the Wabasha County Coordinator is appointed by, and serves at the pleasure of, the Wabasha County Board of Commissioners in accordance with Minn. Stat. 375.48; and, Whereas, Minn. Stat. 375.49 subd. 2(6) allows the County Board to include in the duties of the County Coordinator to serve as the clerk of the County Board; and, Whereas, Minn. Stat. 375.49 subd. 2(b) states that when a resolution is adopted directing that the County Coordinator serve as clerk of the County Board it releases the County Auditor from the responsibility of performing such duties; Therefore, Be It Resolved that the Wabasha County Coordinator shall serve as the clerk of the County Board starting August 28, 2012. Adopted Unanimously NORMAN – ROSCHEN Resolution No.: 2012-163 Whereas, Wabasha County is required under Minnesota Statute 471.6161 to solicit formal request for proposals (RFP) for employer paid life insurance every five years; and Whereas, the last RFP for life insurance was done in 2007; and Whereas, Ochs Inc will provide all RFP services at no cost to the County. Now Therefore, be it resolved, that the Wabasha County Board of Commissioners hereby authorizes Ochs Inc to provide services to obtain life insurance proposals for the County in order to stay in compliance with Minnesota Stature 471.6161. Adopted Unanimously ROSCHEN – NORMAN Resolution No.: 2012-164 Whereas, On June 25, 2012 the Wabasha County Board of Commissioners approved a Request for Proposal to have an Employee Classification, External Market Survey, Compensation Study and Organizational Structural Review done, and Whereas, the proposals were to be submitted to the County by 4:00 p.m. on August 3rd for review, and Whereas, the proposals and recommendations are to be forwarded to the Board at the August 14th meeting. Now Therefore, be it resolved, after reviewing the proposals and recommendations that the Wabasha County Board of Commissioners approves and accepts the proposal from Springstead Inc. and directs the Board Chair to work with the aforementioned firm to begin the project as outlined in the Request for Proposal. Discussion Item Two representatives from the Wabasha County Fair Board provided this update. Briefly mentioned the success of this year's Fair, including attendance by our county youth. Approximately 90 children participated in Kid's IDs. The building improvements on site have been positive. There remains an issue of some flooding that occurs on the property, especially in the chalet. Fair Board members will partner with the ski board to cooperatively resolve those concerns.
