Meeting of April 2, 2013

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, April 2, 2013 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Hall.

 

The following Commissioners were present: Hall, Wobbe, Springer, Harms, Roschen

Lisa McNally gave a presentation on LEAN 101. The Board asked that a resolution in support of LEAN be brought to the next Board meeting.

Resolution No.: 2013-2013-073

Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby accepts the proposal of Metal Culverts Inc. for the 2013 Corrugated Metal Culvert Materials in the amount of $17,213.57 and that the Chairman of the County Board and the Clerk to the Board are hereby authorized to execute a Contract with Metal Culverts Inc. for these materials.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Department be authorized to order Regular Road Salt through the State of Minnesota as a Cooperative Purchasing Venture Member for the 2013/2014 winter season.

Resolution No.: 2013-072

Whereas, in April of 2011 the Wabasha County Board passed resolution 2011-084 which instituted a hiring freeze on County positions that were not deemed to be "mandated" or "essential"; and

Whereas, since the implementation of that resolution the Board continued to hire personnel to fill various offices; and

Whereas, the Board now desires to repeal the above referenced resolution; and

Now, Therefore, Be It Resolved that the Wabasha Board of Commissioners hereby repeals resolution 2011-084.

Resolution No.: 2013-062

Whereas, the Wabasha County Human Services Board created the position of Collections Officer in the Fall of 2009; and

Whereas, the filling of this vacancy is anticipated to result in a 2013 budget savings of approximately $2,900 as an individual will likely be hired at a salary less than the incumbent; and

Whereas, the development of a Collections Officer position has been shown to produce the desired results of the Human Services Board, by collecting more funds than the expense of the position, holding service recipients accountable for their portion of service expenditures; and

Whereas, the Director of Social Services recommends this vacancy be filled;

Now therefore be it resolved by the Wabasha County Board of Commissioners authorizes the Director of Social Services to fill the Collections Officer vacancy to maintain normal operations of the Social Services Department.

Resolution No.: 2013-076

Whereas, the Wabasha County Human Services Board has previously approved the participation by Wabasha County in the Collaboration, Rules, Education/Prevention, Service Delivery and Technology Initiative (CREST); and

Whereas the existing cooperative agreement is a partnership with Dodge County, Fillmore County, Goodhue County, Houston County, Mower County, Olmsted County, Steele County, Waseca County, and Winona County; and

Whereas, the initiative has identified a gap in services for clientele being considered, or utilizing the Anoka Metro Regional Treatment Services, and

Whereas, the initiative wished to contract intensive case management services, with a responsibility for providing intensive case management services to individual identified as being at risk of admission to the Anoka facility, or if admitted to the Anoka facility, will plan for the discharge of those individuals and monitor community services for at least 90 days, and

Whereas, Olmsted County is willing to be the employer of record of the Liaison Case Manager; and

Whereas, the Director of Social Services has recommended acceptance of the proposed purchase of service agreement;

Now therefore be it resolved by the Wabasha County Board of Commissioners, to approve the purchase of service agreement for the Liaison Case Manager. Funding for this service would be through existing revenue sources at the State of Minnesota. Further, the Director of Social Services and the County Attorney's Office are authorized to execute said agreement for calendar year 2013.

Resolution No: 2013-075

Whereas, Jail Sergeant Richard G. Hall has submitted a letter of resignation; and,

Whereas, Jail Sergeant Richard G. Hall began his employment with Wabasha County on November 16, 2009 as a Jailer and was promoted to Sergeant on July 8, 2010; and

Whereas, with heavy regret, his resignation will take effect on April 8, 2013; and

Whereas, due to this resignation, the Sheriff's Office requests approval to fill this vacancy.

Now Therefore be it Resolved, the Wabasha County Board of Commissioners hereby accepts the resignation of Jail Sergeant Richard G. Hall effective April 8, 2013.

Be it Further Resolved, the Wabasha County Board of Commissioners authorizes the Sheriff's Office to fill a vacant Jailer position.

By consensus, the Board appointed two Commissioners and two individuals to serve on the ATV Ordinance Subcommittee: Commissioners Springer (primary) and Hall (alternate); Gayle Deobald and Jim Bartsh. Also appointed were Michael Plante, Attorney; and Rodney Bartsh, Sheriff.

 

Commissioners reported on meetings they attended.
