Meeting of April 16, 2013

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, April 16, 2013 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Hall.

 

The following Commissioners were present: Hall, Wobbe, Springer, Harms, Roschen

Motion to approve the agenda after removing Items C and L; and moving Item G before Item F.

Whereas, Wabasha County authorizes contracted repair work on the Security System at the Criminal Justice Center; and,

Whereas, Accurate Controls, Inc. has provided a quote in the amount of $2,500.00 for such repairs; and,

Whereas, the monies for these repairs will come out of the County capital building fund;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that:

Accurate Controls, Inc. is herby authorized to repair the security system at the Criminal Justice Center.

Be it Further Resolved by the Wabasha County Board of Commissioners that:

Funding for these repairs will come from the County capital building fund in the amount not to exceed the quote of $2,500.00.

Whereas, the applicants do have current licenses issued by Wabasha County, and

Whereas, the applications have been approved by the County Zoning Administrator. The Zoning Administrator has received the certificate of insurance and the appropriate license fee. The license will run to December 31, 2013.

Now therefore be it resolved that Wabasha County Board of Commissioners hereby approves the renewal of License to Collect and Transport Solid Waste and Recyclables to the individuals listed above.

Whereas, Chippewa Concrete Services Inc. is the lowest responsible bidder for S.A.P. 079-630-015.

Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby accepts the bid of and awards a Contract to Chippewa Concrete Services Inc. for S.A.P. 079-630-015 in the amount of $4,528,522.43 and that the Chairman of the County Board and the Clerk of the Board are hereby authorized to execute a Contract with Chippewa Concrete Services Inc. for this work.

Whereas, the awarded bid includes a bid alternative for additional 4' width of bituminous paving of shoulders on S.A.P. 079-630-015.

Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby finds it to be in the best interest of the County to: Proceed in construction without incorporating the bid alternate of bituminous paved shoulders.

Resolution No.: 2013-081

Whereas, the County of Wabasha is planning to implement County State Aid Highway projects in 2013 which will require State Aid funds in excess of those available in its State Aid Regular and Municipal Construction Accounts, and

Whereas, said County is prepared to proceed with the construction of said projects through the use of an advance from the County State Aid Construction Fund to supplement the available funds in their State Aid Regular and Municipal Construction Accounts, and

Whereas, the advance is based on the following available balances and estimated expenditures:

Whereas, repayment of the funds so advanced will be made in accordance with the provisions of Minn. Stat. 162.08, Subd. 5 & 7 and Minn. Rules, Chapter 8820, and

Now therefore be it resolved by the Wabasha County Board of Commissioners that the Commissioner of Transportation be and is hereby requested to approve this advance for financing approved County State Aid Highway projects of the County of Wabasha in an amount up to $1,620,560 in accordance with Minnesota Rules 8820.1500, Subp. 9 and hereby authorize repayments from subsequent accruals to the Regular and Municipal Construction Accounts of said County from future year allocations until fully repaid.

Resolution No.: 2013-082

Whereas, Wabasha County has designated First State Bank of Wabasha as a depository of its public funds pursuant to Minnesota Statues, Chapter 118A; and

Whereas, the Finance Director was authorized to open a account to manage the jail inmate funds; and

Whereas it has become necessary to update the signatures due to personnel changes,

Now therefore be it resolved, that the Wabasha County Board of Commissioners that Richard G. Hall is removed as an authorized signer on the Jail Inmate Account (#021928) at First State Bank.

SPRINGER – ROSCHEN

Resolution No.: 2013-083

Whereas, the Wabasha County Board of Commissioners, in order to expand upon the State of Minnesota's Enterprise LEAN initiative of continual improvement to support process improvement and innovation across state and local government; and

Whereas, Wabasha County government should continuously improve its efforts to serve Wabasha County residents and be a good steward of tax dollars; and

Whereas, "Lean Government" initiatives can provide the framework for making fact-based decisions, enable the process to be changed positively, and drive continuous improvement using a structured approach; and

Whereas, "Lean Government" initiatives are a tool for county government to increase efficiencies in its customer services and provide a safer and more streamlined workplace for employees; and

Whereas, several Minnesota State and County offices are utilizing "Lean Government" to increase efficiency and have incorporated "Lean Government" initiatives with great success, resulting in cost savings to taxpayers;

Now Therefore Be It Resolved that the Wabasha County Board of Commissioners directs that:

1. Wabasha County Department Heads and departmental leaders shall:

a. Implement a "Lean Government" initiative that can change government culture by engaging departmental leadership and staff in the improvement process to understand how to apply "Lean Government" initiatives to eliminate waste, save time, standardize workflow, and decrease process complexity; and

b. Define each Department's mission:

i. The Department's ultimate goal.

ii. The customer each Department serves.

iii. The customers' opinion of what constitutes a good value in each Department.

iv. The Department's definition of its measure of customer satisfaction and timely service.

v. The Department's organizational goals for staff involvement in the "Lean Government" initiative.

c. Establish measurement criteria for the services each Department performs with a focus on processes that:

i. Suffer from chronic customer complaints or issues.

ii. Are visible to staff and customers.

iii. Show obvious potential for dramatic improvement.

iv. Currently produce data the enables the Department to track improvement.

v. Reduce workload, improve customer satisfaction, and improve processes.

d. Focus on processes that do not require statute or rule changes to improve; and

e. Collaborate and provide insight on the "Lean Government" efforts.

2. Each Wabasha County Department Head shall track their progress on "Lean Government" initiatives and annually report such progress to the Wabasha County Board at the beginning of each year.

3. Wabasha County Department Heads will participate in at least one improvement event each year.

4. Wabasha County Department Heads will provide staff to participate as team members in events in their area and as well as other areas.

5. Wabasha County Department Heads and staff will participate in training as provided at team leader meetings and improvement event presentations.

6. Wabasha County Department Heads will include communication about Lean efforts in all of their department meetings.

7. Wabasha County Department Heads will schedule Kaizen events or use other LEAN tools and set timelines for improvements.

Resolution No.: 2013-084

Whereas, the Wabasha County Human Services Board has one (1) current vacancy in the position of Social Worker; and

Whereas, the filling of this vacancy is anticipated to result in a budget savings of approximately $16,500 (annualized) as the individual will likely be hired at a salary less than the incumbent; and

Whereas, the delivery of developmental disability case management services are essential to the citizens of Wabasha County and are the primary duties of the position currently being vacated; and

Whereas, the Director of Social Services recommends this vacancy be filled;

Now therefore be it resolved by the Wabasha County Board of Commissioners, that the Director of Social Services hereby be authorized to fill the Social Worker vacancy to maintain normal operations of the Social Services Department.

Whereas, the Wabasha County Human Services Board has one (1) current vacancy in the position of Account Technician; and

Whereas, the filling of this vacancy is anticipated to result in a budget savings of approximately $1,500 (annualized) as the individual will likely be hired at a salary less than the incumbent; and

Whereas, the processing of payments to vendors, receipting funds for the Department, and completion of fiscal services are essential to the successful operation of the Department, benefiting the citizens of Wabasha County; and

Whereas, the Director of Social Services recommends this vacancy be filled;

Now therefore be it resolved by the Wabasha County Board of Commissioners, that the Director of Social Services hereby be authorized to fill the Account Technician vacancy to maintain normal operations of the Social Services Department.

Resolution No.: 2013-087

Whereas, Wabasha County, Minnesota, is interested in using an emergency notification system in order to contact the citizens of Wabasha County whenever they would benefit from receiving advanced warning of any complex issues including, but not limited to, potential flooding, dangerous persons, or inclement weather.

Whereas, Emergency Communications Network, LLC, provides such an emergency notification system by the name of CodeRED.

Now Therefore Be It Resolved that the County of Wabasha, Minnesota, enter into an agreement with Emergency Communications Network, LLC, in order to have use of their emergency notification system, CodeRED.

Resolution No.: 2013-086

Whereas, on February 12, 2013, the Wabasha County Board of Commissioners established a the County Administrator Hiring Committee ("Committee") to recruit, interview, and recommend to the County Board a suitable candidate for interim County Administrator; and

Whereas, that Committee has determined that it is prudent to pursue hiring a permanent County Administrator to fill the vacant position rather than an interim County Administrator; and

Now, Therefore, Be it Resolved that the Wabasha Board of Commissioners hereby grants to the previously established Committee the additional powers to recruit, interview, and recommend to the County Board a suitable candidate(s) for a permanent County Administrator.
