Meeting of March 26, 2013

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, March 26, 2013 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Hall.

 

The following Commissioners were present: Hall, Wobbe, Springer, Harms. Absent: Roschen

Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby finds it to be in the best interest of the County to:

Permit the existing accesses (separated entrance and exit) to remain to Wabasha-Kellogg Schools' main parking lot.

Resolution No.: 2013-066

Whereas, Envirotech Services Inc. is the lowest responsible bidder for C.P. 079-13-8060.

Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby accepts the bid of Envirotech Services Inc. for Project C.P. 079-13-8060 in the amount of $102,665.60 and that the Chairman of the County Board and the Clerk of the Board are hereby authorized to execute a Contract with Envirotech Services Inc. for this work.

Whereas, Roberson Lime and Rock Inc. is the lowest responsible bidder for C.P. 79-13-8070.

Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby accepts the bid of Roberson Lime and Rock Inc. for C.P. 79-13-8070 – Supply and Haul of Crushed Rock - in the amount of $47,196 and that the Chairman of the County Board and the Clerk of the Board are hereby authorized to execute a Contract with Roberson Lime and Rock Inc. for this work.

Resolution No.: 2013-068

Whereas, Traffic Marking Service Inc. had the lowest bid for Project C.P. 79-13-8080 – Furnish and Apply Traffic Paint to Roads in Wabasha County.

Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby accepts the bid of Traffic Marking Service Inc. for Project C.P. 79-13-8080 – Furnish and Apply Traffic Paint to Roads in Wabasha County - in the amount of $57,231.61 and that the Chairman of the County Board and the Clerk of the Board are hereby authorized to execute a Contract with Traffic Marking Service Inc. for this work.

Resolution No.: 2013-062

Whereas, the Wabasha County Human Services Board created the position of Collections Officer in the Fall of 2009; and

Whereas, the filling of this vacancy is anticipated to result in a 2013 budget savings of approximately $2,900 as an individual will likely be hired at a salary less than the incumbent; and

Whereas, the development of a Collections Officer position has been shown to produce the desired results of the Human Services Board, by collecting more funds than the expense of the position, holding service recipients accountable for their portion of service expenditures; and

Whereas, the Director of Social Services recommends this vacancy be filled;

Now therefore be it resolved by the Wabasha County Board of Commissioners authorizes the Director of Social Services to fill the Collections Officer vacancy to maintain normal operations of the Social Services Department.

Resolution No.: 2013-069

Whereas, the Director of Social Services has provided detailed information to the Human Services Board on the vehicles available through the State bid contract; and

Whereas, a replacement vehicle has been included in the 2013 budget for Social Services; and

Whereas, the 2010 Fusion has approximately 60,000 miles driven and is the vehicle to be moved to the general county car pool, for use by the Assessor's Office, upon purchase of a new vehicle; and

Whereas, the purchase of a vehicle by the Department of Social Services provides the highest level of reimbursement and is cost-effective; and

Whereas, the Director of Social Services recommends the purchase of a new vehicle and transfer of the 2010 vehicle to the general car pool;

Now, therefore be it resolved, the Human Services Board authorizes the Director of Social Services to purchase a replacement vehicle for the Department, and transfer of the 2010 Fusion to the general motor pool upon arrival of the new vehicle. The specific vehicle to be purchased will meet the criteria set forward by the Board and within the budgetary limits of the Department, estimated at under $18,000 plus tax, license and registration for a new Malibu.

Resolution No.: 2013-070

Whereas, John Danckwart and Bruce Danckwart applied for a Conditional Use Permit to operate a solid waste transfer facility on property located in the SE ¼ NE ¼, Section 34, Township 110 North, Range 10 West, Town of Greenfield (Parcel 05.00357.00); and

Whereas, The Wabasha County Planning Commission conducted a public hearing on March 18, 2013 to provide an opportunity for the public to present any testimony related to the request; and

Whereas, The Wabasha County Planning Commission discussed the matter after the public hearing and with a vote of 5-0 recommends to the Wabasha County Commissioners the request be approved with the following conditions:

1. Hours of operation shall be 7:00 a.m. to 5:00 p.m. Monday through Friday and 7:00 a.m. to 1:00 p.m. on Saturday.

2. Wabasha Rubbish Removal LLC shall be the sole operator of the facility. If Wabasha Rubbish Removal LLC discontinues operation of the facility for any reason, this CUP shall be terminated by the County Board.

3. Access to the solid waste transfer facility from the town road (627th Street) shall be on property owned by the same individual(s) who hold title to the transfer facility.

NOW THEREFORE BE IT RESOLVED, the Wabasha County Board of Commissioners approves the Conditional Use Permit for John and Bruce Danckwart with the conditions as recommended by the Planning Commission

Resolution No.: 2013-071

Whereas, the City of Kellogg has called for a Special Election for their City and has asked the County to administer the election on their behalf.

Whereas, the Wabasha County Assistant Attorney presented an agreement for the City to review and approve before the County agrees to provide the services.

Whereas, the City of Kellogg Attorney and Council has approved the agreement.

Whereas, the agreement has been approved by Denise M Anderson, Wabasha County Chief Election Official and Michael Plante, Wabasha County Assistant Attorney.

Now Therefore Be it Resolved by the Wabasha County Board of Commissioners hereby approve the agreement between Wabasha County and City of Kellogg for election services.

Now Further Be it Resolved that the Wabasha County Board authorizes the Chairperson and the Board Clerk to enter into this agreement on behalf of the County.

Wabasha County ATV Ordinance Subcommittee – Discussed and added to April 2 Board meeting.

 

Resolution No.: 2013-072

Whereas, in April of 2011 the Wabasha County Board passed resolution 2011-084 which instituted a hiring freeze on County positions that were not deemed to be "mandated" or "essential"; and

Whereas, since the implementation of that resolution the Board continued to hire personnel to fill various offices; and

Whereas, the Board now desires to repeal the above referenced resolution; and

Now, Therefore, Be it Resolved that the Wabasha Board of Commissioners hereby repeals resolution 2011-084.
