Meeting of February 26, 2013

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, February 26, 2013 at 1:00 p.m.

 

The meeting was called to order by Board Chairman Hall.

 

The following Commissioners were present: Hall, Wobbe, Springer, Harms, Roschen

The date of June 18, 2013, 5:00 p.m. has been set for the Wabasha County Board of Appeal and Equalization meeting. The regular Board meeting will begin at 4:00 p.m.

 

ROSCHEN - SPRINGER

Resolution No.: 2013-049

Whereas, AFSCME, Council 65 and Wabasha County have participated in the original memorandum of understanding for the purpose of completing necessary work during the absence of the Income Maintenance Supervisor to Winona County; and

Whereas, the current MOU was executed for the shared Supervisory position with Winona County that began in November, 2012; and

Whereas, the Director of the Wabasha County Department of Social Services has requested the extension of the current MOU with AFSCME, and the bargaining unit is agreeable to the conditions put forward; and

Whereas, a Letter of Agreement has also been developed to allow a part-time employee to work additional hours without eligibility to receive county health benefits during the length of the shared supervisory position; and

Whereas, it is the recommendation of the Social Services Director to enter into the extension of the memorandum of understanding and to execute the letter of agreement;

Now therefore be it resolved by the Wabasha County Board of Commissioners to hereby accept the recommendation of Director Smith, and authorizes the extension of the memorandum of understanding. Further, to approve the letter of understanding which allows the part-time employee to work additional hours without gaining a health care benefit.

ROSCHEN - SPRINGER

Resolution No.: 2013-050

Whereas, the Wabasha County Board of Commissioners has advertised for applicants to fill the position(s) of Veterans Service Officer and/or Assistant Veteran's Service Officer; and

Whereas, the goal of Wabasha County whenever it looks to hire an employee is to find the most qualified person for the position based on job related factors; and

Whereas, the Wabasha County Board has determined that it is necessary to create a committee to recommend to the Board a qualified candidate(s) to become the County's next County Veterans Service Officer and/or Assistant Veteran's Service Officer; and

Now, Therefore, Be it Resolved that the Wabasha Board of Commissioners hereby appoints Commissioner Harms and Commissioner Roschen to head a three (3) member committee to determine the appropriate process the County will utilize to hire a Veterans Service Officer and/or Assistant Veteran's Service Officer. Those responsibilities will include, but are not limited to, recruiting, interviewing, and recommending to the County Board a suitable candidate for the positions; and

Be it Further Resolved, that the Wabasha County Board appoints Bob Davis, the current Goodhue County Veteran's Service Officer, to serve as the final committee member.

Resolution No. 2013-051

Whereas, Wabasha County, Minnesota, is interested in using an emergency notification system in order to contact the citizens of Wabasha County whenever they would benefit from receiving advanced warning of any complex issues including, but not limited to, potential flooding, dangerous persons, or inclement weather.

Whereas, Emergency Communications Network, LLC, provides such an emergency notification system by the name of CodeRED.

Now Therefore Be It Resolved that the County of Wabasha, Minnesota, enter into an agreement with Emergency Notifications Network, LLC, in order to have use of their emergency notification system, CodeRED.

Public Forum Policy

The Public Forum provides an opportunity for the public to address the Commissioners. Questions from the Commissioners will be for clarification only. Commissioners will NOT enter into dialogue with citizens at the forum. Public Forum will not be used as a time for problem solving or reacting to the comments made, but rather for the purpose of allowing citizens to address the County Commissioners on a topic of their choice.

The following procedures will be used at the Wabasha County Commissioner meetings in order to control the flow of the meetings.

1. Those persons wishing to speak must identify themselves for the record and must sign in at the table in the back of the board room.

2. Any speaker who wishes to discuss an item that is on the Board's agenda should wait until that item is being considered.

3. Public speakers or presenters will be required to use the table at the front to speak from. Speakers must speak to the microphone to be heard clearly.

4. Those persons wishing to speak must wait for their turn to speak so as to eliminate many conversations going on at one time.

5. Individuals should limit their comments to no more than 3 minutes.

6. If a speaker has handouts, the Chairman or Vice Chairman in the absence of the Chairman will decide whether or not the handouts will be allowed to be distributed in the board room. All handouts go to the Clerk for distribution.

7. The Public Forum will be limited to 15 minutes and it may not be used to make personal attacks, to air personality grievances, to make political endorsements, or for political campaign purposes. Time at the lectern will be immediately halted if that occurs.

8. The commissioners may by a majority waive any provision therein.

Any person who violates this policy may be prevented from speaking at future meetings
